【摘要】：工業(yè)園區(qū)是由我國(guó)政府所主導(dǎo)的公共產(chǎn)業(yè)平臺(tái),在促進(jìn)地區(qū)經(jīng)濟(jì)發(fā)展和引導(dǎo)經(jīng)濟(jì)轉(zhuǎn)型中發(fā)揮了至關(guān)重要的作用。世紀(jì)之交,隨著“鄂爾多斯經(jīng)濟(jì)現(xiàn)象”的出現(xiàn)和國(guó)家西部大開發(fā)戰(zhàn)略的實(shí)施,工業(yè)園區(qū)首次進(jìn)入鄂爾多斯決策者視線中,工業(yè)園區(qū)發(fā)展的序幕隨之拉開。經(jīng)過多年的發(fā)展和培育,鄂爾多斯市工業(yè)園區(qū)已成為全市經(jīng)濟(jì)核心增長(zhǎng)極。縱觀全國(guó)各地工業(yè)園區(qū)發(fā)展政策,雖然側(cè)重不同,但始終沒有離開優(yōu)惠政策保障、投資環(huán)境改善、政府服務(wù)提高等方面,這些政策都是政府憑借所掌握的公眾權(quán)力以及資源配置得以實(shí)現(xiàn)。但是,從近幾年的發(fā)展來看,政府主導(dǎo)下的工業(yè)園區(qū)正逐步出現(xiàn)越來越多的問題,惡性競(jìng)爭(zhēng)、要素欠缺、體制不順、政策兌現(xiàn)等阻礙著工業(yè)園區(qū)下一步發(fā)展,究其根源是政府行為的失效。本文通過文獻(xiàn)檔案資料的整理,對(duì)國(guó)內(nèi)外工業(yè)園區(qū)發(fā)展以及研究現(xiàn)狀加以闡述,歸納總結(jié)當(dāng)前先進(jìn)工業(yè)園區(qū)的發(fā)展模式和經(jīng)驗(yàn)教訓(xùn),并在鄂爾多斯市工業(yè)園區(qū)的基礎(chǔ)上,分析處于經(jīng)濟(jì)增速換檔期、結(jié)構(gòu)調(diào)整陣痛期的鄂爾多斯市的工業(yè)園區(qū)發(fā)展的具體措施并給出相應(yīng)建議,提出政府應(yīng)注重規(guī)劃引領(lǐng)、理順運(yùn)行機(jī)制、完善配套服務(wù)、抓好招商引資、多部門協(xié)同治理、加強(qiáng)政府自身建設(shè)等方面促進(jìn)工業(yè)園區(qū)發(fā)展的思路建議。
[Abstract]:Industrial park is a public industrial platform dominated by our government, which plays a vital role in promoting regional economic development and guiding economic transformation. With the emergence of "Ordos economic phenomenon" and the implementation of the strategy of developing the western region, the industrial park has entered the sight of the decision makers for the first time. After years of development and cultivation, Ordos Industrial Park has become the core economic growth pole of the city. Throughout the country, industrial park development policies, although focusing on different. However, it has not left the preferential policy protection, the improvement of investment environment, the improvement of government service, and so on. These policies are realized by the government with the public power and the allocation of resources. From the point of view of the development of recent years, the industrial park under the guidance of the government is gradually emerging more and more problems, vicious competition, lack of elements, bad system, policy implementation and other obstacles to the next development of the industrial park. The root of this is the failure of government behavior. Through the collation of documents and archives, this paper expounds the development and research status of industrial parks at home and abroad. Summarized the current advanced industrial park development model and experience and lessons, and on the basis of the Ordos Industrial Park, analysis is in the economic growth shift period. The specific measures of the industrial park development in Ordos city in the period of structural adjustment and labor pains are put forward and the corresponding suggestions are given. The government should pay attention to planning guidance, straighten out the operation mechanism, perfect the supporting services, and do a good job in attracting investment. Suggestions on how to promote the development of industrial parks in the aspects of multi-department coordinated governance and strengthening government self-construction.
