【摘要】：嘉興濱海新區(qū)是國(guó)家戰(zhàn)略"浙江海洋經(jīng)濟(jì)發(fā)展示范區(qū)"北翼的重要組成部分,擁有良好的港口岸線資源、優(yōu)越的海河聯(lián)運(yùn)條件和廣闊的經(jīng)濟(jì)腹地,特色產(chǎn)業(yè)集聚優(yōu)勢(shì)明顯、城市框架基本成熟,是浙江省海洋經(jīng)濟(jì)發(fā)展極具潛力的區(qū)域之一。近年來嘉興濱海新區(qū)發(fā)展迅速,但存在港口功能單一、產(chǎn)業(yè)與港口聯(lián)動(dòng)性不強(qiáng)、城市布局不適應(yīng)港口和產(chǎn)業(yè)發(fā)展等問題。為探索沿海工業(yè)園區(qū)發(fā)展新模式、破解當(dāng)前存在的問題,文章從港產(chǎn)城聯(lián)動(dòng)發(fā)展的內(nèi)涵和機(jī)制出發(fā),分析濱海新區(qū)推進(jìn)港產(chǎn)城聯(lián)動(dòng)發(fā)展的優(yōu)勢(shì)條件,探討提出推進(jìn)港產(chǎn)城聯(lián)動(dòng)發(fā)展的思路設(shè)想,特色港口打造、臨港產(chǎn)業(yè)發(fā)展、濱海新城建設(shè)等方面的路徑和任務(wù),以及相關(guān)保障機(jī)制。
[Abstract]:Jiaxing Binhai New area is an important part of the north wing of the national strategy "Zhejiang Marine Economic Development demonstration Zone". It has good port shoreline resources, superior sea river transport conditions and broad economic hinterland, and has obvious advantages of characteristic industry agglomeration. The urban framework is basically mature and is one of the areas with great potential for the development of marine economy in Zhejiang Province. In recent years, Jiaxing Binhai New area has developed rapidly, but there is a single port function, and the linkage between industry and port is not strong. The urban layout is not suitable for port and industrial development. In order to explore the new mode of development of coastal industrial parks and solve the existing problems, this paper starts from the connotation and mechanism of the joint development of Hong Kong and cities. This paper analyzes on the advantages and conditions of pushing forward the development of port-production-city linkage in Binhai new area, and probes into the ideas and tasks of promoting the development of port-production-city linkage, the construction of characteristic port, the development of port-facing industry and the construction of new city of Binhai, etc. And related safeguard mechanism.
