【摘要】：科學(xué)合理地評價(jià)我國節(jié)水型社會(huì)建設(shè)水平對水資源可持續(xù)發(fā)展意義重大。根據(jù)評價(jià)對象的特點(diǎn)和評價(jià)活動(dòng)的實(shí)際需要,運(yùn)用序關(guān)系分析法構(gòu)建了節(jié)水型社會(huì)建設(shè)綜合評價(jià)模型,不僅對節(jié)水型社會(huì)復(fù)合大系統(tǒng)進(jìn)行綜合評價(jià),還對水資源子系統(tǒng)、生態(tài)環(huán)境子系統(tǒng)和經(jīng)濟(jì)社會(huì)子系統(tǒng)進(jìn)行單獨(dú)評價(jià)。同時(shí),在參考國內(nèi)外先進(jìn)節(jié)水水平以及有關(guān)標(biāo)準(zhǔn)的基礎(chǔ)上,綜合確定了節(jié)水型社會(huì)的發(fā)展階段及各階段綜合評價(jià)指數(shù)的參考標(biāo)準(zhǔn)值,并根據(jù)統(tǒng)計(jì)數(shù)據(jù)對我國2001~2010年節(jié)水型社會(huì)建設(shè)評價(jià)進(jìn)行了實(shí)證研究,評價(jià)結(jié)果和實(shí)際情況較吻合,為節(jié)水型社會(huì)建設(shè)提供了指導(dǎo)。
[Abstract]:It is of great significance for the sustainable development of water resources to evaluate scientifically and reasonably the construction level of water-saving society in China. According to the characteristics of the evaluation objects and the actual needs of the evaluation activities, the comprehensive evaluation model of water-saving society construction is constructed by using the method of order relation analysis. Not only the comprehensive evaluation of water-saving society complex large-scale system, but also the separate evaluation of water resources subsystem, ecological environment subsystem and economic and social subsystem. At the same time, on the basis of referring to the advanced water-saving level and related standards at home and abroad, This paper comprehensively determines the development stage of water-saving society and the reference standard value of comprehensive evaluation index in each stage, and makes an empirical study on the construction evaluation of water-saving society in China from 2001 to 2010 according to the statistical data. The evaluation results are in good agreement with the actual situation. It provides guidance for the construction of water-saving society.
