武漢市城市公共交通發(fā)展模式研究

【摘要】:對(duì)于現(xiàn)代化大城市,公共交通成為這座城市的關(guān)鍵性組成部分已廣泛達(dá)成共識(shí)。公共交通為城市的正常生產(chǎn)、生活運(yùn)轉(zhuǎn)提供保障,對(duì)城市經(jīng)濟(jì)、社會(huì)事業(yè)的發(fā)展起著基礎(chǔ)和促進(jìn)作用。在經(jīng)濟(jì)高速發(fā)展的大背景下,武漢正面臨著城市化、機(jī)動(dòng)化、市場(chǎng)化的挑戰(zhàn),有限的城市道路資源與不斷增長(zhǎng)的交通出行需求之間的矛盾,成為城市發(fā)展過(guò)程中面臨的主要問(wèn)題。非公共交通車(chē)輛的迅猛增長(zhǎng),讓武漢這座城市硬件基礎(chǔ)設(shè)施不堪重負(fù)。在城市決策者和學(xué)者的共同努力下,這座城市的近期及遠(yuǎn)景規(guī)劃已經(jīng)出臺(tái),隨之而來(lái)的是全城范圍的基礎(chǔ)設(shè)施建設(shè)。城市精英們躍躍欲試解決城市交通問(wèn)題,卻為這座城市帶來(lái)了更痛苦的交通擁堵。這成為武漢目前公共交通發(fā)展面臨的重要問(wèn)題。 本文采取正負(fù)相關(guān)案例進(jìn)行引證,,最終分析得出武漢市公共交通發(fā)展模式的優(yōu)化方案。橫向?qū)Ρ热虬l(fā)達(dá)國(guó)家公共交通發(fā)展相對(duì)成熟的大城市,都是因地制宜,各個(gè)城市背景現(xiàn)狀各不相同。首先選取了美國(guó)CC市的案例進(jìn)行論證,該市自身情況是地多人少,公共交通設(shè)施面臨運(yùn)行困難,未解決困局,當(dāng)局大力改造公共交通。目的是吸引更多居民出行選擇公共交通方式。該案例作為負(fù)相關(guān)案例進(jìn)行論證分析,目的是找出武漢與之相反的實(shí)際情況,進(jìn)行反思。其次,選取東京、臺(tái)北和香港三個(gè)案例進(jìn)行分析。此三個(gè)城市處在不同發(fā)展階段。但是與武漢具有相對(duì)應(yīng)的適應(yīng)性。這些城市都是處于區(qū)域中心城市,人口聚集性強(qiáng),人多地少,交通問(wèn)題都是城市在進(jìn)程轉(zhuǎn)型時(shí)期的重要難題。并且前幾個(gè)城市都是發(fā)展軌道交通為主要公共交通方式,以其他作為輔助補(bǔ)充的綜合性公共交通發(fā)展模式。與武漢目前發(fā)展階段具有一定的適應(yīng)性。幾個(gè)案例將是武漢近期和遠(yuǎn)期發(fā)展發(fā)展階段所必然經(jīng)歷的階段。通過(guò)對(duì)國(guó)內(nèi)外相關(guān)案例的學(xué)習(xí)和分析,充分認(rèn)識(shí)武漢自身實(shí)際情況,對(duì)武漢公共交通發(fā)展模式的現(xiàn)階段和未來(lái)發(fā)展方向進(jìn)行綜合性評(píng)價(jià),給以適當(dāng)?shù)慕ㄗh。避免武漢在城市發(fā)展進(jìn)程中,走向城市發(fā)展的誤區(qū)。因此,武漢在學(xué)習(xí)借鑒國(guó)內(nèi)外城市公共交通發(fā)展模式的過(guò)程中,應(yīng)當(dāng)有所取舍。在對(duì)各個(gè)案例分析基礎(chǔ)上,結(jié)合武漢自身公共交通發(fā)展現(xiàn)狀以及未來(lái)發(fā)展方向,對(duì)武漢市公共交通發(fā)展模式的確定提供實(shí)際案例借鑒。 分析武漢交通發(fā)展的現(xiàn)狀和問(wèn)題,主要集中在以下方面:常規(guī)公交運(yùn)營(yíng)線(xiàn)路分布缺乏合理性,分擔(dān)客流與居民出行需求不匹配;城市道路網(wǎng)絡(luò)不合理,不能為公共交通運(yùn)行提供硬件支持;過(guò)江交通壓力過(guò)大,主城區(qū)交通擁堵現(xiàn)象嚴(yán)重;在建工地繁多,道路通行能力嚴(yán)重受限;城市公共交通換乘樞紐設(shè)施規(guī)劃建設(shè)落后,同時(shí)存在換乘設(shè)施建設(shè)不合理現(xiàn)象;管理方式粗放,通勤效率不高,加重資源浪費(fèi)和環(huán)境污染。 在以上分析的基礎(chǔ)上,針對(duì)武漢公共交通發(fā)展存在的一系列問(wèn)題,從當(dāng)前實(shí)際情況出發(fā),分別從政策法規(guī)、規(guī)劃建設(shè)和公眾參與等不同層面提出相關(guān)的對(duì)策和措施。政策法規(guī)方面對(duì)公共交通傾斜,同歸財(cái)稅、補(bǔ)貼等手段引導(dǎo)公共交通發(fā)展;同時(shí)限制非公共交通車(chē)輛的增長(zhǎng)速度,主要是限制私家車(chē)、公車(chē)和特權(quán)車(chē)輛。規(guī)劃建設(shè)層面,繼續(xù)推進(jìn)軌道交通建設(shè),盡快使在建軌道交通工程項(xiàng)目建成通車(chē),加快發(fā)展快速公交系統(tǒng),并形成網(wǎng)絡(luò)達(dá)成有效運(yùn)力;優(yōu)化公交路線(xiàn),統(tǒng)籌規(guī)劃公共交通系統(tǒng),達(dá)到交通出行與公共交通網(wǎng)絡(luò)相匹配;優(yōu)化公交站點(diǎn)分布,實(shí)現(xiàn)交通無(wú)縫接駁。確保公交優(yōu)先通行,提高公交運(yùn)營(yíng)效率。在主要路段和人流集散地給予公共交通車(chē)輛優(yōu)先通過(guò)權(quán),減少公交車(chē)瘦方面干擾造成擁堵,保證其運(yùn)營(yíng)速度,提高通勤效率。通過(guò)公交信息系統(tǒng)能夠準(zhǔn)確掌握公交的運(yùn)行分布、出行特征和需求數(shù)量,為公交優(yōu)先的戰(zhàn)略實(shí)施提供有力的實(shí)踐依據(jù),為相關(guān)法規(guī)措施的制定提供權(quán)威的技術(shù)支持,更好地為規(guī)劃研究、政府決策、行業(yè)管理和公眾服務(wù)等方面提供明確的科學(xué)向?qū)。結(jié)合武漢交通實(shí)際,擴(kuò)展系統(tǒng)規(guī)模,完善系統(tǒng)總體功能。依托交通信息系統(tǒng)為實(shí)際問(wèn)題提供解決方案,進(jìn)一步對(duì)城市交通運(yùn)行、城市發(fā)展做出貢獻(xiàn)。最后,公共交通具有很強(qiáng)社會(huì)屬性,需要加強(qiáng)公眾參與。在前期規(guī)劃設(shè)計(jì)階段需要充分征求公眾意見(jiàn),為后期工程實(shí)施提供更有效依據(jù),是公公出交通更高效服務(wù)公眾。
