【摘要】：當(dāng)今世界,科技創(chuàng)新在發(fā)展一國(guó)經(jīng)濟(jì)、提升綜合國(guó)力的過(guò)程中作用愈發(fā)重要。改革創(chuàng)新是實(shí)現(xiàn)"偉大復(fù)興"戰(zhàn)略目標(biāo)不可或缺的宏大推動(dòng)力;同時(shí)也是構(gòu)建技術(shù)強(qiáng)國(guó),推動(dòng)我國(guó)經(jīng)濟(jì)又快又好向前發(fā)展這一偉大的戰(zhàn)略復(fù)興目標(biāo)的關(guān)鍵。關(guān)于技術(shù)投入的績(jī)效最終究竟如何,能否實(shí)現(xiàn)最優(yōu)化產(chǎn)出的問(wèn)題,都需要在現(xiàn)實(shí)的決策過(guò)程時(shí)作出強(qiáng)有力的回答�；诖�,研究科學(xué)技術(shù)投入產(chǎn)出的人績(jī)效,讓原本有限的投入資源產(chǎn)出價(jià)值最大化,具有非常重要的意義。本文構(gòu)建了一套科學(xué)技術(shù)績(jī)效的評(píng)價(jià)體系,并對(duì)2006至2015年山東省的科學(xué)技術(shù)活動(dòng)的績(jī)效進(jìn)行了實(shí)證,在文章最后基于研究分析的結(jié)果給出了一些對(duì)山東省具有實(shí)際意義的相關(guān)政策建議。本文由五個(gè)部分構(gòu)成。第一部分闡述了科學(xué)技術(shù)投入績(jī)效評(píng)價(jià)的實(shí)際意義并總結(jié)了目前國(guó)內(nèi)國(guó)際上相關(guān)研究成果,以及本文的大體思路;第二部分,對(duì)科學(xué)技術(shù)投入績(jī)效的相關(guān)概念進(jìn)行了闡述,初步選中10個(gè)指標(biāo)作為本次研究的初步指標(biāo)。第三部分是本文的核心,首先介紹了 PCA方法、灰色相關(guān)分析法以及DEA數(shù)據(jù)包絡(luò)分析法的基本原理,并結(jié)合前兩種方法對(duì)上一章形成的10個(gè)初級(jí)指標(biāo)進(jìn)行進(jìn)一步篩選,最終留下5個(gè)評(píng)價(jià)指標(biāo),進(jìn)而利用DEA法。第四章是以第三章所述方法對(duì)山東省科學(xué)技術(shù)投入績(jī)效展開(kāi)實(shí)證分析。第五章,針對(duì)第四章實(shí)證研究得到的結(jié)果對(duì)山東省科技技術(shù)投入工作提供一些應(yīng)對(duì)措施和建議,期望能夠?yàn)橄嚓P(guān)決策部門提供參考。
[Abstract]:In today's world, scientific and technological innovation plays an increasingly important role in the process of developing a country's economy and enhancing its comprehensive national strength. The key to the great strategic rejuvenation goal of promoting the rapid and sound development of China's economy is the question of how the performance of the technical input will ultimately be achieved and whether the optimal output can be achieved. Based on this, we study the human performance of science and technology input-output, so as to maximize the value of the original limited input resources and outputs. This paper constructs a set of science and technology performance evaluation system, and carries on the demonstration to the Shandong Province science and technology activity performance from 2006 to 2015. At the end of the paper, based on the results of the research and analysis, some relevant policy suggestions are given. This paper is composed of five parts. The first part expounds the practical significance of the performance evaluation of scientific and technological input. Summarized the current domestic and international related research results, In the second part, the related concepts of scientific and technological input performance are expounded, and 10 indicators are selected as the primary indicators of this study. The third part is the core of this paper. Firstly, the PCA method is introduced. The basic principle of grey correlation analysis and DEA data envelopment analysis, and combined with the first two methods, the 10 primary indexes formed in the previous chapter were further screened, and 5 evaluation indexes were left behind. Then using DEA method. 4th chapter is the empirical analysis of Shandong province science and technology investment performance with the method described in chapter three. 5th chapter, Based on the results of the empirical study in Chapter 4th, this paper provides some countermeasures and suggestions for scientific and technological input in Shandong Province, which is expected to be a reference for relevant decision-making departments.
