【摘要】:近幾年,伴隨風(fēng)力發(fā)電的飛速發(fā)展,如何對風(fēng)能的價值、風(fēng)能的經(jīng)濟(jì)性、可靠性等進(jìn)行綜合評價,用什么方式評價等都成為世界各國競相開展的新課題。對風(fēng)電項目進(jìn)行綜合評價是對項目投資活動的檢查總結(jié),確定項目的合理性和規(guī)劃的有效性的重要手段。風(fēng)電項目綜合評價的效益指標(biāo)不僅體現(xiàn)在經(jīng)濟(jì)方面,還應(yīng)體現(xiàn)在環(huán)境和社會效益方面,這三個方面相互影響,相輔相成,辯證統(tǒng)一。目前風(fēng)電項目的綜合評價指標(biāo)體系尚未完善,風(fēng)電項目的價值尚未得到投資者的充分認(rèn)可,因此,對風(fēng)電項目進(jìn)行綜合評價十分必要。本論文具體研究包括四個方面的內(nèi)容:第一,回顧了風(fēng)力發(fā)電的歷史及現(xiàn)狀,簡要介紹了張北大囫圇風(fēng)電場概況;第二,結(jié)合張北大囫圇風(fēng)電場的具體情況,主要圍繞經(jīng)濟(jì)效益、環(huán)境效益和社會效益三方面構(gòu)建綜合效益評價指標(biāo)體系;第三,風(fēng)電項目綜合效益評價方法多種多樣,分析比較各方法的優(yōu)劣。模糊層次綜合分析法是一種將層次分析法和模糊綜合分析法相結(jié)合的方法,這種分析法可互相彌補(bǔ)不足,使評價結(jié)果更客觀、更合理、更易定量,大大提高了模糊綜合評價法的準(zhǔn)確性;第四,在風(fēng)電項目綜合評價中,有多種因素及指標(biāo)的相互作用,涉及大量模糊概念及模糊現(xiàn)象,采用模糊層次分析法,先確定指標(biāo)權(quán)系數(shù),再將定性指標(biāo)轉(zhuǎn)化為定量指標(biāo)。對張北風(fēng)電項目采用模糊層次分析法進(jìn)行全面的綜合評價,并對評價結(jié)果進(jìn)行分析總結(jié),從而揭示該項目發(fā)展的優(yōu)勢與劣勢,提出改進(jìn)建議,進(jìn)一步提高管理體系運(yùn)行的有效性和合理性。綜上所述,本論文研究的問題有利于增強(qiáng)社會對風(fēng)力發(fā)電的認(rèn)識,完善風(fēng)電項目綜合效益評價體系,為后續(xù)項目在投資決策前期提供依據(jù),對促進(jìn)我國風(fēng)電事業(yè)均衡健康發(fā)展具有重要的理論與實踐意義。
[Abstract]:In recent years, with the rapid development of wind power, how to evaluate the value of wind energy, the economy and reliability of wind energy, etc. The comprehensive evaluation of wind power projects is the examination and summary of project investment activities. An important means to determine the rationality of the project and the effectiveness of the planning. The benefit index of comprehensive evaluation of wind power projects should be reflected not only in the economic aspects, but also in the environmental and social benefits. These three aspects affect each other and complement each other. Dialectical unity. At present, the comprehensive evaluation index system of wind power project is not perfect, and the value of wind power project has not been fully recognized by investors. The comprehensive evaluation of wind power project is very necessary. This paper includes four aspects: first, reviewing the history and current situation of wind power generation, briefly introducing the general situation of wind farm in Zhangbei University; second, Combined with the specific situation of whole wind farm in Beijing University of Zhangbei University, the evaluation index system of comprehensive benefit is built around three aspects: economic benefit, environmental benefit and social benefit. Thirdly, there are a variety of comprehensive benefit evaluation methods for wind power project. Analysis and comparison of the advantages and disadvantages of each method. Fuzzy Analytic hierarchy process is a combination of analytic hierarchy process and fuzzy comprehensive analysis method, this analysis method can make up for each other's shortcomings, make the evaluation results more objective, more reasonable, easier to quantify, The accuracy of fuzzy comprehensive evaluation method is greatly improved. 4th, in the comprehensive evaluation of wind power projects, there are many factors and the interaction of indicators, involving a large number of fuzzy concepts and fuzzy phenomena, the fuzzy analytic hierarchy process is used. First, the index weight coefficient is determined, then the qualitative index is transformed into a quantitative index. The comprehensive evaluation of Zhangbei wind power project is carried out by using fuzzy analytic hierarchy process, and the evaluation results are analyzed and summarized. In order to reveal the advantages and disadvantages of the development of the project, put forward suggestions to improve the effectiveness and rationality of the operation of the management system. In summary, the problems studied in this paper are conducive to enhancing the social understanding of wind power generation. It is of great theoretical and practical significance to improve the comprehensive benefit evaluation system of wind power projects and to provide the basis for the subsequent projects in the early stage of investment decision. It is of great theoretical and practical significance to promote the balanced and healthy development of wind power industry in China.
