【摘要】:本課題是電網(wǎng)工程設(shè)計(jì)評(píng)審業(yè)務(wù)過(guò)程管控模式研究與信息系統(tǒng)建設(shè),主要是針對(duì)寧夏經(jīng)濟(jì)技術(shù)研究院在國(guó)家電網(wǎng)公司提出“三集五大”戰(zhàn)略的情況下,如何在評(píng)審業(yè)務(wù)上進(jìn)行革新,以技術(shù)手段作為保證,以達(dá)到國(guó)家電網(wǎng)公司精益化管理的要求。在本研究主要采用目標(biāo)分解方法、過(guò)程控制方法對(duì)電網(wǎng)工程設(shè)計(jì)評(píng)審業(yè)務(wù)運(yùn)行狀況和發(fā)展需求進(jìn)行分析,革新電網(wǎng)工程設(shè)計(jì)評(píng)審過(guò)程管理模式,并充分考慮評(píng)審特點(diǎn),緊跟需求,在現(xiàn)有資源基礎(chǔ)上,努力構(gòu)建即符合國(guó)家電網(wǎng)工程設(shè)計(jì)評(píng)審要求,又功能齊全、簡(jiǎn)潔有效、安全性好的輸變電工程設(shè)計(jì)評(píng)審平臺(tái),滿足項(xiàng)目設(shè)計(jì)評(píng)審的需要。電網(wǎng)工程設(shè)計(jì)評(píng)審管控系統(tǒng)建設(shè)符合目前工程設(shè)計(jì)評(píng)審工作信息化支撐的建設(shè)需求,以人為本,從實(shí)地出發(fā)解決目前工作中單位協(xié)同、申報(bào)標(biāo)準(zhǔn)畫(huà)、評(píng)審流程化、應(yīng)用自動(dòng)化的管理需求。充分發(fā)揮信息化系統(tǒng)特點(diǎn)和優(yōu)勢(shì),有效輔助公司從計(jì)劃制定執(zhí)行、資料目錄及申報(bào)標(biāo)準(zhǔn)、評(píng)審流程監(jiān)測(cè)和干預(yù)、評(píng)審質(zhì)量考評(píng)與分析等方面改變目前的管理模式,實(shí)現(xiàn)工程設(shè)計(jì)評(píng)審體系化管理,提高評(píng)審效率和質(zhì)量。
[Abstract]:This topic is the management and control mode research and information system construction of power grid engineering design review business process, mainly aimed at Ningxia Economic and technological Research Institute under the situation that the State Grid Company put forward "three sets and five big" strategy. How to carry on the innovation in the appraisal business, take the technical means as the guarantee, in order to meet the state grid company lean management request. In this study, the objective decomposition method and process control method are used to analyze the operation status and development requirements of power network engineering design review business, to innovate the management model of power network engineering design review process, and to take full account of the characteristics of the review. In keeping with the demand and on the basis of the existing resources, this paper tries to construct a design evaluation platform for transmission and transformation projects that meets the requirements of the State Grid Engineering Design Review, and has complete functions, simple and effective, and good safety, to meet the needs of project design review. The construction of power network engineering design review and control system accords with the construction needs of the current engineering design review work information support, people-oriented, from the field to solve the current work unit coordination, declaration standard drawing, review process, Application automation management requirements. Give full play to the characteristics and advantages of the information system, and effectively assist the company in changing the current management mode from the aspects of plan formulation and execution, data catalogue and declaration standards, monitoring and intervention of the review process, evaluation and quality evaluation and analysis, etc. To realize systematic management of engineering design review and improve the efficiency and quality of evaluation.
