【摘要】：全球智慧城市發(fā)展大體經(jīng)歷了構(gòu)想萌芽、探索起步、全面推廣三個(gè)階段,初步形成了創(chuàng)新引領(lǐng)、項(xiàng)目驅(qū)動(dòng)、政企合作、政策引導(dǎo)、產(chǎn)業(yè)促進(jìn)等不同發(fā)展路徑,并呈現(xiàn)出建設(shè)方案整體化、經(jīng)營(yíng)模式多元化、信息平臺(tái)開(kāi)放化、服務(wù)功能人性化、市場(chǎng)競(jìng)爭(zhēng)國(guó)際化的發(fā)展趨勢(shì)。國(guó)外智慧城市的建設(shè)各具特色,既提升了城市的宜居性和居民的生活品質(zhì),也促進(jìn)了當(dāng)?shù)亟?jīng)濟(jì)社會(huì)可持續(xù)發(fā)展。歸結(jié)起來(lái),大致有以下四點(diǎn)值得我們學(xué)習(xí):一是堅(jiān)持政府主導(dǎo),注重頂層設(shè)計(jì);二是堅(jiān)持以人為本,提升城市品質(zhì);三是堅(jiān)持典型示范,穩(wěn)步有序推進(jìn);四是堅(jiān)持立足實(shí)際,突出自身特色。借鑒國(guó)際經(jīng)驗(yàn),當(dāng)前我國(guó)智慧城市建設(shè)應(yīng)著重抓好頂層設(shè)計(jì)、管理體制創(chuàng)新、基礎(chǔ)設(shè)施建設(shè)、安全保障等工作。
[Abstract]:The development of intelligent cities in the world has generally experienced three stages: conception germination, exploration starting, and comprehensive promotion. It has initially formed different development paths such as innovation leading, project driving, government and enterprise cooperation, policy guidance, industry promotion, etc. It also presents the development trend of integrated construction scheme, diversified management mode, open information platform, humanized service function and internationalization of market competition. The construction of foreign intelligent cities has its own characteristics, which not only improves the livability of cities and the quality of life of residents, but also promotes the sustainable development of local economy and society. To sum up, there are four points worth learning: first, adhere to the government-led, pay attention to top-level design; second, adhere to people-oriented, improve the quality of the city; third, adhere to the typical demonstration, steady and orderly progress; Fourth, stick to reality, highlight their own characteristics. For reference of international experience, the construction of intelligent cities in our country should focus on top level design, management system innovation, infrastructure construction, safety guarantee and so on.
