【摘要】:隨著國家經(jīng)濟(jì)發(fā)展不斷提速,緊急情況及事件的處理成為社會(huì)各個(gè)階層尤為關(guān)注的問題之一。就國家電網(wǎng)公司而言,日常運(yùn)維工作、緊急事件處理等方面,所面臨的壓力不斷提升。針對(duì)此問題,全國各地的電力企業(yè)相繼出臺(tái)各種應(yīng)對(duì)措施,但由于受到技術(shù)條件和基礎(chǔ)設(shè)施等因素的限制,在應(yīng)急搶險(xiǎn)以及領(lǐng)導(dǎo)指揮層次依然處于語音指揮的局面,面對(duì)大量現(xiàn)代化信息決策的壓力存在明顯的不足。通過現(xiàn)代化、信息化手段加強(qiáng)對(duì)應(yīng)急現(xiàn)場(chǎng)、作業(yè)現(xiàn)場(chǎng)等的可視化監(jiān)控管理,已是迫在眉睫的需求。隨著現(xiàn)階段移動(dòng)通信技師的迅猛發(fā)展,4G技術(shù)已經(jīng)商用和普及。因而,開展基于4G技術(shù)的視頻監(jiān)控技術(shù)的應(yīng)用,建立以應(yīng)急指揮中心為核心,再集成調(diào)度指揮控制系統(tǒng)、多方遠(yuǎn)程視頻通信、遠(yuǎn)端實(shí)時(shí)監(jiān)控、圖像數(shù)據(jù)傳輸?shù)染哂斜姸喙δ艿囊惑w化管理模式,做到安全可視且具有重要意義。本論文的中心為在電力應(yīng)急中利用4G無線視頻監(jiān)控技術(shù),把調(diào)度控制中心、應(yīng)急指揮中心、作業(yè)現(xiàn)場(chǎng)鏈接起來,在指揮中心對(duì)現(xiàn)場(chǎng)的各類作業(yè)進(jìn)行實(shí)時(shí)監(jiān)督及實(shí)時(shí)管控。該系統(tǒng)實(shí)現(xiàn)了調(diào)度控制中心、配搶指揮中心、作業(yè)現(xiàn)場(chǎng)及突發(fā)事件現(xiàn)場(chǎng)等的實(shí)時(shí)畫面直接傳入應(yīng)急指揮中心,并可以上傳至上級(jí)應(yīng)急指揮中心,使各級(jí)指揮人員能夠及時(shí)掌控現(xiàn)場(chǎng)各類情況和信息,無論是對(duì)現(xiàn)場(chǎng)的安全管控,還是事故狀態(tài)下的應(yīng)急指揮,都將起到事半功倍的效果,進(jìn)而大大提升安全生產(chǎn)管控水平。
[Abstract]:With the rapid development of national economy, emergency and incident management has become one of the most concerned problems in all social strata. As far as the State Grid Company is concerned, daily operation and maintenance work, emergency handling and so on. In response to this problem, electric power enterprises all over the country have introduced a variety of response measures, but due to technical conditions and infrastructure and other factors. In the emergency rescue and leadership command level is still in the situation of voice command, faced with a large number of modern information decision-making pressure there are obvious deficiencies. Through modernization, information means to strengthen the emergency scene. With the rapid development of mobile communication technician at present, 4G technology has been commercialized and popularized. The application of video surveillance technology based on 4G technology is carried out, which takes emergency command center as the core, and then integrates dispatching command and control system, multi-party remote video communication, remote real-time monitoring. Image data transmission has many functions of integrated management mode to achieve security visibility and has important significance. The center of this paper is the use of 4G wireless video monitoring technology in power emergency control center. Emergency command center, the operation field linked together, in the command center of all kinds of field operations real-time supervision and real-time control. The system has achieved the dispatch control center, command center. The real-time pictures of the operation scene and the emergency scene can be directly transmitted to the emergency command center, and can be uploaded to the superior emergency command center, so that the command personnel at all levels can control all kinds of situation and information on the scene in a timely manner. Both the safety control on the spot and the emergency command under the accident state will achieve twice the result with half the effort and thus greatly improve the level of safety control in production.
