【摘要】：康復(fù)是殘疾人工作的重要內(nèi)容,殘疾人事業(yè)的發(fā)展與殘疾人的康復(fù)服務(wù)息息相關(guān)。由于生理缺陷的存在,殘疾兒童相對于普通兒童更加脆弱,殘疾兒童在基本生活、醫(yī)療、康復(fù)、教育等方面存在許多需求。對殘疾兒童而言,除了基本生活保障之外,醫(yī)療及康復(fù)服務(wù)是其最大需求。殘疾兒童康復(fù)效果如何,直接影響著后續(xù)的教育、就業(yè)以及融入社會生活的程度。殘疾兒童的康復(fù)需求有很多,根據(jù)“2016年全國殘疾人基本服務(wù)狀況和需求數(shù)據(jù)動態(tài)更新”資料,吉林省殘疾兒童康復(fù)需求主要包括醫(yī)療服務(wù)與康復(fù)救助、功能訓(xùn)練、輔助器具配置、殘疾兒童教育四個方面,其中對醫(yī)療診斷、肢體矯治手術(shù)、拐杖、助行器、輪椅、送教上門、運(yùn)動功能訓(xùn)練、生活自理能力訓(xùn)練上有較大需求。目前吉林省康復(fù)服務(wù)還難以全面滿足殘疾兒童的康復(fù)需求,主要存在問題包括:康復(fù)醫(yī)療服務(wù)覆蓋范圍不全面,我省的殘疾人醫(yī)療康復(fù)的專業(yè)機(jī)構(gòu)主要集中在大中城市,農(nóng)村殘疾兒童康復(fù)就醫(yī)難;專業(yè)康復(fù)人才缺口大,康復(fù)機(jī)構(gòu)發(fā)展緩慢;政府在輔助器具維護(hù)費(fèi)用投入不足,輔助器具發(fā)展滯后;殘疾兒童教育費(fèi)用高,教育模式需要轉(zhuǎn)變。為更好地滿足吉林省殘疾兒童的康復(fù)需求,殘聯(lián)及相關(guān)衛(wèi)生醫(yī)療服務(wù)部門要高度重視殘疾兒童的康復(fù)工作,具體做法包括:注重殘疾兒童的早期的康復(fù)治療;注重生理改善和心理改善服務(wù)的同時進(jìn)行;促進(jìn)專業(yè)機(jī)構(gòu)康復(fù)與社區(qū)康復(fù)相結(jié)合;加強(qiáng)專業(yè)康復(fù)人才的培養(yǎng);提高殘疾兒童的受教育水平;豐富輔助器具品種滿足殘疾兒童需求。全社會都要為殘疾兒童的康復(fù)工作創(chuàng)造更加良好的社會環(huán)境。
[Abstract]:Rehabilitation is an important part of the work of the disabled, and the development of the cause of the disabled is closely related to the rehabilitation of the disabled.Due to the existence of physiological defects, children with disabilities are more vulnerable than ordinary children. There are many needs of children with disabilities in basic life, medical treatment, rehabilitation, education and so on.For children with disabilities, medical and rehabilitation services are their greatest needs in addition to basic living security.The rehabilitation effect of disabled children directly affects the degree of subsequent education, employment and social integration.There are many needs for rehabilitation of children with disabilities. According to the data on basic Services and needs of Persons with Disabilities in 2016, the rehabilitation needs of disabled children in Jilin Province mainly include medical services and rehabilitation assistance, functional training.There is a great demand for medical diagnosis, limb surgery, crutches, walking aids, wheelchairs, delivery of home teaching, motor function training and self-care ability training for disabled children.At present, rehabilitation services in Jilin Province are still difficult to fully meet the rehabilitation needs of disabled children. The main problems include: the coverage of rehabilitation medical services is not comprehensive, and the specialized institutions for medical rehabilitation of disabled people in our province are mainly concentrated in large and medium-sized cities.It is difficult for disabled children to seek medical treatment in rural areas; the gap of professional rehabilitation talents is large, the rehabilitation institutions are slow to develop; the government has not invested enough in the maintenance of assistive devices, the development of assistive devices is lagging behind; the education cost of disabled children is high, and the educational model needs to be changed.In order to better meet the rehabilitation needs of children with disabilities in Jilin Province, the disabled Association and the relevant health care services should attach great importance to the rehabilitation of children with disabilities, including: pay attention to the early rehabilitation of children with disabilities;Pay attention to physical and psychological improvement services at the same time; promote the integration of professional rehabilitation and community rehabilitation; strengthen the training of professional rehabilitation personnel; improve the level of education of children with disabilities;A variety of assistive devices to meet the needs of children with disabilities.The whole society should create a better social environment for the rehabilitation of disabled children.
