【摘要】：我國的不動(dòng)產(chǎn)登記長期處于對(duì)不動(dòng)產(chǎn)進(jìn)行行政管理的層面,忽略了不動(dòng)產(chǎn)登記對(duì)于產(chǎn)權(quán)交易安全的保障作用和對(duì)市場(chǎng)經(jīng)濟(jì)的重要意義。在當(dāng)今的市場(chǎng)經(jīng)濟(jì)背景下,利用現(xiàn)代化信息技術(shù)建立和完善不動(dòng)產(chǎn)的分類、調(diào)查、登記、和統(tǒng)計(jì)制度勢(shì)在必行。順應(yīng)我國《不動(dòng)產(chǎn)登記暫行條例》的實(shí)施,作者對(duì)基于JavaEE技術(shù)的不動(dòng)產(chǎn)登記管理系統(tǒng)進(jìn)行了研究和開發(fā)。文章介紹了不動(dòng)產(chǎn)統(tǒng)一登記的相關(guān)理論、我國不動(dòng)產(chǎn)登記制度的演化路徑與現(xiàn)狀與國內(nèi)外不動(dòng)產(chǎn)登記信息化現(xiàn)狀,對(duì)建設(shè)不動(dòng)產(chǎn)登記管理系統(tǒng)的相關(guān)技術(shù)包括:JavaEE、ArcGIS Server、RabbitMQ等進(jìn)行了研究;對(duì)開發(fā)不動(dòng)產(chǎn)登記管理系統(tǒng)涉及到的業(yè)務(wù)銜接性和數(shù)據(jù)銜接進(jìn)行了分析;在各類分析的結(jié)果上對(duì)系統(tǒng)的功能性需求和非功能性需求進(jìn)行了描述。作者將系統(tǒng)的功能性需求和非功能性需求與《不動(dòng)產(chǎn)登記暫行條例》、《不動(dòng)產(chǎn)登記數(shù)據(jù)庫標(biāo)準(zhǔn)》相結(jié)合,對(duì)不動(dòng)產(chǎn)登記管理系統(tǒng)的架構(gòu)、數(shù)據(jù)庫和功能模塊進(jìn)行設(shè)計(jì)。并且根據(jù)設(shè)計(jì)方案對(duì)系統(tǒng)進(jìn)行開發(fā)研究且實(shí)現(xiàn)了“基礎(chǔ)數(shù)據(jù)”、“權(quán)籍調(diào)查”、“案件管理”等部分功能模塊,同時(shí)選取一個(gè)不動(dòng)產(chǎn)登記業(yè)務(wù)流程對(duì)系統(tǒng)進(jìn)行展示。
[Abstract]:The real estate registration in our country is in the administrative level of the real estate for a long time, ignoring the important significance of the real estate registration to the security of the property right transaction and the market economy. Under the background of current market economy, it is imperative to establish and perfect the classification, investigation, registration and statistics system of real estate by using modern information technology. In accordance with the implementation of the Provisional regulations on Real Estate Registration in China, the author researches and develops the real estate registration management system based on JavaEE technology. This paper introduces the theory of unified registration of real estate, the evolution path and present situation of the registration system of real estate in our country and the present situation of information of real estate registration at home and abroad. The related technologies of building real estate registration management system include: JavaEE,ArcGIS Server, RabbitMQ et al. This paper analyzes the business connectivity and data connection involved in the development of real estate registration management system, and describes the functional and non-functional requirements of the system on the basis of the results of various analyses. Combining the functional and non-functional requirements of the system with the Provisional regulations on Real Estate Registration and the Standard for Real Estate Registration Database, the author designs the architecture, database and functional modules of the real estate registration management system. According to the design scheme, the system is developed and researched, and some functional modules such as "basic data", "title investigation" and "case management" are realized. At the same time, a real estate registration business process is selected to display the system.
