【摘要】：在城鎮(zhèn)化發(fā)展的新階段,城市面臨著由物質(zhì)性建設(shè)向以人為本的綜合社會(huì)治理轉(zhuǎn)型。在這樣的背景下,智慧城市的發(fā)展也面臨著由以技術(shù)和藍(lán)圖為導(dǎo)向向以人文本、問(wèn)題導(dǎo)向轉(zhuǎn)型的必然要求,需通過(guò)智慧城市技術(shù),推動(dòng)智慧管理的實(shí)施和城市治理的優(yōu)化。文章基于大量智慧城市頂層設(shè)計(jì)與應(yīng)用實(shí)踐,提出了以問(wèn)題為導(dǎo)向、數(shù)據(jù)為中心的新型智慧城市建設(shè)方法論,在發(fā)現(xiàn)問(wèn)題和解決問(wèn)題兩個(gè)層面上,明確了以人為本的智慧城市七大發(fā)展原則,并探討了新型智慧城市對(duì)于城市治理發(fā)展的深刻影響。
[Abstract]:In the new stage of urbanization, the city is facing the transformation from material construction to people-oriented comprehensive social governance. Under this background, the development of the intelligent city is also facing the inevitable requirement of the transformation from the technology and blueprint to the human text, which need to promote the implementation of the intelligent management and the optimization of the urban governance through the intelligent city technology. Based on the top-level design and application practice of a large number of intelligent cities, this paper puts forward a new methodology of intelligent city construction, which is problem-oriented and data-centric, on the two levels of problem discovery and problem-solving. This paper clarifies the seven developing principles of human oriented intelligent city, and probes into the profound influence of the new intelligent city on the development of urban governance.
