【摘要】：本文在分析我國(guó)PPP項(xiàng)目利益分配研究現(xiàn)狀的基礎(chǔ)上,運(yùn)用利益相關(guān)者理論,基于對(duì)PPP項(xiàng)目運(yùn)行方式的研究,對(duì)PPP項(xiàng)目利益相關(guān)者進(jìn)行了定義和分類,并參考生物細(xì)胞的組織結(jié)構(gòu)創(chuàng)新性的建立了PPP項(xiàng)目細(xì)胞式組織結(jié)構(gòu)體系,為PPP項(xiàng)目利益相關(guān)者相互間關(guān)系的研究提供了新的研究思路,明確了項(xiàng)目利益分配的主要研究對(duì)象。 針對(duì)動(dòng)態(tài)利益分配研究的空白,應(yīng)用風(fēng)險(xiǎn)理論、滿意度理論、績(jī)效評(píng)價(jià)理論、模糊層次分析法等,提出了基于任務(wù)重要性、滿意度和實(shí)際貢獻(xiàn)大小的三階段PPP項(xiàng)目全壽命動(dòng)態(tài)利益分配方案。 第一階段,構(gòu)建基于shapely值法的任務(wù)重要性系數(shù)評(píng)價(jià)指標(biāo)體系,用以衡量公私雙方承擔(dān)的任務(wù)對(duì)項(xiàng)目總體目標(biāo)的價(jià)值貢獻(xiàn),作為利益初步分配的依據(jù)。 第二階段,在對(duì)初始利益分配方案進(jìn)行滿意度及改進(jìn)建議調(diào)查的基礎(chǔ)上,應(yīng)用基于滿意度的不對(duì)稱Nash協(xié)商模型對(duì)初步利益分配結(jié)果進(jìn)行基于滿意度的協(xié)商調(diào)整。 第三階段,提出了階段性任務(wù)績(jī)效評(píng)價(jià)指標(biāo)體系,以評(píng)價(jià)公私雙方在項(xiàng)目實(shí)際運(yùn)行中的貢獻(xiàn)大小,作為項(xiàng)目利益分配最終確定的參考。 概括起來(lái),本文在對(duì)PPP項(xiàng)目利益相關(guān)者研究的基礎(chǔ)上,設(shè)計(jì)出基于任務(wù)重要性的初步分配、基于滿意度的協(xié)商調(diào)整、基于實(shí)際貢獻(xiàn)大小的最終確定的三步驟PPP項(xiàng)目公私雙方動(dòng)態(tài)利益分配系數(shù)確定模型。
[Abstract]:Based on the analysis of the present situation of PPP project benefit distribution research , this paper defines and classifies the PPP project stakeholders based on the research on the operation mode of PPP project .

Aiming at the blank of dynamic benefit distribution research , the three - stage PPP project full - life dynamic benefit distribution scheme based on task importance , satisfaction and actual contribution size is put forward based on the theory of risk theory , satisfaction theory , performance evaluation theory and fuzzy analytic hierarchy process .

In the first stage , a task importance coefficient evaluation index system based on the shapely value method is constructed to measure the value contribution of the tasks undertaken by both the public and private parties to the overall objective of the project as the basis for the preliminary distribution of benefits .

In the second stage , on the basis of satisfaction and improvement suggestion survey of initial benefit distribution scheme , the satisfaction - based negotiation adjustment based on the satisfaction - based asymmetric Nash negotiation model is applied to the results of initial benefit distribution .

In the third stage , a phase task performance evaluation index system is proposed to evaluate the contribution of both public and private parties in the actual operation of the project as a reference for the final determination of the project benefits .

Based on the research of PPP project stakeholders , this paper designs the initial allocation based on the importance of the task , the negotiation adjustment based on the satisfaction degree , the final determination based on the actual contribution size , and the dynamic benefit allocation coefficient of the PPP project .
