【摘要】：馬鈴薯因其具有產(chǎn)量高、環(huán)境適應(yīng)性強(qiáng)、營(yíng)養(yǎng)價(jià)值高以及經(jīng)濟(jì)效益好等優(yōu)良特性,在我國(guó)廣泛種植,是我國(guó)重要的糧食和經(jīng)濟(jì)作物。為應(yīng)對(duì)新形勢(shì)下的糧食安全問(wèn)題,農(nóng)業(yè)部于2015年提出了馬鈴薯主糧化開(kāi)發(fā)戰(zhàn)略,力圖將馬鈴薯原本作為副食品、原料產(chǎn)品以及解決溫飽的補(bǔ)充品向人民主食、產(chǎn)業(yè)化系列制成品以及營(yíng)養(yǎng)健康消費(fèi)品轉(zhuǎn)變,將馬鈴薯打造成我國(guó)的第四大主糧。山東省作為全國(guó)重要的馬鈴薯生產(chǎn)大省,馬鈴薯單位面積產(chǎn)量一直高居全國(guó)榜首,對(duì)山東省馬鈴薯的生產(chǎn)狀況進(jìn)行研究,不僅有助于了解山東省馬鈴薯生產(chǎn)現(xiàn)狀,而且可以將山東省馬鈴薯高產(chǎn)的經(jīng)驗(yàn)加以總結(jié)推廣。本文將借助年鑒數(shù)據(jù)和具體調(diào)研數(shù)據(jù)對(duì)山東省馬鈴薯的基本現(xiàn)狀加以分析,了解山東省馬鈴薯在我國(guó)馬鈴薯生產(chǎn)中的地位,了解山東省馬鈴薯成本收益的基本狀況,測(cè)算山東省馬鈴薯生產(chǎn)的規(guī)模效率,分析山東省馬鈴薯規(guī)模效率影響因素,最后提出對(duì)策建議。具體的研究?jī)?nèi)容如下:第一部分是本文的緒論,這一部分闡述了此次研究的背景及意義,對(duì)國(guó)內(nèi)外相關(guān)文獻(xiàn)進(jìn)行綜述,并且說(shuō)明了本文的研究?jī)?nèi)容、研究方法和技術(shù)路線,最后闡述該研究的創(chuàng)新及不足之處。第二部分是對(duì)山東省馬鈴薯生產(chǎn)現(xiàn)狀的分析,該部分主要基于統(tǒng)計(jì)年鑒及相關(guān)網(wǎng)站數(shù)據(jù),對(duì)山東省馬鈴薯在我國(guó)馬鈴薯生產(chǎn)和布局中的地位進(jìn)行了分析,并對(duì)我國(guó)及山東省馬鈴薯規(guī)模效率變化趨勢(shì)進(jìn)行了分析;對(duì)山東省馬鈴薯成本收益狀況以及變化趨勢(shì)進(jìn)行分析,同時(shí)引入全國(guó)其他馬鈴薯主產(chǎn)省份的馬鈴薯成本收益狀況以及山東省省內(nèi)其他主要農(nóng)作物的成本收益狀況進(jìn)行對(duì)比分析,對(duì)山東省馬鈴薯的地位和現(xiàn)狀有更加全面的了解。第三部分是基于DEA—Tobit模型分析法對(duì)馬鈴薯生產(chǎn)者經(jīng)營(yíng)規(guī)模效率進(jìn)行的研究,在這一部分里,先簡(jiǎn)要介紹了數(shù)據(jù)包絡(luò)分析法(DEA)和Tobit模型,然后通過(guò)構(gòu)建馬鈴薯規(guī)模效率評(píng)價(jià)模型,對(duì)樣本數(shù)據(jù)進(jìn)行測(cè)算,得出基于產(chǎn)量和收益的效率值,并以此作為被解釋變量,又分別從產(chǎn)量和收益兩目標(biāo)出發(fā)對(duì)馬鈴薯經(jīng)營(yíng)規(guī)模效率進(jìn)行分析,解釋各個(gè)影響因素對(duì)馬鈴薯經(jīng)營(yíng)規(guī)模效率的作用方向和影響程度。第四部分對(duì)現(xiàn)有馬鈴薯樣本根據(jù)其投入和產(chǎn)出情況進(jìn)行規(guī)模分組,然后運(yùn)用數(shù)據(jù)包絡(luò)分析法(DEA)對(duì)區(qū)間馬鈴薯的經(jīng)營(yíng)規(guī)模效率進(jìn)行測(cè)定得出最佳規(guī)模,并且對(duì)非效率最優(yōu)的區(qū)間進(jìn)行投影分析,提出改進(jìn)建議。第五部分是得出的主要結(jié)論及對(duì)策建議,這部分概況了研究的主要結(jié)論,并結(jié)合前文的分析提出推動(dòng)山東省馬鈴薯進(jìn)一步發(fā)展的政策建議。
[Abstract]:Potato is widely planted in China because of its high yield, strong environmental adaptability, high nutritional value and good economic benefits. It is an important food and cash crop in China. In 2015, the Ministry of Agriculture put forward the development strategy of potato staple grain, trying to transform potato as non-staple food, raw material product and supplement to people's staple food, industrialized series of manufactured goods and nutritious and healthy consumer goods. As an important potato production province in the country, Shandong Province has been ranked first in the country in terms of potato yield per unit area. The production status of potato in Shandong Province has been studied. It is helpful not only to understand the current situation of potato production in Shandong Province, but also to sum up and popularize the experience of potato production in Shandong Province. This paper will analyze the basic situation of potato production in Shandong Province with the help of yearbook data and specific investigation data. To understand the status of potato production in Shandong Province, to understand the basic status of potato cost and income in Shandong Province, to calculate the scale efficiency of potato production in Shandong Province, and to analyze the influencing factors of potato scale efficiency in Shandong Province. Finally, the countermeasures and suggestions are put forward. The specific research contents are as follows: the first part is the introduction of this paper, this part describes the background and significance of this study, summarizes the relevant literature at home and abroad, and explains the research content of this paper. The second part is the analysis of the current situation of potato production in Shandong Province, which is mainly based on the statistical yearbook and related website data. The status of potato in potato production and distribution in Shandong Province is analyzed, and the changing trend of potato scale efficiency in China and Shandong Province is analyzed. At the same time, the cost and income status of other major potato production provinces in China and other major crops in Shandong Province are compared and analyzed. The third part is the research on the scale efficiency of potato producers based on DEA-Tobit model analysis. In this part, Data Envelopment Analysis (DEAA) and Tobit model are introduced briefly. Then, by constructing potato scale efficiency evaluation model, the sample data are measured, and the efficiency value based on yield and income is obtained, which is used as the explanatory variable. From the two goals of yield and income, the paper analyzes the scale efficiency of potato management. This paper explains the direction and degree of influence factors on potato operation scale efficiency. Part 4th classifies the existing potato samples according to their input and output. Then using data Envelopment Analysis (DEAA) to measure the operation scale efficiency of potato to get the best scale, and to do projection analysis on the non-efficiency optimal interval. Part 5th is the main conclusions and countermeasures, this part summarizes the main conclusions of the study, and puts forward some policy suggestions to promote the further development of potato in Shandong Province combined with the previous analysis.
