【摘要】：農(nóng)村公路是一項重要的基礎設施，與群眾生產(chǎn)生活密切相關，在推動農(nóng)村經(jīng)濟社會發(fā)展方面發(fā)揮了不可替代的重要作用。近年來，青龍滿族自治縣山區(qū)農(nóng)村公路在數(shù)量和質(zhì)量上都得到了較大幅度的提高，基本形成了覆蓋全縣、安全便捷的農(nóng)村公路網(wǎng)絡。隨著經(jīng)濟生產(chǎn)活動的日益頻繁，加之山區(qū)農(nóng)村公路等級較低，農(nóng)村公路發(fā)生一定程度的損毀，需要不斷加強養(yǎng)護管理。但受到地形地勢、經(jīng)濟發(fā)展水平、思維觀念等多方面因素影響，農(nóng)村公路養(yǎng)護管理體制、資金籌集、隊伍建設、技術水平等方面問題日益突出，嚴重影響農(nóng)村公路服務質(zhì)量和水平的提升。對青龍滿族自治縣山區(qū)農(nóng)村公路養(yǎng)護管理的研究，對于加快該縣農(nóng)業(yè)化、產(chǎn)業(yè)化以及城鎮(zhèn)化進程，促進山區(qū)經(jīng)濟社會發(fā)展，具有重要的研究價值和現(xiàn)實意義。 本文從農(nóng)村公路的概念界定入手，總結分析了農(nóng)村公路養(yǎng)護管理的基本內(nèi)涵和重要意義，對青龍滿族自治縣山區(qū)農(nóng)村公路養(yǎng)護管理現(xiàn)狀進行了調(diào)查與研究，通過文獻研究法、案例研究法、實地調(diào)研法、歸納研究法等多種方法，深入分析了該縣山區(qū)農(nóng)村公路養(yǎng)護管理中存在的問題及成因，形成了解決該縣山區(qū)農(nóng)村公路養(yǎng)護管理問題的思路和方法。 針對存在問題，結合山區(qū)縣、民族自治縣、扶貧開發(fā)重點縣的實際情況及國家的有關政策，提出了完善山區(qū)農(nóng)村公路養(yǎng)護管理的措施和建議。主要圍繞完善農(nóng)村公路建設、加快發(fā)展交通經(jīng)濟、積極應對不可抗力因素、完善養(yǎng)護管理體制、推行市場化改革、拓寬資金籌集路徑、加強路產(chǎn)路權管理、民族自治及扶貧開發(fā)政策的利用等方面，，提出必須堅持因地制宜的原則，立足實際，探索具有山區(qū)特色的農(nóng)村公路養(yǎng)護管理之路。
[Abstract]:Rural highway is an important infrastructure which is closely related to the production and life of the masses and plays an irreplaceable role in promoting the development of rural economy and society. In recent years, the quantity and quality of the rural highways in the mountainous areas of Azure Dragon Manchu Autonomous County have been greatly improved, and the rural highway network covering the whole county and safe and convenient has basically been formed. With the increasing economic production activities and the low grade of rural roads in mountainous areas, rural roads are damaged to a certain extent, so it is necessary to strengthen the maintenance and management. However, affected by topography, economic development level, thinking concept and so on, the problems of rural highway maintenance and management system, fund raising, team building, technical level and so on become increasingly prominent. Seriously affect the quality and level of rural highway services. The study on the maintenance and management of rural roads in the mountainous areas of Azure Dragon Manchu Autonomous County has important research value and practical significance for speeding up the process of agricultural industrialization and urbanization in this county and promoting the economic and social development of mountainous areas. Starting with the definition of the concept of rural highway, this paper summarizes and analyzes the basic connotation and significance of rural highway maintenance and management, investigates and studies the current situation of rural highway maintenance and management in the mountainous area of Azure Dragon Manchu Autonomous County, and through the method of literature research. This paper analyzes the problems and causes of rural highway maintenance and management in mountainous area of this county, and forms the train of thought and method to solve the problem of rural highway maintenance and management in mountainous area of this county. In view of the existing problems, combined with the actual situation of mountain county, ethnic autonomous county, key county of poverty alleviation and development and the relevant policies of the country, the paper puts forward some measures and suggestions to improve the maintenance and management of rural highway in mountainous area. It mainly revolves around perfecting rural highway construction, speeding up the development of traffic economy, actively dealing with force majeure factors, perfecting maintenance management system, carrying out market-oriented reform, widening the path of raising funds, strengthening the management of road property rights, In the aspects of national autonomy and the utilization of poverty alleviation and development policy, it is proposed that we must adhere to the principle of adapting measures to local conditions, base on reality, and explore the road of rural highway maintenance and management with mountain characteristics.
