釩鈦產(chǎn)業(yè)生態(tài)工業(yè)園區(qū)產(chǎn)業(yè)鏈評價指標(biāo)體系研究

【摘要】:傳統(tǒng)經(jīng)濟(jì)的工業(yè)生產(chǎn)模式對環(huán)境造成嚴(yán)重的影響和破壞,加深人類社會與自然環(huán)境之間的矛盾,循環(huán)經(jīng)濟(jì)則試圖通過改變傳統(tǒng)的工業(yè)生產(chǎn)模式來緩和人類社會與自然環(huán)境之間的矛盾。諸如清潔生產(chǎn)理論與工業(yè)生態(tài)學(xué)理也由于相似的原因被提出。以這些理論為基礎(chǔ),生態(tài)工業(yè)園這種工業(yè)形式隨之產(chǎn)生。生態(tài)工業(yè)園是實(shí)現(xiàn)循環(huán)經(jīng)濟(jì)的重要途徑,而產(chǎn)業(yè)鏈則是生態(tài)工業(yè)園的核心。因此,研究生態(tài)產(chǎn)業(yè)園產(chǎn)業(yè)鏈有助于生態(tài)工業(yè)園穩(wěn)定和可持續(xù)發(fā)展。本文以3R原則、科學(xué)性和準(zhǔn)確性原則、可行性原則及全面性和整體性原則為構(gòu)建原則,以環(huán)境保護(hù)部與四川省環(huán)境保護(hù)廳制定的相關(guān)標(biāo)準(zhǔn)和國內(nèi)外釩鈦產(chǎn)業(yè)的實(shí)際情況為構(gòu)建標(biāo)準(zhǔn),從經(jīng)濟(jì)發(fā)展、循環(huán)利用、生態(tài)環(huán)境建設(shè)、公眾支持、產(chǎn)業(yè)鏈污染物排放、產(chǎn)業(yè)鏈穩(wěn)定性和產(chǎn)業(yè)鏈效率等方面構(gòu)建了釩鈦產(chǎn)業(yè)生態(tài)工業(yè)園區(qū)產(chǎn)業(yè)鏈評價指標(biāo)體系和相應(yīng)評價模型。該指標(biāo)體系包括三個層次:①目標(biāo)層即釩鈦產(chǎn)業(yè)園生態(tài)工業(yè)園區(qū)產(chǎn)業(yè)鏈現(xiàn)狀;②準(zhǔn)則層由7個指標(biāo)構(gòu)成即經(jīng)濟(jì)發(fā)展、循環(huán)利用、生態(tài)環(huán)境建設(shè)、公眾支持、產(chǎn)業(yè)鏈污染物排放、產(chǎn)業(yè)鏈穩(wěn)定性和產(chǎn)業(yè)鏈效率等指標(biāo);③目標(biāo)層包括27個指標(biāo)。本文調(diào)查攀枝花釩鈦產(chǎn)業(yè)園區(qū)產(chǎn)業(yè)鏈基本情況并對其進(jìn)行分析:該園區(qū)的主導(dǎo)產(chǎn)業(yè)為釩鈦、鋼鐵機(jī)械制造及配套的化工、有色電冶產(chǎn)業(yè),因此該園區(qū)的產(chǎn)業(yè)鏈?zhǔn)且粋綜合性產(chǎn)業(yè)鏈,它的構(gòu)成是以鈦產(chǎn)業(yè)鏈、釩產(chǎn)業(yè)鏈、鋼鐵機(jī)械制造產(chǎn)業(yè)鏈及釩鈦產(chǎn)業(yè)附屬產(chǎn)業(yè)鏈等子產(chǎn)業(yè)鏈為主,結(jié)合園區(qū)靜脈產(chǎn)業(yè)鏈復(fù)合而成。本文以攀枝花釩鈦產(chǎn)業(yè)園區(qū)為例,利用構(gòu)建的評價指標(biāo)體系和評價模型,結(jié)合該園區(qū)產(chǎn)業(yè)的相關(guān)數(shù)據(jù),對其產(chǎn)業(yè)鏈進(jìn)行評價。得出“攀枝花釩鈦產(chǎn)業(yè)園產(chǎn)業(yè)鏈現(xiàn)狀為‘優(yōu)’”的評價結(jié)論。根據(jù)評價結(jié)果,對該園區(qū)的經(jīng)濟(jì)發(fā)展、循環(huán)利用、生態(tài)環(huán)境建設(shè)、公眾支持、產(chǎn)業(yè)鏈污染物排放、產(chǎn)業(yè)鏈穩(wěn)定性和產(chǎn)業(yè)鏈效率等方面提出了發(fā)展建議。
[Abstract]:The industrial production mode of traditional economy has caused serious impact and destruction to the environment and deepened the contradiction between human society and natural environment. Circular economy tries to ease the contradiction between human society and the natural environment by changing the traditional industrial production model. For example, cleaner production theory and industrial ecological theory have also been put forward for similar reasons. Eco-industrial park is an important way to realize circular economy, and industrial chain is the core of eco-industrial park. The study of the industrial chain of eco-industrial park is helpful to the stable and sustainable development of eco-industrial park. This paper takes the principle of 3R, the principle of science and accuracy, the principle of feasibility and the principle of comprehensiveness and integrity as the construction principles. Based on the relevant standards formulated by the Ministry of Environmental Protection and the Environmental Protection Department of Sichuan Province and the actual situation of the vanadium and titanium industry at home and abroad, the construction standards include economic development, recycling, ecological environment construction, public support, industrial chain pollutant emissions, The evaluation index system and corresponding evaluation model of industrial chain in Vanadium and Titanium Eco-Industrial Park are constructed in terms of industry chain stability and industrial chain efficiency. The index system includes three levels: one target layer: vanadium titanium industry park eco-industry. The present situation of industrial chain in the park is composed of seven indexes, I. e., economic development. Recycling, construction of ecological environment, public support, discharge of pollutants from industrial chain, The industrial chain stability and industry chain efficiency include 27 target layers. This paper investigates the basic situation of the industrial chain of Panzhihua Vanadium and Titanium Industrial Park and analyzes it: the leading industry of the park is vanadium and titanium. Iron and steel machinery manufacturing and supporting chemical industry, non-ferrous electrometallurgical industry, so the industrial chain of the park is a comprehensive industrial chain, it is composed of titanium industrial chain, vanadium industrial chain, This paper takes Panzhihua Vanadium and Titanium Industry Park as an example, using the evaluation index system and evaluation model, which is based on the sub-industrial chain of iron and steel machinery manufacturing industry chain and vanadium titanium industry chain, combined with the venous industrial chain of the park. Based on the relevant data of the industry of the park, this paper evaluates the industrial chain of Panzhihua Vanadium and Titanium Industrial Park, and draws the evaluation conclusion that the industrial chain of Panzhihua Vanadium and Titanium Industrial Park is' excellent'. According to the evaluation results, the economic development and recycling of the park are discussed. The development suggestions are put forward in the aspects of ecological environment construction, public support, industrial chain pollutant emission, industry chain stability and industry chain efficiency.
