【摘要】：長期以來,由于受到計(jì)劃經(jīng)濟(jì)體制的影響,東北地區(qū)的裝備制造業(yè)一直沒能從根本上實(shí)現(xiàn)優(yōu)化升級(jí),這嚴(yán)重的抑制了東北裝備制造業(yè)的發(fā)展,因此必須盡快采取措施實(shí)現(xiàn)東北裝備制造業(yè)的優(yōu)化升級(jí)。本文基于東北裝備制造業(yè)存在的問題,通過經(jīng)濟(jì)學(xué)的一些相關(guān)理論對東北裝備制造業(yè)的發(fā)展現(xiàn)狀等情況進(jìn)行了研究,并針對存在的問題提出了實(shí)現(xiàn)東北裝備制造業(yè)優(yōu)化升級(jí)的對策。首先,本文對東北裝備制造業(yè)目前的發(fā)展情況及存在的問題、原因進(jìn)行了分析,確認(rèn)了東北三省裝備制造業(yè)在產(chǎn)業(yè)創(chuàng)新方面有低產(chǎn)出、低效率的特征,并存在著產(chǎn)業(yè)結(jié)構(gòu)不合理、對環(huán)境污染較大等問題,這些問題嚴(yán)重影響了東北裝備制造業(yè)的發(fā)展。實(shí)證中,采用偏離份額法對東北三省的區(qū)域發(fā)展情況作了實(shí)證評(píng)估,可以據(jù)此在東三省內(nèi)部實(shí)施產(chǎn)業(yè)轉(zhuǎn)移。此外,東三省整體發(fā)展比較好的產(chǎn)業(yè)大多是鋼鐵、交通等傳統(tǒng)產(chǎn)業(yè),而在第三產(chǎn)業(yè)及高新技術(shù)產(chǎn)業(yè)領(lǐng)域均無明顯優(yōu)勢,需要通過產(chǎn)業(yè)轉(zhuǎn)移從科技較發(fā)達(dá)的省市引進(jìn)先進(jìn)產(chǎn)業(yè)及技術(shù),使東北的裝備制造業(yè)可以協(xié)調(diào)可持續(xù)的發(fā)展,實(shí)現(xiàn)優(yōu)化升級(jí),進(jìn)而促進(jìn)東北經(jīng)濟(jì)的發(fā)展。最后,根據(jù)以上分析,對東北裝備制造業(yè)優(yōu)化升級(jí)提出了相應(yīng)對策,主要包括承接產(chǎn)業(yè)轉(zhuǎn)移、實(shí)行“低碳經(jīng)濟(jì)”、加快建設(shè)產(chǎn)業(yè)集聚區(qū)、提高自主創(chuàng)新能力等方式。其中自主創(chuàng)新包括完善自主創(chuàng)新體系、實(shí)現(xiàn)體制機(jī)制創(chuàng)新、提高知識(shí)創(chuàng)造能力和提高技術(shù)創(chuàng)新能力等方面。
[Abstract]:For a long time, due to the impact of the planned economy, the equipment manufacturing industry in Northeast China has not been able to achieve the optimization and upgrading radically, which seriously inhibits the development of equipment manufacturing industry in Northeast China, so it is necessary to optimize the measures as soon as possible to achieve the upgrading of equipment manufacturing industry in Northeast china. Based on the existing problems of the northeast equipment manufacturing industry, this paper studies the development status of the northeast equipment manufacturing industry by some related theories of economics, and puts forward some countermeasures to achieve the optimization and upgrading of the equipment manufacturing industry in Northeast China in view of the existing problems. First of all, because of the current development situation of the northeast equipment manufacturing industry and the existing problems were analyzed, confirmed the northeast equipment manufacturing industry has the characteristics of low production and low efficiency in industry innovation, and the existence of irrational industrial structure, the problem of serious environmental pollution and so on, these problems have seriously affected the development of the northeast the equipment manufacturing industry. In the empirical study, using the shift share method of regional development of Northeast China as an empirical evaluation can be implemented in the internal transfer of industry. In addition, the overall development of good industry is mostly of iron and steel, transportation and other traditional industries, while there were no obvious advantages in the third industry and the high-tech industry needs from relatively developed provinces to introduce advanced technology and industrial technology through the transfer of industries, to the northeast of the equipment manufacturing industry can be coordinated and sustainable development, realize the optimization and upgrading. And then promote the development of the economy in Northeast china. Finally, according to the above analysis, we put forward corresponding countermeasures for the optimization and upgrading of the equipment manufacturing industry in Northeast China, including undertaking industrial transfer, implementing "low carbon economy", accelerating the construction of industrial agglomeration area and improving independent innovation capability. The independent innovation includes improving the independent innovation system, realizing the innovation of the system and mechanism, improving the ability of knowledge creation and improving the ability of technological innovation.
