【摘要】：海寧皮革產(chǎn)業(yè)集群作為海寧地方經(jīng)濟(jì)的重要組成部分,在經(jīng)歷的長(zhǎng)期的高速發(fā)展期以后,開始呈現(xiàn)出發(fā)展的疲軟期。集群當(dāng)前存在著諸多亟待解決的問題,如何系統(tǒng)有效的評(píng)價(jià)海寧皮革產(chǎn)業(yè)集群的發(fā)展水平,進(jìn)而對(duì)癥下藥,對(duì)海寧皮革產(chǎn)業(yè)集群所面臨的問題提出一些建設(shè)性的意見。本文首先梳理了支撐全文的理論知識(shí),對(duì)國(guó)內(nèi)外關(guān)于產(chǎn)業(yè)集群及相關(guān)理論研究作出歸納整理。對(duì)海寧皮革產(chǎn)業(yè)集群的發(fā)展現(xiàn)狀運(yùn)用波特的“鉆石模型”從生產(chǎn)要素、需求要素、相關(guān)產(chǎn)業(yè)及支持產(chǎn)業(yè)、企業(yè)結(jié)構(gòu)及競(jìng)爭(zhēng)、機(jī)會(huì)與政府這些方面進(jìn)行分析,分析集群當(dāng)前所面臨的問題。進(jìn)而通過海寧皮革產(chǎn)業(yè)集群發(fā)展水平的評(píng)價(jià)對(duì)集群作出客觀的分析,在“鉆石模型”的基礎(chǔ)上,參考其他文獻(xiàn),確定了生產(chǎn)要素集聚度、需求要素集聚度、相關(guān)支持度、企業(yè)結(jié)構(gòu)及競(jìng)爭(zhēng)、政府支持這五個(gè)一級(jí)指標(biāo)和分別相對(duì)應(yīng)的十七個(gè)二級(jí)指標(biāo),通過層次分析法對(duì)各指標(biāo)進(jìn)行權(quán)重的評(píng)價(jià),得到相對(duì)重要性權(quán)重值。再結(jié)合海寧皮革產(chǎn)業(yè)2005-2012年的發(fā)展數(shù)據(jù),對(duì)海寧皮革產(chǎn)業(yè)集群的整體發(fā)展水平進(jìn)行綜合性的評(píng)價(jià),分析得到集群發(fā)展的結(jié)論。結(jié)論表明當(dāng)前海寧皮革產(chǎn)業(yè)集群的發(fā)展水平開始趨緩。集群科研創(chuàng)新能力依舊不足、市場(chǎng)需求降低、政府對(duì)集群的整體扶持力度下降、人才的不足、環(huán)境保護(hù)都是制約集群發(fā)展的因素。文章最后根據(jù)這些問題,有針對(duì)性的提出了一些促進(jìn)海寧皮革產(chǎn)業(yè)集群發(fā)展的對(duì)策建議。
[Abstract]:Haining leather industry cluster, as an important part of Haining local economy, began to show a weak development period after a long period of rapid development. How to evaluate the development level of Haining leather industry cluster systematically and effectively, and then put forward some constructive suggestions to the problems faced by Haining leather industry cluster. This paper sums up and arranges the domestic and foreign researches on industrial clusters and related theories, applies Porter's "Diamond Model" to the development of Haining leather industry cluster from production factors, demand factors, related industries and supporting industries. The enterprise structure and competition, opportunity and government are analyzed, and the problems facing the cluster are analyzed. Then, through the evaluation of the development level of Haining leather industry cluster, the paper makes an objective analysis of the cluster, and on the basis of "diamond model", Referring to other documents, we have determined the concentration of production factors, the concentration of demand factors, the degree of related support, the enterprise structure and competition. The government supports these five first-level indicators and the corresponding seventeen secondary indicators, respectively. The weight of each index is evaluated by analytic hierarchy process (AHP), and the weight of relative importance is obtained. Combined with the development data of Haining leather industry from 2005 to 2012, the overall development level of Haining leather industry cluster is comprehensively evaluated. The conclusion shows that the development level of Haining leather industry cluster is slowing down. The ability of scientific research and innovation of Haining industry cluster is still insufficient, the market demand is lower, the government's overall support to the cluster is declining, and the shortage of talents. Environmental protection is the factor that restricts the development of Haining leather industry. Finally, according to these problems, the paper puts forward some countermeasures and suggestions to promote the development of Haining leather industry cluster.
