【摘要】：近年來我國地方政府債務(wù)規(guī)模急劇增長、債務(wù)率高,普遍已發(fā)生債務(wù)違約,未來債務(wù)還款壓力大,地方政府債務(wù)已經(jīng)成為影響我國金融安全和經(jīng)濟穩(wěn)定發(fā)展的社會問題。本文運用博弈論剖析地方政府巨額債務(wù)形成機理,分析地方政府因追求最大利益空間由正常舉債演變到過度舉債之原因,探討巨額債務(wù)發(fā)生違約的風(fēng)險性。本文進一步提出地方政府債務(wù)優(yōu)化治理建議:建立科學(xué)政績觀與獎懲機制、設(shè)定地方政府債務(wù)適度規(guī)模與合理債務(wù)結(jié)構(gòu)、建立地方政府債務(wù)風(fēng)險預(yù)警信息披露制度、加強土地財政改革、完善相關(guān)法規(guī)法制建設(shè)、建立專項償債基金和違約保險機制等,這些措施將能加強地方政府債務(wù)風(fēng)險管理與保障。
[Abstract]:In recent years, the scale of local government debt in China has increased sharply, the debt rate is high, the default of debt has generally occurred, and the future debt repayment pressure is great. Local government debt has become a social problem affecting the financial security and economic stability and development of our country. This paper analyzes the formation mechanism of local governments' huge debts by using game theory, analyzes the reasons for the local governments' evolution from normal borrowing to excessive borrowing for the pursuit of maximum benefit space, and probes into the risk of huge debts defaulting. This paper further puts forward some suggestions for optimizing the governance of local government debt: establishing the scientific achievement view, reward and punishment mechanism, setting up the appropriate scale and reasonable debt structure of local government debt, and establishing the early warning information disclosure system of local government debt risk. Strengthening the land finance reform, perfecting the legal construction of relevant laws and regulations, establishing the special fund for debt service and the mechanism of insurance against default, these measures will strengthen the risk management and protection of local government debt.
