【摘要】：民用爆炸物品屬易燃易爆的危險物品,其生產(chǎn)、銷售、儲存等環(huán)節(jié)風(fēng)險較大,因此,民用爆炸物品行業(yè)既有普通國民經(jīng)濟(jì)行業(yè)特點,又因涉及安全生產(chǎn)和公共安全,屬于國家嚴(yán)格管控的行業(yè)。四川作為位居西部的全國民爆行業(yè)大省,隨著近年來國家深入實施西部大開發(fā)戰(zhàn)略和中西部基礎(chǔ)設(shè)施建設(shè)、水利水電開發(fā)等持續(xù)不斷地增長,四川省民爆行業(yè)贏得了良好的市場環(huán)境和廣闊的發(fā)展空間,保持了高速增長,與此同時,四川省民爆行業(yè)在快速發(fā)展過程中逐漸積累了行業(yè)大而不強、科技創(chuàng)新能力不足、市場化程度不高、產(chǎn)能過剩等結(jié)構(gòu)性內(nèi)生矛盾。整個行業(yè)的計劃經(jīng)濟(jì)色彩濃厚,缺乏市場化運作機制,企業(yè)的自主創(chuàng)新能力、市場競爭意識、品牌意識薄弱,另外一方面,隨著《民用爆炸物品安全管理條例》的實施和《民用爆炸物品行業(yè)“十二五”規(guī)劃》頒布,在國家政策層面,對民爆行業(yè)發(fā)展改革和結(jié)構(gòu)優(yōu)化升級提出了新的要求。2006年后,四川省國防科學(xué)技術(shù)工業(yè)辦公室根據(jù)行業(yè)發(fā)展趨勢和國家相關(guān)政策要求制定了一系列產(chǎn)業(yè)政策,分析其具體政策內(nèi)容和效應(yīng),具有市場機制深化與非市場化取向的背離;多級政府管理下的行政干預(yù)型;比較優(yōu)勢和后發(fā)優(yōu)勢不明顯;政策體系不滿足鉆石理論體系要求等缺點。民爆行業(yè)作為為數(shù)不多的政府實行高度管控的行業(yè),一方面需要像其他普通國民經(jīng)濟(jì)行業(yè)一樣,逐步建立起“市場在資源配置中的決定性作用”的市場化運作機制,另外一方面,在改革發(fā)展過程中,面對內(nèi)在的結(jié)構(gòu)性問題和市場、政策環(huán)境的倒逼,行業(yè)管理部門迫切需要在行業(yè)政策制定上需求理論支持,完善行業(yè)產(chǎn)業(yè)政策的路徑和方向選擇,從而指導(dǎo)行業(yè)管理工作,推動四川民爆行業(yè)轉(zhuǎn)型升級。本文運用產(chǎn)業(yè)政策三層次理論和波特鉆石理論對四川省國防科學(xué)技術(shù)工業(yè)辦公室的產(chǎn)業(yè)政策效應(yīng)進(jìn)行分析,針對其有效性不足的問題,結(jié)合國家經(jīng)濟(jì)環(huán)境、行業(yè)政策精神和民爆行業(yè)發(fā)展趨勢,根據(jù)產(chǎn)業(yè)政策三層次理論和波特鉆石理論,提出了今后產(chǎn)業(yè)政策完善路徑和方向,一是要強化市場機制作用與改善;二是要發(fā)揮既定的資源比較優(yōu)勢和潛在的后發(fā)優(yōu)勢;三是構(gòu)建促進(jìn)四川省民爆產(chǎn)業(yè)競爭力的產(chǎn)業(yè)政策體系�？傊�,對四川省民用爆炸物品行業(yè)政策的分析和研究應(yīng)該著力于從高危行業(yè)角度通過實施產(chǎn)業(yè)調(diào)整政策來提高行業(yè)創(chuàng)新驅(qū)動發(fā)展水平和提升本質(zhì)安全水平,同時還應(yīng)注重行業(yè)體制機制的頂層設(shè)計,強化政府規(guī)制方面的安全生產(chǎn)、質(zhì)量監(jiān)督等事中事后監(jiān)管。最終目的是通過柔性的產(chǎn)業(yè)政策和剛性的政府規(guī)制政策,確保行業(yè)沿著安全、健康的發(fā)展軌道前進(jìn)。
[Abstract]:Civil explosive goods are flammable and explosive dangerous goods, their production, sales, storage and other links are at greater risk, therefore, the civilian explosive products industry has the characteristics of the ordinary national economy industry. Because of the safety of production and public safety, it belongs to the strictly controlled industry. Sichuan is a big province in the western part of the country. With the implementation of the western development strategy and infrastructure construction in the central and western regions in recent years, the development of water conservancy and hydropower has continued to grow, and the civil explosion industry in Sichuan Province has won a good market environment and broad development space. Maintain the rapid growth, at the same time, in the rapid development of Sichuan Province, the industry gradually accumulated a large and not strong, scientific and technological innovation capacity is insufficient, the degree of marketization is not high. Overcapacity and other structural endogenous contradictions. The whole industry has a strong color of planned economy, lack of market-oriented operation mechanism, independent innovation ability of enterprises, market competition awareness, brand awareness is weak, on the other hand. With the implementation of the regulations on the Safety Management of Civil explosive articles and the promulgation of the 12th Five-Year Plan of the Civil explosive products Industry, it is in the national policy level. New requirements are put forward for the development and reform of the civil explosive industry and structural optimization and upgrading. After 2006. According to the trend of industry development and the requirements of relevant national policies, Sichuan Provincial Office of Science, Technology and Industry for National Defense has formulated a series of industrial policies, and analyzed its specific policy contents and effects. The deviation between the deepening of market mechanism and the orientation of non-marketization; The administrative intervention type under the multi-level government management; Comparative advantage and late advantage are not obvious; The policy system does not meet the diamond theory system requirements and other shortcomings. As one of the few industries with high government control, the civil explosive industry needs to be like other ordinary national economic industries on the one hand. On the other hand, in the process of reform and development, in the face of inherent structural problems and market, the policy environment is forced. The industry management department urgently needs the theoretical support in the industry policy formulation, consummates the industry industry policy path and the direction choice, thus guides the profession management work. This paper analyzes the industrial policy effect of Sichuan National Defense Science and Technology Industry Office by using the three-level theory of industrial policy and Porter diamond theory. In view of its insufficient effectiveness, combined with the national economic environment, the spirit of industry policy and the development trend of civil explosive industry, according to the three-level theory of industrial policy and Porter diamond theory. The paper puts forward the path and direction of improving industrial policy in the future. Firstly, it is necessary to strengthen the function and improvement of market mechanism. The second is to give play to the established comparative advantage of resources and potential late-development advantage; The third is to construct the industrial policy system to promote the competitiveness of Sichuan civilian explosion industry. The analysis and research on the industrial policy of civilian explosive articles in Sichuan Province should focus on the implementation of industrial adjustment policies from the perspective of high-risk industries to improve the industry innovation driven development level and enhance the essential level of safety. At the same time, we should also pay attention to the top-level design of the industrial system mechanism, strengthen the safety of production and quality supervision in government regulation. The ultimate goal is to adopt flexible industrial policy and rigid government regulation policy. Ensure that the industry follows a safe and healthy track of development.
