【摘要】：2016年長江流域發(fā)生1998年以來最為嚴重的洪澇災害,在黨中央、國務院和國家防總的關懷和領導下,經各方共同努力,取得了抗洪全面勝利,實現(xiàn)了"兩個確保"的抗洪目標。在總結2016年長江防洪主要成效的基礎上,分析了長江防洪減災工作存在的主要問題,提出了扎實推進長江防洪減災工作的建議,強調長江防洪減災工作要按照"兩個堅持、三個轉變"的總體要求,切實轉變工作思路,牢固樹立災害風險管理和綜合減災理念,不斷完善防洪減災綜合體系,全面提升全社會抵御洪澇災害的能力。
[Abstract]:In 2016, the most serious flood disaster occurred in the Yangtze River basin since 1998. Under the care and leadership of the Party Central Committee, the State Council and the State Administration of Prevention and Control, and with the joint efforts of all parties, the flood control has achieved overall victory. On the basis of summing up the main achievements in flood control of the Yangtze River in 2016, this paper analyzes the main problems existing in the flood control and disaster reduction work of the Yangtze River, and puts forward some suggestions for advancing the flood control and disaster reduction work of the Yangtze River in a down-to-earth manner. It is emphasized that the flood control and disaster reduction work of the Yangtze River should be in accordance with the overall requirements of "two persevere, three transformations", change the working mentality, firmly establish the concept of disaster risk management and comprehensive disaster reduction, and continuously improve the comprehensive system of flood control and disaster reduction. We will comprehensively enhance the ability of the whole society to withstand floods and waterlogging disasters.
