【摘要】:煤炭作為我國主要的能源資源,在我國經(jīng)濟發(fā)展中起著不可替代的作用。作為我國的支柱產(chǎn)業(yè),煤炭行業(yè)如何健康、穩(wěn)定的發(fā)展,一直是人們不斷探索的課題。我國的煤炭產(chǎn)量約占世界總產(chǎn)量的30%,但由于煤炭事故造成的人員傷亡卻占到世界總傷亡人數(shù)的80%,安全問題已成為制約我國煤炭行業(yè)發(fā)展的不可忽視的因素。通過對近年來我國煤礦事故的統(tǒng)計分析可知,事故主要發(fā)生在井下采煤工作面、掘進(jìn)工作面、井筒及各類巷道等作業(yè)現(xiàn)場,造成事故發(fā)生的主要因素是“人”—人的不安全行為以及管理的失誤,因而,加強人的管理對于提高煤礦安全管理極為關(guān)鍵。本文將精細(xì)化的管理思想引用到煤礦的安全管理中,以精細(xì)化的管理方法入手,加強對于人的不安全行為的管理和控制。通過制定具體的安全目標(biāo),層層分解,細(xì)化分工,將安全目標(biāo)落實到各個工作崗位、每個作業(yè)環(huán)節(jié)。然后通過全面實行嚴(yán)格考核,全面掌握安全生產(chǎn)整個過程,形成規(guī)范的安全生產(chǎn)管理體系。用安全精細(xì)化考核管理的手段,在煤礦建立權(quán)、責(zé)、利對等的安全責(zé)任制及安全考核制度,通過責(zé)任的劃分,安全責(zé)任的考核,各級組織齊抓共管、井下員工共同參與,將每一個人都納入到安全管理系統(tǒng)中,從而能實現(xiàn)提高煤礦的安全管理水平的目的。本文首先對煤礦安全精細(xì)化管理及煤礦安全管理的相關(guān)理論進(jìn)行了系統(tǒng)的梳理,然后分析了我國煤礦安全生產(chǎn)的現(xiàn)狀及事故致因:人的不安全行為及管理的失誤,從而得出煤礦實行安全精細(xì)化管理的必要性;其次,從組織層級劃分、安全責(zé)任劃分的角度入手,構(gòu)建了以精細(xì)安全考核為中心的安全精細(xì)化管理體系以及安全精細(xì)化管理實施的支撐保障體系;然后,通過對司馬煤礦安全生產(chǎn)管理的現(xiàn)狀分析,得出司馬煤礦實施安全精細(xì)化管理的必要性;最后,將安全精細(xì)化管理體系運用到司馬煤礦的安全管理中,從組織結(jié)構(gòu)精細(xì)化、安全監(jiān)察精細(xì)化、安全考核精細(xì)化、安全培訓(xùn)精細(xì)化四個維度構(gòu)建司馬煤礦具體的安全精細(xì)化管理體系。
[Abstract]:As the main energy resource of our country, coal plays an irreplaceable role in the economic development of our country. As the pillar industry of our country, the coal industry how to develop healthily and stably. China's coal production accounts for about 30 percent of the world's total output, but the casualties caused by coal accidents account for 80% of the world's total casualties. Safety problem has become a factor that can not be ignored to restrict the development of coal industry in China. Through the statistical analysis of coal mine accidents in recent years, it can be seen that accidents mainly occur in underground coal mining face and tunneling face. The main factors that cause the accidents are the unsafe behavior of people and the mistakes of management. Strengthening the management of people is very important to improve the safety management of coal mine. This paper applies the fine management thought to the safety management of coal mine and starts with the fine management method. Strengthen the management and control of human unsafe behavior. Through the formulation of specific safety objectives, layer by layer decomposition, detailed division of labor, security objectives to implement the various jobs. Each operation link. Then through the comprehensive implementation of strict assessment, the overall grasp of the whole process of production safety, the formation of a standardized safety production management system, using the means of careful assessment of safety management, the establishment of rights in the coal mine, responsibility. Through the division of responsibility, the assessment of safety responsibility, the joint management of organizations at all levels and the participation of underground employees, everyone will be brought into the safety management system. In order to achieve the purpose of improving the level of safety management in coal mines. Firstly, this paper systematically combs the relevant theories of the fine management of coal mine safety and the safety management of coal mines. Then it analyzes the present situation of coal mine safety production in China and the causes of accidents: the unsafe behavior of human beings and the mistakes of management, so that the necessity of implementing careful safety management in coal mines is obtained. Secondly, starting with the division of organizational level and the division of security responsibility, this paper constructs a security fine management system centered on fine safety assessment and a supporting and ensuring system for the implementation of security meticulous management. Then, by analyzing the current situation of safety production management in Sima Coal Mine, the necessity of implementing detailed safety management in Sima Coal Mine is obtained. Finally, the fine management system will be applied to the safety management of Sima Coal Mine, from the fine organizational structure, the fine safety supervision, the fine safety assessment. The detailed safety management system of Sima Coal Mine is constructed from four dimensions of safety training.
