【摘要】：隨著礦產(chǎn)資源的不斷開發(fā)利用,在經(jīng)濟(jì)得到發(fā)展的同時也產(chǎn)生了很多社會問題和環(huán)境問題。如采礦后導(dǎo)致的地質(zhì)災(zāi)害隱患越來越多,礦業(yè)經(jīng)濟(jì)的發(fā)展并沒有給礦區(qū)周邊群眾和農(nóng)民帶來經(jīng)濟(jì)收益,礦業(yè)企業(yè)和群眾矛盾不斷增加;資源開發(fā)利用的高投入、高消耗、高排放對生態(tài)環(huán)境、資源和能源造成很大的壓力。資源的保護(hù)與利用、生態(tài)環(huán)境的保護(hù)與改善、社會經(jīng)濟(jì)發(fā)展的數(shù)量與質(zhì)量的矛盾日益突出。如何妥善解決優(yōu)勢礦產(chǎn)資源開發(fā)與保護(hù)并重的矛盾,正確處理當(dāng)前與長遠(yuǎn)、局部與整體、資源開發(fā)與環(huán)境保護(hù)、礦業(yè)經(jīng)濟(jì)發(fā)展與當(dāng)?shù)厝罕娒撠氈赂坏年P(guān)系,統(tǒng)籌兼顧礦區(qū)資源效益、經(jīng)濟(jì)效益、生態(tài)效益、安全效益和民生效益,推進(jìn)礦區(qū)科學(xué)發(fā)展,逐步實現(xiàn)礦山企業(yè)與當(dāng)?shù)厝罕娀ダ糙A、和諧開發(fā)、成果共享,促進(jìn)經(jīng)濟(jì)社會全面協(xié)調(diào)可持續(xù)發(fā)展,已成為一個亟待研究解決的重大課題。礦產(chǎn)資源開發(fā)礦村共建共保共享機制是落實科學(xué)發(fā)展觀、統(tǒng)籌城鄉(xiāng)發(fā)展的重要舉措,是解決當(dāng)前礦產(chǎn)資源開發(fā)中存在突出問題的有效途徑,是推進(jìn)礦區(qū)經(jīng)濟(jì)社會科學(xué)發(fā)展、率先發(fā)展、安全發(fā)展、和諧發(fā)展的必由之路。因此,礦產(chǎn)資源開發(fā)礦村共建的研究對社會發(fā)展和經(jīng)濟(jì)發(fā)展有著重大的推動作用。論文以可持續(xù)發(fā)展理論、資源配置理論、利益協(xié)調(diào)理論和多目標(biāo)協(xié)調(diào)理論為理論支撐,構(gòu)建了礦產(chǎn)資源開發(fā)礦村共建機制的概念模型,在分析曲靖市礦產(chǎn)資源開發(fā)利用現(xiàn)狀及礦山企業(yè)和周邊農(nóng)村資源開發(fā)中存在的主要問題及產(chǎn)生原因的基礎(chǔ)上,構(gòu)建了曲靖市礦產(chǎn)資源開發(fā)礦村共建機制的模式,在實踐成效及效益方面進(jìn)行了曲靖市礦產(chǎn)資源開發(fā)礦村共建機制案例分析,同時提出相應(yīng)保障措施和對策建議。研究的結(jié)果表明:(1)曲靖市礦產(chǎn)資源開發(fā)利用存在地質(zhì)災(zāi)害突出,生態(tài)破壞嚴(yán)重、水體污染嚴(yán)重,水資源遭到不同程度的破壞、固體廢棄物循環(huán)利用及治理措施不到位、資源開發(fā)整體仍處于粗放型階段等問題。產(chǎn)生問題的主要原因有企業(yè)自身存在的困難和問題、礦山地質(zhì)環(huán)境恢復(fù)治理的制度難以落實、礦產(chǎn)資源管理方面存在許多政策障礙以及土地管理的政策障礙等。(2)礦村共建存在企業(yè)、村政府及社會社區(qū)政府等多方利益主體博弈關(guān)系,從政策理論和實踐探索創(chuàng)新兩個層面上,曲靖市具備礦產(chǎn)資源開發(fā)礦村共建機制的可行性,構(gòu)建的礦產(chǎn)資源開發(fā)礦村共建機制概念模型主要以目標(biāo)、路徑、關(guān)鍵和保障為核心。(3)在研究礦產(chǎn)資源開發(fā)的"共建機制"、"共保機制"、"共享機制"的前提下,結(jié)合礦村布局特點,構(gòu)建四個行之有效的礦產(chǎn)資源開發(fā)礦村共建機制。即以礦產(chǎn)資源開發(fā)企業(yè)為主體的集成型礦村共建共保共享模式、以政府為主導(dǎo)的疊加型礦村共建共保共享模式、以改善礦區(qū)群眾生產(chǎn)生活條件為主要內(nèi)容的單一型礦村共建共保共享模式、以推動土地節(jié)約集約利用為平臺的承載型礦村共建共保共享模式。論文最后在實例分析的基礎(chǔ)上,針對存在的問題和現(xiàn)狀,從當(dāng)?shù)卣�、礦區(qū)村組基層組織、礦山企業(yè)和礦區(qū)群眾等各方統(tǒng)籌考慮,提出了"扶優(yōu)扶強,做大做強資源型產(chǎn)業(yè);加大礦山環(huán)境恢復(fù)治理力度,提高可持續(xù)發(fā)展能力;加快機制的建立;建立和完善社會保障體系;構(gòu)建和諧礦區(qū);強化耕地保護(hù),加大土地綜合整治力度,充分挖掘存量建設(shè)用地潛力"等措施和建議。
[Abstract]:With the continuous development and utilization of mineral resources, also generated a lot of social problems and environmental problems in the economic development at the same time. Geological disasters such as mining caused more and more problems, the economic development of mining and mining area and the surrounding masses did not give farmers bring economic benefits, mining enterprises and the masses contradictions continue to increase; high investment, development and utilization high consumption of resources, high pollution to the ecological environment, resources and energy caused great pressure. The protection and utilization of resources, the protection and improvement of ecological environment, economic and social development of the quantity and quality of the contradictions have become increasingly prominent. How to properly resolve the contradiction between the development and protection of mineral resources, correctly handle the current and long-term, local and global, resource exploitation and environmental protection, the relationship between mining economic development and local people out of poverty, overall resource efficiency, the economic benefits of mining area, ecological