基于鄒城市上跨鐵路立交橋建設(shè)工程代建制項(xiàng)目管理模式研究

【摘要】:中國(guó)的工程項(xiàng)目管理模式存在的問題突出表現(xiàn)在兩個(gè)方面:一是投、建、管、用(即投資管理、工程項(xiàng)目建設(shè)的實(shí)施管理、建筑市場(chǎng)監(jiān)督管理和工程項(xiàng)目建成后的使用管理)交叉混為一體,缺乏相互之間的制約機(jī)制;二是許多工程由非專設(shè)機(jī)構(gòu)和非專業(yè)人員分散管理,使工程建設(shè)管理水平難以提高。因此,結(jié)合中國(guó)國(guó)情,按照投、建、管、用四分開原則,首先是建、管分離和專業(yè)化管理的原則,確立工程建設(shè)的責(zé)任主體,深化工程建設(shè)管理方式的改革,推行代建制,即在政府投資項(xiàng)目建設(shè)中,通過招標(biāo)等方式,選擇專業(yè)化的項(xiàng)目管理單位負(fù)責(zé)建設(shè)實(shí)施,嚴(yán)格控制項(xiàng)目投資、質(zhì)量和工期,竣工驗(yàn)收后移交給使用單位。2004年7月國(guó)務(wù)院發(fā)布《國(guó)務(wù)院關(guān)于投資體制改革的決定》,首次以官方文件認(rèn)可了代建制工程項(xiàng)目管理模式。 代建制作為一種新的管理模式,它主要是由代建單位對(duì)項(xiàng)目的可研、初設(shè)、施工圖設(shè)計(jì)、工程建設(shè)實(shí)施和竣工驗(yàn)收等全部過程或者其中的部分過程進(jìn)行管理,確保項(xiàng)目的投資、質(zhì)量和工期得到有效控制,并在工程建設(shè)完成后交付使用方的一種項(xiàng)目管理模式,在這種模式下,業(yè)主委托專業(yè)化的項(xiàng)目管理機(jī)構(gòu)組織工程建設(shè),采用現(xiàn)代化的項(xiàng)目技術(shù)管理手段,對(duì)包括圖紙?jiān)O(shè)計(jì)、現(xiàn)場(chǎng)施工生產(chǎn)、物資材料選購(gòu)在內(nèi)的整個(gè)工程建設(shè)過程進(jìn)行監(jiān)督管理,從而加快了建設(shè)速度,保證了工程質(zhì)量,提高了投資收益。 近年來,全國(guó)各地都開始了“代建制”試點(diǎn)。通過比較各地的試點(diǎn),該方式主要可以概括為三種模式:上海模式、廈門模式和深圳模式。從實(shí)踐經(jīng)驗(yàn)來看,上海模式及廈門模式是比較成功的。雖然深圳模式也取得了可喜的成績(jī),但在實(shí)施的過程中遇到一些阻力和困難?梢詫W(xué)習(xí)和推廣上海和廈門代建制模式。 在已有實(shí)踐和研究基礎(chǔ)之上,本文力求對(duì)代建制管理模式進(jìn)行系統(tǒng)研究,彌補(bǔ)代建制與工程總承包、項(xiàng)目管理之間關(guān)系的理論缺失,分析代建制模式下的法律框架問題,這對(duì)進(jìn)一步認(rèn)識(shí)代建制和代建制的運(yùn)行規(guī)范有重要的理論價(jià)值和實(shí)踐意義;同時(shí),基于鄒城市三十米橋上跨鐵路立交橋建設(shè)工程,探索代建制項(xiàng)目管理模式的運(yùn)用,解決一次性業(yè)主問題,充分發(fā)揮市場(chǎng)作用有限配置資源,提高投資效率和社會(huì)效益。
[Abstract]:The problems in China's project management mode are manifested in two aspects: one is investment, construction, management, and use (that is, investment management, project construction implementation management, The supervision and management of the construction market and the management of the use of the project after the completion of the construction project are intertwined into one body, lacking the restriction mechanism between each other; Second, many projects are managed by non-specialized institutions and non-professionals, which makes it difficult to improve the management level of engineering construction. Therefore, in accordance with the principles of investment, construction, management, and separation of investment, construction, management and management in accordance with China's national conditions, first of all, it is the principle of construction, management separation and specialized management, to establish the main body of responsibility for engineering construction, to deepen the reform of project construction management methods, and to implement the agent system. That is, in the construction of government-invested projects, by means of bidding and other means, the specialized project management units are selected to be responsible for the implementation of the construction and strictly control the project investment, quality and duration of the project. In July 2004, the State Council issued the decision of the State Council on the Reform of the Investment system, which for the first time approved the project management model of the agent construction project with official documents. As a new management mode, the agent construction system is mainly managed by the agent construction unit to manage the whole or some of the processes of project research, initial design, construction drawing design, project construction implementation and completion acceptance, so as to ensure the investment of the project. A project management mode in which the quality and duration of the project are effectively controlled and delivered to the user after the completion of the project construction, in which the owner entrusts the specialized project management organization to organize the project construction. Adopting modern project technical management means to supervise and manage the whole project construction process, including drawing design, site construction production, material selection and purchase, thus speeding up the construction speed and ensuring the engineering quality. Increased return on investment. In recent years, all over the country began the "agent system" pilot. By comparing the experimental results, this method can be summarized into three modes: Shanghai model, Xiamen model and Shenzhen model. From the practical experience, the Shanghai model and the Xiamen model are relatively successful. Although the Shenzhen model has also achieved gratifying results, but in the process of implementation encountered some resistance and difficulties. You can learn and promote the Shanghai and Xiamen agent system model. On the basis of existing practice and research, this paper makes every effort to make up for the lack of theory of the relationship between agent system and general contracting of engineering, project management, and analyze the legal framework under the mode of agent system. It is of great theoretical value and practical significance to further understand the operation norms of agent system and agent system. At the same time, based on the construction project of crossing railway overpass on the 30-meter bridge in Zoucheng city, this paper explores the application of the management mode of the agent construction project, solves the problem of one-off owners, fully exerts the limited market function and allocates resources, and improves the investment efficiency and social benefit.
