【摘要】：我國(guó)面臨著嚴(yán)峻的社會(huì)老齡化問(wèn)題,在2012年,全國(guó)65歲及以上人口數(shù)量在已達(dá)到1.2億；到2030年,預(yù)計(jì)占全國(guó)總?cè)丝诘谋戎貙⑦_(dá)到18.2%左右,養(yǎng)老問(wèn)題日益成為社會(huì)各界關(guān)注的焦點(diǎn)問(wèn)題。我國(guó)的養(yǎng)老形式中占據(jù)支撐地位的是機(jī)構(gòu)養(yǎng)老,但養(yǎng)老機(jī)構(gòu)普遍存在著護(hù)理服務(wù)管理粗放、服務(wù)量化缺失、服務(wù)任務(wù)不清晰、服務(wù)標(biāo)準(zhǔn)不明確等問(wèn)題。論文提出了以服務(wù)標(biāo)準(zhǔn)化為基礎(chǔ),以服務(wù)排程為手段,以服務(wù)過(guò)程管理為核心的解決辦法,并應(yīng)用研究?jī)?nèi)容,設(shè)計(jì)、實(shí)現(xiàn)了一款養(yǎng)老機(jī)構(gòu)服務(wù)管理信息系統(tǒng)。主要研究?jī)?nèi)容包括：(1)以示例養(yǎng)老機(jī)構(gòu)為例,分析我國(guó)養(yǎng)老機(jī)構(gòu)在服務(wù)管理方面存在的問(wèn)題,分析了其中的主要原因,提出了以標(biāo)準(zhǔn)化服務(wù)為基礎(chǔ)的服務(wù)排程解決方案,分析了解決問(wèn)題需要用到的關(guān)鍵技術(shù)：互聯(lián)網(wǎng)技術(shù)、RFID技術(shù)；(2)詳細(xì)分析服務(wù)排程的必要性、原理,首先設(shè)計(jì)了一種服務(wù)BOM的結(jié)構(gòu)以適應(yīng)服務(wù)標(biāo)準(zhǔn)化的需要,然后集合養(yǎng)老機(jī)構(gòu)的管理特點(diǎn),提出服務(wù)中心、服務(wù)需求的概念,最后以這些為基礎(chǔ)實(shí)現(xiàn)了算法；(3)對(duì)以服務(wù)管理為核心的信息系統(tǒng)展開(kāi)詳細(xì)設(shè)計(jì),在技術(shù)架構(gòu)上采用分層模式,在功能上將系統(tǒng)劃分Web端、移動(dòng)端兩部分,并設(shè)計(jì)了兩部分的詳細(xì)功能,最后根據(jù)這些信息設(shè)計(jì)了系統(tǒng)的數(shù)據(jù)庫(kù)；(4)根據(jù)設(shè)計(jì)內(nèi)容,使用Eagle框架開(kāi)發(fā)實(shí)現(xiàn)了Web端系統(tǒng)的功能,使用Native App模式開(kāi)發(fā)了安卓平臺(tái)的移動(dòng)端功能,并實(shí)現(xiàn)了基于RFID技術(shù)的報(bào)工功能。系統(tǒng)在示范養(yǎng)老機(jī)構(gòu)的成功實(shí)施應(yīng)用表明論文提出的解決辦法具有實(shí)用性,可以推廣應(yīng)用。養(yǎng)老問(wèn)題在未來(lái)幾十年內(nèi)都會(huì)是我國(guó)面臨的一個(gè)重大問(wèn)題,隨著制度方面的健全,養(yǎng)老機(jī)構(gòu)服務(wù)管理會(huì)逐漸向精細(xì)化方向發(fā)展；居家養(yǎng)老、社區(qū)養(yǎng)老等模式將更加重要,而這些模式對(duì)養(yǎng)老服務(wù)過(guò)程與服務(wù)質(zhì)量管理的要求更高。相信文章的研究?jī)?nèi)容將會(huì)為解決我國(guó)的養(yǎng)老問(wèn)題做出貢獻(xiàn)。
[Abstract]:China is facing a severe problem of social aging. In 2012, the number of the population aged 65 and above has reached 120 million. By 2030, the proportion of the total population in China is expected to reach about 18.2%. Pension problem has increasingly become the focus of attention from all walks of life. In our country, the supporting status of the old-age care system is institutional old-age support, but there are some problems such as extensive nursing service management, lack of service quantification, unclear service tasks, unclear service standards and so on. This paper proposes a solution based on service standardization, service scheduling and service process management, and designs and implements a service management information system for pension institutions by applying the research contents. The main research contents are as follows: (1) taking the example of pension institutions as an example, this paper analyzes the problems existing in the service management of pension institutions in China, analyzes the main reasons, and puts forward a service scheduling solution based on standardized services. The key technologies used to solve the problem are analyzed: Internet technology and RFID technology; (2) the necessity and principle of service scheduling are analyzed in detail. Firstly, a service BOM structure is designed to meet the needs of service standardization. Then the management characteristics of pension institutions are collected, and the concept of service center and service demand is put forward. Finally, the algorithm is implemented on the basis of these. (3) the detailed design of information system based on service management is carried out. In the technical framework, the system is divided into two parts: Web end and mobile end. The detailed functions of the two parts are designed. Finally, the database of the system is designed according to these information. (4) according to the design content, The function of web end system is realized by using Eagle framework, the mobile side function of Android platform is developed by Native App mode, and the application function based on RFID technology is realized. The successful application of the system in the demonstration pension institution shows that the solution proposed in this paper is practical and can be popularized and applied. The pension problem will be a major problem in our country in the next few decades. With the perfection of the system, the service management of the old-age institutions will gradually develop in the direction of refinement, and the models of home pension and community old-age support will become more important. These models have higher requirements for pension service process and service quality management. I believe that the content of the article will contribute to solving the pension problem in China.
