【摘要】：目前各石油公司普遍面臨著地質(zhì)資料庫(kù)房容積緊張、地質(zhì)資料管理專業(yè)化要求不斷提高等問(wèn)題,急需推進(jìn)油氣地質(zhì)資料管理業(yè)務(wù)的外包。本文在梳理國(guó)內(nèi)外檔案資料管理業(yè)務(wù)外包市場(chǎng)發(fā)展情況,以及國(guó)內(nèi)主要石油公司地質(zhì)資料管理業(yè)務(wù)外包實(shí)踐的基礎(chǔ)上,總結(jié)了地質(zhì)資料編目著錄、數(shù)字化、管理信息化以及寄存四種外包類型和離場(chǎng)、駐場(chǎng)兩種外包形式,分析了在實(shí)施外包時(shí)存在的外包范圍劃定錯(cuò)誤、優(yōu)質(zhì)服務(wù)商選擇困難、地質(zhì)資料實(shí)體損毀丟失以及內(nèi)容泄露等風(fēng)險(xiǎn),提出了建立風(fēng)險(xiǎn)防控機(jī)制、開(kāi)展詳盡的市場(chǎng)調(diào)研與服務(wù)商優(yōu)選、制定詳細(xì)的合同條款以及實(shí)施外包全過(guò)程的監(jiān)督控制等防范措施。
[Abstract]:At present, oil companies are generally faced with the shortage of geological data warehouse volume, geological data management professional requirements and other issues. It is urgent to promote the outsourcing of oil and gas geological data management business. This paper reviews the development of domestic and foreign archival data management outsourcing market, as well as the domestic major oil companies geological data management outsourcing practice. This paper summarizes four kinds of outsourcing types and leaving forms, such as cataloguing, digitization, information management and storage of geological data, and two outsourcing forms in the field, and analyzes the errors in the delineation of the outsourcing scope in the implementation of outsourcing. It is difficult to select high-quality service providers, such as the loss of geological data entities and the risk of content leakage. This paper puts forward the establishment of risk prevention and control mechanism, the development of detailed market research and optimal selection of service providers. Make detailed contract terms and implement the supervision and control of the whole process of outsourcing and other preventive measures.
