紀檢監(jiān)察信息化工作平臺的設計與實現(xiàn)

【摘要】:2006年,中央紀委、監(jiān)察部等部門聯(lián)合下發(fā)《關于開展行政審批電子監(jiān)察工作的通知》后,全國各地逐步開展電子監(jiān)察系統(tǒng)的建設工作。在建立健全懲防體系的實踐中,電子監(jiān)察已經(jīng)成為反腐敗的重要手段,各地運用“制度+科技”防治腐敗,在權力設置、權力執(zhí)行以及權力監(jiān)督三個方面進行了實質(zhì)性的創(chuàng)新,強化了對權力的監(jiān)督,增強了制度的執(zhí)行力,取得了積極效果。本系統(tǒng)的設計通過梳理、規(guī)范順義區(qū)紀檢監(jiān)察關注業(yè)務,力求建立起順義區(qū)紀檢監(jiān)察信息化工作平臺的基礎框架,重點業(yè)務監(jiān)察子系統(tǒng),廉政風險分析決策子系統(tǒng),視頻監(jiān)察子系統(tǒng),監(jiān)察數(shù)據(jù)中心、業(yè)務接口,最終實現(xiàn)市區(qū)兩級數(shù)據(jù)對接,以推動建立廉潔、高效、公開透明的政務環(huán)境。本系統(tǒng)基于JavaEE,采用瀏覽器/服務器結(jié)構和客戶機/服務器結(jié)構,界面設計采用JSP/Servlet技術;使用SOA應用實現(xiàn)面向數(shù)據(jù)服務的應用接口組件和接口設計,結(jié)合PKI技術的安全XML技術建立接口標準;系統(tǒng)基于WEB Service進行應用系統(tǒng)整合。在系統(tǒng)技術實現(xiàn)上,對系統(tǒng)的體系結(jié)構及系統(tǒng)內(nèi)核進行設計,最大限度的實現(xiàn)重用;基于報表技術實現(xiàn)報表自定義與管理,提供高性能、高效率的報表系統(tǒng)解決方案;使用基于組件模型的系統(tǒng)內(nèi)核結(jié)構,分解業(yè)務處理流程,把系統(tǒng)劃分為若干通用組件和若干業(yè)務功能組件。本系統(tǒng)將以搭建覆蓋順義全區(qū)的紀檢監(jiān)察信息化工作平臺(廉政風險防控區(qū)縣二級平臺)為載體,以電子監(jiān)察為技術手段,突出對黨政主要領導自身廉政建設和行政行權過程中的監(jiān)督、監(jiān)察,落實紀檢監(jiān)察工作既管“人”,又管“事”,管“人”管“事”相結(jié)合的工作方針,為順義區(qū)實現(xiàn)“打造臨空經(jīng)濟區(qū),建設世界空港城”的總體目標營造風清氣正的發(fā)展環(huán)境。
[Abstract]:In 2006, after the Central discipline Inspection Commission, the Ministry of Supervision and other departments jointly issued the Circular on Electronic Supervision of Administrative examination and approval, the construction of electronic supervision system was gradually carried out throughout the country. In the practice of establishing and perfecting the system of punishment and prevention, electronic supervision has become an important means to combat corruption, and various localities have made substantial innovations in the three aspects of power setup, power execution and power supervision by using "system science and technology" to prevent and control corruption. Strengthened the supervision of the power, strengthened the system execution, obtained the positive effect. Through combing and standardizing discipline inspection and supervision in Shunyi District, this system is designed to establish the basic framework of discipline inspection and supervision information work platform in Shunyi District, the key business supervision subsystem, and the clean government risk analysis and decision-making subsystem. Video monitoring subsystem, monitoring data center, business interface, finally realize the data docking between two levels of urban area, in order to promote the establishment of clean, efficient, open and transparent government environment. This system is based on Java EE. it adopts browser / server structure and client / server structure, interface design adopts JSP/Servlet technology, SOA application realizes data service oriented application interface component and interface design. The interface standard is established based on the secure XML technology of PKI, and the application system is integrated based on WEB Service. In the realization of system technology, the architecture and kernel of the system are designed and reused to the maximum extent, and the report forms are customized and managed based on the report technology to provide a high performance and high efficiency report system solution. The system kernel structure based on component model is used to decompose the business process, and the system is divided into several general components and some business functional components. This system will build the discipline inspection and supervision information work platform covering Shunyi district (the second level platform of clean government risk prevention and control district) as the carrier, take electronic supervision as the technical means, Stressing the supervision, supervision and implementation of the discipline inspection and supervision work in the process of leading the party and government in the process of building a clean and honest government and exercising administrative power, combining the work of "people" with "affairs", and "people" with "matters", For Shunyi District to achieve the overall goal of "creating an air-front economic zone and building a world airport city", the development environment is created.
