【摘要】：處理突發(fā)公共事件時(shí),要對(duì)應(yīng)急處里方案進(jìn)行評(píng)估決策,其本質(zhì)是一個(gè)多準(zhǔn)則群決策問(wèn)題,專家組在決策過(guò)程中存在一定猶豫度。本文提出應(yīng)急處置方案評(píng)估標(biāo)準(zhǔn)體系,在區(qū)間直覺(jué)猶豫模糊理論基礎(chǔ)上建立應(yīng)急處置方案評(píng)估模型。通過(guò)最大化團(tuán)隊(duì)自信程度確定專家權(quán)重,提出調(diào)整型區(qū)間直覺(jué)猶豫模糊加權(quán)平均算子集成決策者意見,基于VIKOR擴(kuò)展方法對(duì)應(yīng)急處置方案進(jìn)行排序,并通過(guò)算例驗(yàn)證模型的可行性和有效性。該模型在整個(gè)應(yīng)急處置方案決策過(guò)程中始終保證決策信息為區(qū)間直覺(jué)猶豫模糊元,既控制了計(jì)算和表達(dá)復(fù)雜度,又避免了群體決策信息流失。
[Abstract]:When dealing with emergent public events, it is essential to make evaluation and decision-making on the emergency plan, which is a multi-criteria group decision-making problem, and the expert group has certain degree of hesitation in the decision-making process. In this paper, the evaluation standard system of emergency disposal scheme is put forward, and the evaluation model of emergency disposal scheme is established on the basis of interval intuitionistic hesitation fuzzy theory. By maximizing the confidence degree of the team to determine the expert weight, a modified interval intuitionistic hesitation fuzzy weighted average operator is proposed to integrate the decision makers' opinions, and the emergency disposal scheme is sorted based on the VIKOR extended method. The feasibility and effectiveness of the model are verified by an example. The model ensures that the decision-making information is interval intuitionistic hesitation fuzzy element in the whole decision-making process of emergency disposal scheme, which not only controls the complexity of computation and expression, but also avoids the loss of group decision-making information.
