【摘要】：十八大報(bào)告提出實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略,強(qiáng)調(diào)科技創(chuàng)新是提高社會(huì)生產(chǎn)力和綜合國(guó)力的戰(zhàn)略支撐,必須擺在國(guó)家發(fā)展全局的核心位置。近年來(lái),隨著寧德市工業(yè)產(chǎn)業(yè)的不斷發(fā)展壯大,地方政府、企業(yè)對(duì)于產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的呼聲越來(lái)越高。科技創(chuàng)新作為產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、轉(zhuǎn)型升級(jí)的重要手段之一,被越來(lái)越多的國(guó)家和地區(qū)所重視,并從各個(gè)層面上推進(jìn)企業(yè)的科技創(chuàng)新,以提升企業(yè)的科技競(jìng)爭(zhēng)力,從而帶動(dòng)產(chǎn)業(yè)內(nèi)企業(yè)實(shí)現(xiàn)轉(zhuǎn)型升級(jí),實(shí)現(xiàn)區(qū)域產(chǎn)業(yè)結(jié)構(gòu)調(diào)整。論文以閩東電機(jī)電器產(chǎn)業(yè)公共科技創(chuàng)新平臺(tái)建設(shè)為研究對(duì)象,從梳理歸納國(guó)內(nèi)外產(chǎn)業(yè)公共科技創(chuàng)新平臺(tái)的建設(shè)情況著手,對(duì)產(chǎn)業(yè)公共科技創(chuàng)新平臺(tái)的的基本概念、功能定位進(jìn)行簡(jiǎn)單闡釋,做好論文主體部分前期的鋪墊工作。論文主體部分基于大量的實(shí)證調(diào)查和相關(guān)文獻(xiàn)研究,介紹了當(dāng)前閩東電機(jī)電器產(chǎn)業(yè)公共科技創(chuàng)新平臺(tái)建設(shè)的主要實(shí)踐,并提出了其在運(yùn)作過(guò)程中存在的具體問(wèn)題,即頂層設(shè)計(jì)不完善、體制機(jī)制不順暢、平臺(tái)專業(yè)人才缺失等等,并分析了問(wèn)題產(chǎn)生的根源,最后在充分借鑒國(guó)內(nèi)部分地區(qū)產(chǎn)業(yè)公共科技創(chuàng)新平臺(tái)建設(shè)成功實(shí)踐基礎(chǔ)上,提出完善閩東電機(jī)電器產(chǎn)業(yè)公共科技創(chuàng)新平臺(tái)建設(shè)的對(duì)策建議。
[Abstract]:The eighteen reports put forward the implementation of innovation driven development strategy, emphasizing that technological innovation is the strategic support for improving social productivity and comprehensive national strength, and must be placed at the core position of the overall development of the country. In recent years, with the continuous development and expansion of industrial industry in Ningde, the voice of local government and enterprises for industrial structure adjustment and industrial transformation and upgrading is becoming more and more high. Scientific and technological innovation as an important means of industrial structure adjustment, transformation and upgrading, is valued by more and more countries and regions, and promote scientific and technological innovation of enterprises from all levels, in order to enhance the competitiveness of science and technology, so as to drive the enterprise inside the industry to achieve the transformation and upgrading, the realization of regional industrial structure adjustment. The Mindong Electric industry public technology innovation platform construction as the research object, summarized the public started the construction of technological innovation platform industry at home and abroad from the comb, a simple explanation of the basic concept, the industry of science and technology innovation platform of public functions, do the main part of preparation. The main part of this paper is an empirical study on the investigation of a large number of related literature and based on the current practice mainly introduces Mindong Electric industry public technology innovation platform construction, and puts forward some concrete problems in the process of operation, the top-level design is not perfect, the system platform mechanism is not smooth, lack of professional personnel and so on, and analyzes the root of the problem the last, in reference to some areas of domestic industry public technology innovation based on the practice of construction platform, put forward suggestions of improving Mindong Electric industry public technology innovation platform construction.
