【摘要】：建立和實(shí)施以土地為核心的不動產(chǎn)統(tǒng)一登記制度,是我國產(chǎn)權(quán)管理體制機(jī)制的重大改革,設(shè)計(jì)統(tǒng)一登記機(jī)構(gòu)、統(tǒng)一登記依據(jù)、統(tǒng)一登記薄證、統(tǒng)一登記信息平臺等工作要逐一落實(shí)到位,任務(wù)極其艱巨。當(dāng)務(wù)之急,就是國土資源部副部長徐德明在2014年全國國土資源工作會議上說的:重點(diǎn)做好不動產(chǎn)統(tǒng)一登記頂層設(shè)計(jì)。不動產(chǎn)登記信息管理基礎(chǔ)平臺建設(shè)是一項(xiàng)全局性、前瞻性的工作,首先應(yīng)當(dāng)進(jìn)行頂層設(shè)計(jì)因此,不動產(chǎn)登記信息管理基礎(chǔ)平臺建設(shè)必須重視頂層設(shè)計(jì),全面實(shí)施信息資源規(guī)劃,來化解這一難題。實(shí)行以土地登記為核心的不動產(chǎn)登記體制,符合自然規(guī)律,也是當(dāng)前世界上大多數(shù)國家采用的方法。以土地為核心構(gòu)建不動產(chǎn)統(tǒng)一登記體系,其中心思想是各類使用權(quán)登記必須以相應(yīng)的土地所有權(quán)登記為基礎(chǔ),地上附著物登記以相應(yīng)土地使用權(quán)登記為基礎(chǔ),后續(xù)登記必須與前期登記信息相吻合。本論文根據(jù)土地登記業(yè)務(wù)的特點(diǎn)以及工作流程,在理論和實(shí)踐的基礎(chǔ)上探討如何設(shè)計(jì)并開發(fā)一個簡單易用的網(wǎng)絡(luò)土地不動產(chǎn)信息登記系統(tǒng)。該系統(tǒng)以PHP語言為基礎(chǔ)實(shí)現(xiàn)各個模塊功能以及對數(shù)據(jù)庫的調(diào)用等操作,而土地登記業(yè)務(wù)的各類業(yè)務(wù)信息存儲于My SQL數(shù)據(jù)庫中。因此,這是一個基于PHP+My SQL的網(wǎng)絡(luò)土地信息登記系統(tǒng)。為廣大企事業(yè)單位、社會公眾提供業(yè)務(wù)申報、業(yè)務(wù)辦理情況查詢、土地登記信息查詢、政務(wù)管理信息的發(fā)布與查詢、地圖查詢的瀏覽與查詢等便民服務(wù),從而采用“電子政務(wù)”的模式提高了政府管理部門辦理日常業(yè)務(wù)效率。論文主要研究如何基于PHP技術(shù),在計(jì)算機(jī)軟硬件技術(shù)的支持下,詳細(xì)設(shè)計(jì)開發(fā)網(wǎng)絡(luò)土地不動產(chǎn)信息登記系統(tǒng)。具體包括:研究土地登記業(yè)務(wù)流程與特點(diǎn),并在此基礎(chǔ)上構(gòu)建網(wǎng)絡(luò)土地登記信息系統(tǒng)的總體框架。研究土地登記數(shù)據(jù)庫模型,對土地登記屬性數(shù)據(jù)數(shù)據(jù)庫進(jìn)行建庫存儲于My SQL數(shù)據(jù)庫中進(jìn)行統(tǒng)一存儲和管理。系統(tǒng)實(shí)驗(yàn)開發(fā)。研究如何利用網(wǎng)絡(luò)編程語言PHP與My SQL關(guān)系數(shù)據(jù)庫等進(jìn)行土地登記信息系統(tǒng)的設(shè)計(jì)與研發(fā)。
[Abstract]:The establishment and implementation of a unified registration system for real estate with the core of land as the core is a major reform of the system of property rights management in China. Unified registration information platform and other work to be implemented one by one, the task is extremely arduous. The top priority is what Xu Deming, deputy minister of land and resources, said at the 2014 National Land and Resources work Conference: focus on the top floor design of unified real estate registration. The construction of the information management platform of real estate registration is an overall and forward-looking work. First of all, the top level design should be carried out. Therefore, the construction of the information management platform of real estate registration must pay attention to the top level design and implement the information resource planning in an all-round way. To solve this problem. The implementation of the real estate registration system with land registration as the core conforms to the natural law and is also the method adopted by most countries in the world at present. Taking land as the core to construct the real estate unified registration system, its central idea is that the registration of all kinds of use rights must be based on the corresponding land ownership registration, and the aboveground attachment registration should be based on the corresponding land use right registration. Subsequent registration must be consistent with previous registration information. According to the characteristics and workflow of land registration business, this paper discusses how to design and develop a simple and easy-to-use land real estate information registration system based on theory and practice. Based on the PHP language, the system realizes the functions of each module and the operation of calling the database, while all kinds of business information of the land registration business are stored in the My SQL database. Therefore, this is a network land information registration system based on PHP My SQL. Providing convenient services for enterprises and institutions, the public and the public, such as business declaration, business inquiry, land registration information query, administrative information publication and query, map query browsing and query, etc. Thus, the mode of e-government has improved the efficiency of daily operation of government management department. This paper mainly studies how to design and develop network land real estate information registration system based on PHP technology and with the support of computer software and hardware technology. The main contents are as follows: to study the business process and characteristics of land registration and to construct the general framework of the network land registration information system on this basis. The land registration database model is studied and the land registration attribute database is built and stored in the My SQL database for unified storage and management. System experimental development. This paper studies how to design and develop land registration information system by using network programming language PHP and My SQL relational database.
