東營(yíng)港航道錨地規(guī)劃研究

【摘要】:東營(yíng)港作為黃河三角洲的中心港口地位逐步顯現(xiàn),到港船舶大型化、專業(yè)化、多樣化使得現(xiàn)有錨地和航道與港口的發(fā)展不相適應(yīng)。為增強(qiáng)港口水域船舶的通航安全性,作者根據(jù)港口總體發(fā)展規(guī)劃和海上航行安全監(jiān)管的需要,提出東營(yíng)港航道錨地規(guī)劃。 作者在日常工作積累的基礎(chǔ)上,對(duì)東營(yíng)港船舶交通狀況進(jìn)行實(shí)際觀測(cè)調(diào)查以及查閱近幾年港口船舶記錄統(tǒng)計(jì)報(bào)表,對(duì)調(diào)查數(shù)據(jù)進(jìn)行統(tǒng)計(jì)處理和分析,總結(jié)出東營(yíng)港交通流的規(guī)律和存在的特殊問(wèn)題。參考國(guó)內(nèi)外航道、錨地的研究成果,遵循相關(guān)原則制定東營(yíng)港航道、錨地規(guī)劃,確定航道和錨地的布置方案;結(jié)合東營(yíng)港遠(yuǎn)期預(yù)測(cè)船型,根據(jù)《海港總體設(shè)計(jì)規(guī)范》計(jì)算分析航道寬度、航道底標(biāo)高、錨地水深和單個(gè)錨位面積等有關(guān)參數(shù),并利用航道通過(guò)能力模型驗(yàn)證規(guī)劃航道的通過(guò)能力是否滿足港口發(fā)展的需求,同時(shí)運(yùn)用M/M/S排隊(duì)論模型確定規(guī)劃錨地的錨位數(shù)。在提出東營(yíng)港航道、錨地規(guī)劃方案之后,本文運(yùn)用模糊數(shù)學(xué)綜合評(píng)價(jià)的方法對(duì)該方案進(jìn)行風(fēng)險(xiǎn)評(píng)價(jià),分析方案實(shí)施存在的風(fēng)險(xiǎn),針對(duì)風(fēng)險(xiǎn)提出安全保障措施。最終得出規(guī)劃方案是可行的結(jié)論。 本文方案是根據(jù)東營(yíng)港總體建設(shè)規(guī)劃提出,具有前瞻性,適用于未來(lái)碼頭建設(shè);本方案有利于通航秩序管理;本方案規(guī)避了錨地與作業(yè)區(qū)和海底管線交叉的風(fēng)險(xiǎn),為海上油田開(kāi)發(fā)建設(shè)奠定基礎(chǔ)。
[Abstract]:Dongying Port, as the central port of the Yellow River Delta, gradually shows its status. The ship coming to port is becoming large, specialized and diversified, which makes the existing Anchorage and waterway not suitable for the development of the port. In order to enhance the navigation safety of the ships in the port waters, According to the general development plan of port and the need of maritime navigation safety supervision, the author puts forward the Anchorage planning of Dongying Port channel. On the basis of the accumulation of daily work, the author conducts a practical survey on the traffic situation of the vessels in Dongying Port, looks up the statistical reports of the port ship records in recent years, and makes statistical processing and analysis of the survey data. This paper summarizes the law of Dongying port traffic flow and its special problems. Referring to the research results of domestic and foreign waterways and anchors, it follows the relevant principles to formulate the Dongying port channel and Anchorage planning, and determines the arrangement scheme of the waterway and Anchorage. Combined with the long term prediction of the ship type of Dongying Port, according to the General Design Code of the Harbour, the relevant parameters such as channel width, channel bottom elevation, Anchorage water depth and area of single anchor position are calculated and analyzed. At the same time, we use the M / M / S queuing theory model to determine the number of anchors of the planned Anchorage. After putting forward the planning scheme of Dongying Port Channel and Anchorage, we use the model to verify whether the passing capacity of the planning channel meets the needs of port development, and use the M / M / S queuing theory model to determine the number of anchors. In this paper, the method of comprehensive evaluation of fuzzy mathematics is used to evaluate the risk of the scheme, the risk of the implementation of the scheme is analyzed, and the safety and security measures are put forward in view of the risk. Finally, the conclusion is drawn that the plan is feasible. According to the overall construction plan of Dongying Port, this scheme is forward-looking and suitable for future wharf construction. It is beneficial to navigation order management, and avoids the risk of crossing Anchorage with operation area and submarine pipeline. Lay the foundation for offshore oilfield development and construction.
