【摘要】：當(dāng)前軍工企業(yè)在國防專利保密解密過程中存在軍民不協(xié)調(diào)、解密不及時(shí)、管理不科學(xué)等諸多問題,一定程度上影響了國防科技成果的轉(zhuǎn)化應(yīng)用和科研人員創(chuàng)造的積極性。究其原因,主要是定密解密職責(zé)不明、解密動(dòng)力不足、專利管理雙軌運(yùn)行體制、地方管理部門權(quán)力過小等。為此,必須進(jìn)一步加強(qiáng)頂層設(shè)計(jì),強(qiáng)化軍地信息溝通,試點(diǎn)推行國防專利屬地化管理,明確保密解密權(quán)責(zé),統(tǒng)一工作程序,建立完善定期強(qiáng)制解密機(jī)制,這樣才能為促進(jìn)國防科技成果轉(zhuǎn)化和激發(fā)創(chuàng)新活力創(chuàng)造良好的制度環(huán)境。
[Abstract]:At present, there are many problems in the decryption process of defense patents, such as the incompatibility between the army and the people, the failure of timely declassified management, and the unscientific management, which, to a certain extent, have affected the transformation and application of national defense achievements and the enthusiasm of researchers. The main reasons are the unidentified decryption duties, the inadequacy of the decryption power, the dual track operation system of patent management, and the too small power of the local management departments. Therefore, we must further strengthen top-level design, strengthen military communication, the implementation of the national defense patent territorial management pilot, clear classification and declassification responsibilities, unified work program, establish and perfect a regular mandatory declassification mechanism, so as to promote the transformation of the national defense scientific and technological achievements and to stimulate innovation and vitality to create a good institutional environment.
