【摘要】：海關(guān)大監(jiān)管體系建設(shè)明確指出:要切實轉(zhuǎn)變管理理念,將以往把監(jiān)管重點放在具體貨物和報關(guān)單上的傳統(tǒng)做法,轉(zhuǎn)變?yōu)榘驯O(jiān)管重點放在企業(yè)上,“由企及物”,通過管好“企業(yè)”達到管住“貨物”的目的。在監(jiān)管資源有限的局面下,按照大監(jiān)管體系“由企及物”管理理念以及建設(shè)海關(guān)與企業(yè)合作伙伴關(guān)系的要求,通過管理企業(yè)達到管住貨物把守國門的目的是解決這一矛盾的主要手段。為此,加強對高類別企業(yè)的服務力度和深度,使之誠信守法經(jīng)營是企管工作的重點。本課題研究實現(xiàn)的是提高海關(guān)企業(yè)管理工作的信息化控制,進一步提高企業(yè)管理工作水平,及時掌握企業(yè)經(jīng)營和資質(zhì)情況,做好企業(yè)狀況分析,增強信息的時效性、擴大信息收集覆蓋范圍,減輕審批人員和申報人員的工作負擔,優(yōu)化工作環(huán)境,降低工作成本,實現(xiàn)海關(guān)企業(yè)分類年審材料的電子報送,簡化企業(yè)申報流程,便于海關(guān)對企業(yè)經(jīng)營情況、進出口狀況的分析統(tǒng)計,提高工作效率,為業(yè)務部門領(lǐng)導決策提供有力數(shù)據(jù)支持。海關(guān)企業(yè)年審材料報送系統(tǒng)關(guān)鍵是解決電子文件支撐平臺,要實現(xiàn)業(yè)務需求統(tǒng)一規(guī)范;實現(xiàn)數(shù)據(jù)格式統(tǒng)一規(guī)范;實現(xiàn)產(chǎn)品接口統(tǒng)一規(guī)范;實現(xiàn)統(tǒng)一測評標準規(guī)范;實現(xiàn)過程管理統(tǒng)一規(guī)范;實現(xiàn)綜合業(yè)務、安全保密與技術(shù)實現(xiàn)一體化統(tǒng)一規(guī)劃、設(shè)計與研發(fā)。系統(tǒng)運行之后,企業(yè)可以方便的在互聯(lián)網(wǎng)上提交年審材料,海關(guān)審核人員可以便捷查看企業(yè)申報進度和內(nèi)容。這樣不僅對每年的年審材料進行數(shù)字化保存,對查詢歷史紀錄有了更有效的保障,并且利用計算機系統(tǒng)方便的實現(xiàn)數(shù)據(jù)對比、統(tǒng)計分析。
[Abstract]:The construction of the large-scale customs supervision system clearly points out: it is necessary to effectively change the management concept, change the traditional practice of focusing on specific goods and customs declarations in the past, and change the focus of supervision on enterprises, "from enterprises to objects." Through the management of the "enterprise" to achieve the purpose of controlling the "goods". In a situation of limited regulatory resources, in accordance with the management concept of "by business" in a large regulatory system and the requirements of building a partnership between customs and enterprises, The main means to solve this contradiction is to control the goods and guard the country door through the management of enterprises. Therefore, strengthening the service strength and depth of high-class enterprises, making them honest and law-abiding management is the focus of business management. The research and realization of this subject is to improve the information control of the management of customs enterprises, further improve the level of enterprise management, timely grasp the business operation and qualifications, do a good job of enterprise status analysis, enhance the timeliness of information. We will expand information collection and coverage, lighten the workload of vetting and approving personnel and declaration personnel, optimize the working environment, reduce work costs, realize electronic reporting of classified annual audit materials for customs enterprises, and simplify the enterprise declaration process. It is convenient for customs to analyze the business situation, import and export status, improve the efficiency of work, and provide powerful data support for the decision-making of business department leaders. The key of the annual examination material reporting system of customs enterprise is to solve the electronic document supporting platform, to realize the uniform specification of business requirements, to realize the unified specification of data format, to realize the unified standard of product interface, to realize the unified standard of evaluation and evaluation, and to realize the unified standard of evaluation and evaluation Achieve unified process management specification, integrated business, security confidentiality and technology to achieve unified planning, design and R & D. After the operation of the system, enterprises can easily submit annual audit materials on the Internet, customs audit personnel can easily view the progress and content of the enterprise declaration. This not only carries on the digital preservation to the annual audit material, has the more effective safeguard to the inquiry history record, and uses the computer system to realize the data contrast, the statistical analysis conveniently.
