【摘要】：本文立足于新一輪電力體制改革的實(shí)踐,針對輸配電價(jià)格獨(dú)立核定過程的相關(guān)需求,構(gòu)建了基于投資成效評價(jià)模型的輸配電有效資產(chǎn)核定方法。通過對運(yùn)營中輸配電工程的投資成效進(jìn)行多元主體評價(jià),明確其資產(chǎn)的有效性,以此為依據(jù)核定該工程資產(chǎn)計(jì)入輸配電有效資產(chǎn)的數(shù)額。Choquet積分方法被用于投資成效評價(jià)模型的構(gòu)建,旨在消除指標(biāo)間及多元評價(jià)主體間的相關(guān)性,增強(qiáng)評價(jià)結(jié)果的客觀性。該研究成果旨在為輸配電價(jià)單獨(dú)核定的推進(jìn)提供參考,并引導(dǎo)輸配電企業(yè)理性投資,有效抑制"A-J效應(yīng)"的產(chǎn)生。
[Abstract]:Based on the practice of the new round of electric power system reform, this paper aims at the related requirements of the independent pricing process of transmission and distribution. Based on the model of investment effectiveness evaluation, this paper constructs a method to verify the effective assets of transmission and distribution projects. By evaluating the investment effectiveness of transmission and distribution projects in operation, it is clear that the assets are effective. Based on this, the amount of the project assets included in the effective assets of transmission and distribution. The Choquet integral method is used in the construction of the investment effectiveness evaluation model, in order to eliminate the correlation between the indicators and the multiple evaluation subjects. The purpose of this study is to provide a reference for the promotion of the separately approved transmission and distribution price, to guide rational investment in transmission and distribution enterprises, and to effectively restrain the "A-J effect".
