能源經(jīng)濟(jì)環(huán)境沖突中利益相關(guān)者的博弈分析——以能源重鎮(zhèn)寧波市鎮(zhèn)海區(qū)為例

【摘要】:當(dāng)前城市沖突之一表現(xiàn)在能源經(jīng)濟(jì)環(huán)境利益各方的爭執(zhí)上,以可持續(xù)發(fā)展為根本理念,如何實(shí)現(xiàn)三者的協(xié)調(diào)發(fā)展已經(jīng)成為人們關(guān)注的焦點(diǎn)問題.為此,圍繞寧波市鎮(zhèn)海發(fā)電廠、當(dāng)?shù)厥忻窈彤?dāng)?shù)卣娜嚼鏇_突,分別構(gòu)建了單策略和多策略的沖突博弈模型,其中多策略又分為發(fā)電廠技術(shù)升級和搬遷為導(dǎo)向的沖突博弈模型,并用GMCR_Ⅱ軟件求解模型的最強(qiáng)納什均衡解.模型的計(jì)算結(jié)果符合三方博弈的實(shí)際情況,體現(xiàn)出當(dāng)?shù)卣⒅孛裆铜h(huán)境的同時,通過搬遷鎮(zhèn)海電廠、技術(shù)升級改造,促進(jìn)當(dāng)?shù)亟?jīng)濟(jì)的發(fā)展.研究結(jié)果對我國能源重鎮(zhèn)在能源經(jīng)濟(jì)環(huán)境沖突中的決策具有一定的指導(dǎo)意義.
