基于智慧城市的直通聯(lián)辦平臺(tái)的設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:隨著打造智慧杭州“十二五”整體規(guī)劃的提出,杭州市政府需要進(jìn)一步提高信息化建設(shè)水平。目前杭州服務(wù)熱線號(hào)碼很多,服務(wù)渠道也多樣化,群眾進(jìn)行咨詢和投訴沒有統(tǒng)一的平臺(tái),沒有形成規(guī)范統(tǒng)一的登記、受理、分派、處理、辦結(jié)、審核和歸檔程序,各級(jí)政府之間缺乏聯(lián)動(dòng)機(jī)制,存在服務(wù)效率低下問題。本課題正是基于這樣的背景下提出的。本文對(duì)直通聯(lián)辦平臺(tái)的實(shí)施過程進(jìn)行研究,文章分析了在政府受理群眾投訴和咨詢方面存在的問題,提出了課題研究背景,指出了課題研究需要達(dá)到的目的,并指明了課題研究帶來的重要意義;然后分析了系統(tǒng)業(yè)務(wù)現(xiàn)狀和功能需求,并從總體框架、業(yè)務(wù)流程、業(yè)務(wù)架構(gòu)、技術(shù)架構(gòu)等方面對(duì)系統(tǒng)進(jìn)行了總體設(shè)計(jì)。最后對(duì)系統(tǒng)進(jìn)行功能模塊的詳細(xì)設(shè)計(jì)與編碼實(shí)現(xiàn)。本文研究的直通聯(lián)辦平臺(tái)主要包括服務(wù)受理系統(tǒng)、指揮調(diào)度系統(tǒng)、辦理處理子系統(tǒng)等系統(tǒng)。通過系統(tǒng)功能測(cè)試和數(shù)據(jù)完整性測(cè)試,確定系統(tǒng)功能正常、性能穩(wěn)定。本文重點(diǎn)從需求分析、總體設(shè)計(jì)、詳細(xì)設(shè)計(jì)與實(shí)現(xiàn)等幾個(gè)方面進(jìn)行了研究。系統(tǒng)主要采用十分成熟穩(wěn)定的J2EE開發(fā)技術(shù),集成了Spring MVC框架,使用了Weblogic中間件,提供了編程模型、架構(gòu)、安全性和事務(wù)支持。用戶可以通過B/S模式訪問系統(tǒng),本平臺(tái)能夠利用Webservice接口與外部應(yīng)用系統(tǒng)進(jìn)行對(duì)接,實(shí)現(xiàn)數(shù)據(jù)資源和基礎(chǔ)功能的共享。杭州市直通聯(lián)辦平臺(tái)采用當(dāng)前比較成熟穩(wěn)定的技術(shù)進(jìn)行開發(fā),基本滿足了政府部門在這方面的信息化管理需要,提高了政府工作效率,提高了智慧政務(wù)信息化管理水平和信息化配套建設(shè)水準(zhǔn),滿足了政府部門對(duì)信息化系統(tǒng)及運(yùn)營(yíng)管理的需求,提升了整個(gè)政府的信息化配套服務(wù)水平。
[Abstract]:With the development of the "12th Five-Year Plan" of Hangzhou, Hangzhou government needs to improve the level of information construction. At present, there are many service hotlines in Hangzhou, and the service channels are also diversified. There is no unified platform for the masses to consult and complain, and no standardized procedures for registration, acceptance, distribution, handling, completion, examination and filing have not been formed. There is a lack of linkage mechanism among governments at all levels, and there is a problem of inefficient service. This subject is based on this background. This paper studies the implementation process of the platform, analyzes the problems in accepting complaints and consulting from the masses, puts forward the background of the research, and points out the purpose of the research. It also points out the significance of the research, and then analyzes the current situation and functional requirements of the system, and designs the overall system from the overall framework, business process, business architecture, technical architecture, and so on. At last, the function module of the system is designed and coded in detail. The platform of this paper mainly includes service acceptance system, command and dispatch system, processing subsystem and so on. Through the system function test and the data integrity test, determines the system function to be normal, the performance is stable. This paper focuses on requirements analysis, overall design, detailed design and implementation of several aspects. The system mainly adopts very mature and stable J2EE development technology, integrates Spring MVC framework, uses WebLogic middleware, and provides programming model, architecture, security and transaction support. Users can access the system through the B / S mode. The platform can use the Web service interface to connect with the external application system to realize the sharing of data resources and basic functions. Hangzhou through the United Office platform using the current more mature and stable technology to develop, basically meet the needs of government departments in this area of information management, improve the efficiency of government work. It improves the level of intelligent government information management and the level of information supporting construction, meets the needs of government departments for information system and operation management, and promotes the whole government information supporting service level.
