【摘要】：我國(guó)非煤礦山企業(yè)安全生產(chǎn)形勢(shì)非常嚴(yán)峻,事故多發(fā)的原因不僅是表面上的直接原因,而且更加讓人值得深究的是管理上的間接原因。因此,評(píng)估非煤礦山企業(yè)的安全管理水平,找出其安全管理工作中存在的弊病,幫助非煤礦山企業(yè)明確自己為了實(shí)現(xiàn)安全目標(biāo)應(yīng)該努力的方向,這無(wú)疑是擺在非煤礦山企業(yè)及評(píng)價(jià)人員面前亟待解決的技術(shù)難題。本文首先在對(duì)國(guó)內(nèi)外文獻(xiàn)梳理和相關(guān)理論闡述的基礎(chǔ)上,從管理的計(jì)劃職能、組織職能、領(lǐng)導(dǎo)職能、控制職能四方面提出了非煤礦企業(yè)安全管理水平的影響因素。構(gòu)建了包含15個(gè)一級(jí)指標(biāo)要素和42個(gè)二級(jí)指標(biāo)要素的非煤礦山企業(yè)安全管理水平評(píng)價(jià)指標(biāo)體系。其中一級(jí)指標(biāo)包括安全目標(biāo)、法規(guī)標(biāo)準(zhǔn)、安全投入、安全管理組織、安全規(guī)章制度、管理者的安全意識(shí)與行為、溝通、安全獎(jiǎng)懲、安全檢查、風(fēng)險(xiǎn)管理、安全教育培訓(xùn)、應(yīng)急管理、現(xiàn)場(chǎng)管理、事故糾防、績(jī)效測(cè)量與評(píng)價(jià)。然后在成熟度模型理論的基礎(chǔ)上,通過(guò)調(diào)研非煤礦山企業(yè)安全管理的現(xiàn)狀及特點(diǎn),構(gòu)建了非煤礦山企業(yè)安全管理水平評(píng)價(jià)模型,把非煤礦山企業(yè)的安全管理水平由低級(jí)到高級(jí)分為混亂級(jí)、簡(jiǎn)單級(jí)、規(guī)范級(jí)、精益級(jí)、優(yōu)化級(jí)5個(gè)等級(jí)層次,并定義了各個(gè)指標(biāo)在每個(gè)等級(jí)層次的等級(jí)標(biāo)準(zhǔn)。接著以主成分分析法與多邊形面積法相結(jié)合的評(píng)價(jià)方法對(duì)非煤礦山企業(yè)的安全管理水平進(jìn)行評(píng)估,確定其等級(jí),找出其在安全管理方面的優(yōu)勢(shì)與缺陷,并提出了非煤礦山企業(yè)安全管理水平實(shí)現(xiàn)持續(xù)改進(jìn)的應(yīng)用過(guò)程。最后,以廣西桂華成有限責(zé)任公司珊瑚礦為礦山企業(yè)安全管理水平評(píng)價(jià)模型的應(yīng)用對(duì)象,對(duì)其進(jìn)行安全管理水平評(píng)估,對(duì)評(píng)估結(jié)果進(jìn)行分析。
[Abstract]:The situation of safety production in non-coal mining enterprises in China is very severe. The reason of accidents is not only the direct cause on the surface, but also the indirect cause of management. Therefore, we should assess the safety management level of non-coal mining enterprises, find out the shortcomings in their safety management work, and help non-coal mining enterprises to make clear the direction that they should strive to achieve their safety goals. This is undoubtedly a technical problem to be solved urgently in front of non-coal mining enterprises and appraisers. On the basis of combing the domestic and foreign literature and expounding the relevant theories, this paper puts forward the factors influencing the safety management level of non-coal mining enterprises from four aspects: planning function, organization function, leadership function and control function. The evaluation index system of safety management level of non-coal mining enterprises is constructed, which includes 15 first-grade index elements and 42 second-class index elements. Among them are safety objectives, regulations and standards, safety input, safety management organization, safety rules and regulations, safety awareness and behavior of managers, communication, safety rewards and punishments, safety inspection, risk management, safety education and training, Emergency management, site management, accident correction, performance measurement and evaluation. Then on the basis of maturity model theory, by investigating the present situation and characteristics of safety management in non-coal mining enterprises, the evaluation model of safety management level of non-coal mining enterprises is constructed. The safety management level of non-coal mining enterprises is divided from low level to high level into five levels: confusion level, simple level, standard level, lean level and optimization level, and the grade standard of each index at each level is defined. Then it evaluates the safety management level of non-coal mining enterprises by combining principal component analysis and polygon area method, determines its grade, and finds out its advantages and disadvantages in safety management. The application process of realizing continuous improvement of safety management level in non-coal mine enterprises is put forward. Finally, taking the coral mine of Guangxi Gui Hua Cheng Co., Ltd as the application object of the safety management level evaluation model of mining enterprises, the safety management level is evaluated and the evaluation results are analyzed.
