【摘要】：截至2015年底,中國(guó)境內(nèi)在役油氣管道總里程累計(jì)約12萬(wàn)千米。2015年,中國(guó)油氣市場(chǎng)需求增速收窄,資源供應(yīng)更加寬松,管道建設(shè)節(jié)奏繼續(xù)放緩;國(guó)家繼續(xù)出臺(tái)政策法規(guī),鼓勵(lì)天然氣行業(yè)的發(fā)展,促進(jìn)天然氣基礎(chǔ)設(shè)施建設(shè);中俄東線天然氣管道中國(guó)境內(nèi)段工程如期開(kāi)工,將形成中國(guó)東北方向陸上天然氣進(jìn)口戰(zhàn)略通道;頁(yè)巖氣管道快速推進(jìn),新粵浙煤制氣管道項(xiàng)目獲得核準(zhǔn);油氣管網(wǎng)改革方案?jìng)涫荜P(guān)注;管道裝備制造水平穩(wěn)步攀升;中國(guó)首次主導(dǎo)制訂管道完整性管理規(guī)范的國(guó)際標(biāo)準(zhǔn)。2016年,中國(guó)油氣管道發(fā)展可能進(jìn)入低谷,建設(shè)節(jié)奏持續(xù)放緩,建設(shè)管道"氣多油少"的特征依然明顯;油氣管網(wǎng)改革方案或?qū)⒙涞?將加快推進(jìn)中國(guó)管道市場(chǎng)化改革。
[Abstract]:By end of 2015, the total mileage of existing oil and gas pipelines in China had accumulated about 121,000 meters. In 2015, China's oil and gas market demand growth rate narrowed, the supply of resources became more relaxed, the pace of pipeline construction continued to slow down, and the state continued to issue policies and regulations. Encourage the development of the natural gas industry and promote the construction of natural gas infrastructure; the start of the natural gas pipeline in China on the East Line between China and Russia as scheduled will form a strategic channel for the import of natural gas on land to the northeast of China; and the rapid development of the shale gas pipeline, The new Yueh-Zhejiang coal gas pipeline project was approved; the oil and gas pipeline network reform program received much attention; the level of pipeline equipment manufacturing steadily climbed; and China led the international standard for the first time in formulating the pipeline integrity management code. In 2016, The development of China's oil and gas pipelines may enter a low point, the construction pace will continue to slow down, and the characteristics of "more gas and less oil" will still be obvious. The oil and gas pipeline network reform plan may fall to the ground, which will speed up the market-oriented reform of China's pipelines.
