燕山大學(xué)新建圖書館項(xiàng)目施工風(fēng)險(xiǎn)識(shí)別與控制研究

【摘要】:高校圖書館建筑基本上都被列為學(xué)校的標(biāo)志性建筑,在高校教學(xué)、科研方面發(fā)揮著重要的作用。近年來(lái),我國(guó)高校辦學(xué)規(guī)模擴(kuò)張,重點(diǎn)高校普遍建設(shè)新校區(qū)和分校區(qū),導(dǎo)致高校圖書館建設(shè)項(xiàng)目數(shù)量日益增多。如何高效率、高標(biāo)準(zhǔn)、高質(zhì)量的完成圖書館項(xiàng)目建設(shè)也成了研究重點(diǎn)。 本文采用定性分析和定量分析相結(jié)合的方法,在國(guó)內(nèi)外建設(shè)項(xiàng)目風(fēng)險(xiǎn)管理研究現(xiàn)狀的基礎(chǔ)上,借鑒了風(fēng)險(xiǎn)管理理論,以高校圖書館項(xiàng)目為研究對(duì)象,研究高校圖書館項(xiàng)目施工的風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)價(jià)和風(fēng)險(xiǎn)控制等內(nèi)容。 首先,介紹了文章選題的背景和意義,綜述了國(guó)內(nèi)外關(guān)于風(fēng)險(xiǎn)管理研究的文獻(xiàn),認(rèn)為國(guó)內(nèi)外對(duì)我國(guó)經(jīng)濟(jì)轉(zhuǎn)型期的高校公益性項(xiàng)目投資模式下的項(xiàng)目施工風(fēng)險(xiǎn)研究較少,因此主張針對(duì)類似項(xiàng)目的施工風(fēng)險(xiǎn)開展研究。 其次,通過(guò)介紹風(fēng)險(xiǎn)管理的相關(guān)理論,包括風(fēng)險(xiǎn)的定義、特征和分類;風(fēng)險(xiǎn)管理的原則、內(nèi)容、目標(biāo)和過(guò)程;項(xiàng)目施工風(fēng)險(xiǎn)的成因和類型等內(nèi)容,指出項(xiàng)目風(fēng)險(xiǎn)管理是項(xiàng)目完成的重要環(huán)節(jié),主張通過(guò)風(fēng)險(xiǎn)分析、評(píng)價(jià)和控制等流程對(duì)項(xiàng)目施工風(fēng)險(xiǎn)進(jìn)行管理。 再次,結(jié)合燕山大學(xué)新建圖書館項(xiàng)目的特點(diǎn),分析了該項(xiàng)目施工的主要風(fēng)險(xiǎn),強(qiáng)調(diào)五類準(zhǔn)則層風(fēng)險(xiǎn)值得重點(diǎn)關(guān)注。根據(jù)對(duì)該項(xiàng)目的風(fēng)險(xiǎn)識(shí)別結(jié)果,通過(guò)構(gòu)建風(fēng)險(xiǎn)層次模型,運(yùn)用AHP方法,對(duì)整個(gè)項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行了評(píng)估,將風(fēng)險(xiǎn)因素進(jìn)行排序,結(jié)合風(fēng)險(xiǎn)評(píng)估的結(jié)果,給出具體的風(fēng)險(xiǎn)應(yīng)對(duì)與監(jiān)控措施。 最后,指出燕山大學(xué)新建圖書館項(xiàng)目的施工風(fēng)險(xiǎn)是可控的,構(gòu)建的項(xiàng)目風(fēng)險(xiǎn)管理體系能夠?qū)υ擁?xiàng)目的實(shí)施過(guò)程進(jìn)行有效的分析,能夠較為準(zhǔn)確和有針對(duì)性的對(duì)風(fēng)險(xiǎn)源進(jìn)行預(yù)防及控制,,達(dá)到風(fēng)險(xiǎn)預(yù)防、監(jiān)控和處理的目的。
[Abstract]:The university library architecture is basically listed as the iconic building of the school, which plays an important role in teaching and scientific research in colleges and universities. In recent years, the scale of running colleges and universities in our country has expanded, and the key colleges and universities have generally built new campuses and branch districts, which has led to the increasing number of university library construction projects. How to complete the construction of library project with high efficiency, high standard and high quality has also become the research focus. This paper adopts the method of combining qualitative analysis and quantitative analysis, on the basis of the present situation of risk management of construction projects at home and abroad, draws lessons from the theory of risk management, and takes the university library project as the research object. This paper studies the risk identification, risk evaluation and risk control of university library project construction. First of all, it introduces the background and significance of this paper, summarizes the domestic and foreign literature on risk management research, and thinks that there is less research on the project construction risk under the investment mode of public welfare projects in colleges and universities in the economic transition period of our country at home and abroad. Therefore, it is advocated to carry out research on the construction risk of similar projects. Secondly, by introducing the relevant theories of risk management, including the definition, characteristics and classification of risk, the principles, contents, objectives and processes of risk management, the causes and types of project construction risks, etc. It is pointed out that project risk management is an important part of project completion, and risk management is advocated through risk analysis, evaluation and control. Thirdly, combined with the characteristics of the new library project of Yanshan University, this paper analyzes the main risks of the construction of the project, and emphasizes that the risk of five kinds of standard layer should be paid more attention to. According to the risk identification results of the project, by constructing the risk hierarchy model and using the AHP method, the risk of the whole project is evaluated, the risk factors are sorted, and the results of the risk assessment are combined. Specific risk management and monitoring measures are given. Finally, it is pointed out that the construction risk of the new library project of Yanshan University is controllable, and the project risk management system can effectively analyze the implementation process of the project. It can prevent and control the risk sources accurately and pertinently, and achieve the purpose of risk prevention, monitoring and handling.
