建筑生產(chǎn)安全事故統(tǒng)計(jì)指標(biāo)體系創(chuàng)新及應(yīng)用研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)社會(huì)的快速發(fā)展,人民生活水平的不斷提高,生產(chǎn)安全越來(lái)越受到黨和國(guó)家的重視。但是,目前我國(guó)仍處于生產(chǎn)安全事故易發(fā)多發(fā)的特殊時(shí)期,事故總量仍然較大。特別是建筑生產(chǎn)安全事故,占全部生產(chǎn)安全事故的很大比例。為了解決這種現(xiàn)狀,建立一套健全的建筑生產(chǎn)安全事故統(tǒng)計(jì)指標(biāo)體系是很有必要的。 本研究采用文獻(xiàn)分析法對(duì)國(guó)內(nèi)外建筑生產(chǎn)安全事故現(xiàn)狀和建筑生產(chǎn)安全統(tǒng)計(jì)指標(biāo)體系進(jìn)行歸納,分析得出當(dāng)前我國(guó)建筑生產(chǎn)安全事故統(tǒng)計(jì)指標(biāo)體系存在的兩個(gè)問(wèn)題:缺少適用于企業(yè)的事故統(tǒng)計(jì)指標(biāo)和無(wú)法反映企業(yè)安全水平并指導(dǎo)企業(yè)有針對(duì)性改善。在梳理國(guó)內(nèi)外成熟的事故致因理論的基礎(chǔ)上,本研究采用統(tǒng)計(jì)分析法和實(shí)地調(diào)研建立了我國(guó)建筑生產(chǎn)安全事故的原因分析框架,從施工現(xiàn)場(chǎng)和企業(yè)管理兩個(gè)層面分析事故原因。并以該分析框架為基礎(chǔ),設(shè)計(jì)出安全行為指數(shù)(SI)和安全管理指數(shù)(MI)兩項(xiàng)建筑生產(chǎn)安全事故統(tǒng)計(jì)的事前指標(biāo),擴(kuò)大了事故統(tǒng)計(jì)指標(biāo)的范圍,使統(tǒng)計(jì)關(guān)口前移。同時(shí)結(jié)合現(xiàn)有的建筑生產(chǎn)安全事故指標(biāo),建立了包括安全行為指數(shù)、安全管理指數(shù)、輕傷率、重傷率和死亡率在內(nèi)的能夠真實(shí)地反映建筑施工企業(yè)安全水平,并且能夠指導(dǎo)企業(yè)日常安全管理的建筑生產(chǎn)安全事故統(tǒng)計(jì)指標(biāo)體系。最后通過(guò)將該體系在某項(xiàng)目部進(jìn)行應(yīng)用研究,初步證明本研究建立的建筑生產(chǎn)安全事故統(tǒng)計(jì)指標(biāo)體系基本達(dá)到預(yù)期目的。
[Abstract]:With the rapid development of our country's economy and society and the improvement of people's living standard, the production safety is paid more and more attention by the Party and the country. However, China is still in the special period of frequent production safety accidents, the total number of accidents is still large. Construction safety accidents, in particular, account for a large proportion of all production safety accidents. In order to solve this situation, it is necessary to establish a sound statistical index system of construction safety accidents. In this study, the status quo of construction safety accidents and the statistical index system of construction production safety were summarized by literature analysis. It is concluded that there are two problems existing in the statistical index system of construction safety accidents in our country: the lack of statistical indicators applicable to enterprises and the inability to reflect the safety level of enterprises and guide enterprises to improve them. On the basis of combing the mature theory of accident cause at home and abroad, this study establishes the cause analysis frame of construction safety accident in our country by means of statistical analysis and field investigation, and analyzes the cause of accident from two aspects of construction site and enterprise management. On the basis of this analysis framework, two indexes of safety behavior index (SI) and safety management index (MII) are designed, which enlarge the range of statistical indexes of accidents and move forward the statistical threshold. At the same time, combined with the existing safety accident index of construction production, the safety behavior index, safety management index, light injury rate, serious injury rate and death rate can truly reflect the safety level of construction enterprises, including the safety behavior index, the safety management index, the injury rate and the death rate. And can guide the daily safety management of building production safety accident statistical index system. Finally, through the application of the system in a project department, it is preliminarily proved that the statistical index system of building production safety accidents established in this study has basically achieved the expected purpose.