Efficiency, safety and people's livelihood benefits, promote the scientific development of mining, mining enterprises and local people gradually realize mutual benefit and win-win, harmonious development, sharing of results, and promote comprehensive coordinated and sustainable economic and social development, has become a major issue to be solved. The development of mineral resources and mining village Co sharing mechanism is an important measure to implement Scientific Outlook on Development overall urban and rural development, is the effective way to solve the problems existing in the development of mineral resources, is to promote the scientific development of society and economy in mining area take the lead in development, safe development, harmonious development the only way which must be passed. Therefore, there is a major role in promoting the research and development of mineral resources in the mining village of social development and economic development. Based on sustainable development in theory, the theory of resource allocation, coordination theory and multi-objective coordination theory, the construction of mineral resources development mining village A conceptual model to build a mechanism, in the analysis of Qujing city development and utilization of mineral resources based on main problems and causes of the present situation and mining enterprises and the surrounding rural resources development on the construction of the development of mineral resources mining village of Qujing city to build a mechanism model, in practice the effectiveness and benefit of the development of mineral resources mining village in Qujing build mechanism case, and puts forward corresponding measures and suggestions. The main causes of the problems have difficulties and problems, recovery and management of mine geological environment system In order to implement the policy, there are many obstacles and land management policy barriers and other mineral resources management. (2) mining village build enterprise, multi stakeholder game relationship between village government and social community government policy, from theory and practice two aspects of innovation, Qujing city has the feasibility of mining village to build a mechanism of mineral resources development the development of mineral resources, mining village to build a mechanism to develop a conceptual model of the main goal, key path, and security as the core. (3) in the study of the development of mineral resources to build a mechanism "," coinsurance mechanism "," the premise of sharing mechanism ", combined with the characteristics of mining village layout, construction of four effective mineral mine resource development mechanism. At the end of this paper based on the case analysis, aiming at the existing problems and the situation, from the local government, mining village grass-roots organizations, enterprises and mines mining people parties into consideration, put forward "fuyoufujiang, bigger and stronger resource-based industries; to increase environmental restoration efforts, improve the ability of sustainable development; accelerate the establishment of mechanism; establish and perfect the social security system; harmonious mining area; strengthen cultivated land protection, land remediation efforts, measures to fully tap the stock of construction land potential" and suggestions.
