【摘要】：裝備制造業(yè)是國民經(jīng)濟(jì)發(fā)展的基礎(chǔ)與核心,也是維護(hù)國家經(jīng)濟(jì)安全和提升綜合國力的戰(zhàn)略性產(chǎn)業(yè)。在國家大力推動戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的大背景下,裝備制造業(yè)的發(fā)展有了很大的突破,在產(chǎn)量上已經(jīng)成為裝備制造業(yè)的大國。然而,產(chǎn)業(yè)大而不強、核心技術(shù)缺乏、關(guān)鍵技術(shù)落后等一系列技術(shù)創(chuàng)新方面的問題制約著裝備制造業(yè)的進(jìn)一步發(fā)展。振興裝備制造業(yè)、實現(xiàn)裝備制造業(yè)的高端突破是中國在金融危機(jī)發(fā)生后提出的一項重大產(chǎn)業(yè)發(fā)展戰(zhàn)略,對裝備制造業(yè)技術(shù)效率的實證研究具有重要的現(xiàn)實意義。本文首先通過文獻(xiàn)研究,對技術(shù)效率理論和裝備制造業(yè)技術(shù)效率的研究成果進(jìn)行總結(jié),明確了技術(shù)效率、技術(shù)效率差距以及裝備制造業(yè)等概念,并在此基礎(chǔ)上分析了技術(shù)效率差距與裝備制造業(yè)發(fā)展的作用機(jī)理。然后在理論研究的基礎(chǔ)上,結(jié)合中國裝備制造業(yè)技術(shù)發(fā)展的現(xiàn)狀及問題,從區(qū)域性發(fā)展的角度出發(fā),運用中國1998-2012年東中西部裝備制造業(yè)的相關(guān)數(shù)據(jù),利用共同前沿面對三大區(qū)域裝備制造業(yè)技術(shù)效率的隨機(jī)前沿面進(jìn)行包絡(luò)分析,得出基于共同前沿面的技術(shù)效率并進(jìn)行技術(shù)效率差距分析。實證結(jié)果顯示,中國裝備制造業(yè)技術(shù)效率水平總體處于偏低的水平,東中西三個區(qū)域的技術(shù)效率水平發(fā)展不平衡,中西部技術(shù)水平對東部具有追趕效應(yīng)而非擴(kuò)大效應(yīng),而且區(qū)域內(nèi)部各省份間的發(fā)展情況也存在較大的差異。為了振興中國裝備制造業(yè),本文建議以發(fā)展高端裝備為契機(jī),以培育骨干企業(yè)集團(tuán)為抓手,聯(lián)接?xùn)|中西部提供智力支持,促進(jìn)產(chǎn)業(yè)梯度轉(zhuǎn)移,為中國裝備制造業(yè)區(qū)域發(fā)展探索出可行的道路。
[Abstract]:The equipment manufacturing industry is the foundation and core of the national economic development, as well as a strategic industry to maintain the national economic security and enhance the overall national strength. The development of the equipment manufacturing industry has made a great breakthrough and has become a big country in the equipment manufacturing industry in terms of output. However, the industry is large but not strong, and the core technology is lacking. A series of technical innovation problems, such as the backwardness of key technologies, restrict the further development of the equipment manufacturing industry. Realizing the high-end breakthrough of equipment manufacturing industry is a major industrial development strategy put forward by China after the financial crisis, which has important practical significance for the empirical study of equipment manufacturing industry technical efficiency. This paper summarizes the theory of technical efficiency and the technological efficiency of equipment manufacturing industry, and clarifies the concepts of technical efficiency, technical efficiency gap and equipment manufacturing industry. On the basis of this, the gap of technology efficiency and the mechanism of equipment manufacturing development are analyzed. Then, on the basis of theoretical research, combined with the present situation and problems of China's equipment manufacturing technology development, from the perspective of regional development, the paper analyzes the development of equipment manufacturing industry. Based on the relevant data of China's equipment manufacturing industry from 1998 to 2012, the envelopment analysis is carried out by using the random frontier of the common frontier facing the technical efficiency of the equipment manufacturing industry in the three major regions. The empirical results show that the level of technical efficiency of China's equipment manufacturing industry is on the low side, and the level of technical efficiency in the three regions of East and West is not balanced. The technology level in the central and western regions has catch-up effect rather than expansion effect to the east, and there are also great differences among the provinces within the region. In order to revitalize China's equipment manufacturing industry, this paper suggests to take the development of high-end equipment as a turning point. With cultivating backbone enterprise groups as the grasping hand, providing intellectual support to connect the east, west and west, and promoting the industrial gradient transfer, the feasible way for the development of China's equipment manufacturing industry region is explored.
