基于鄒城市上跨鐵路立交橋建設(shè)工程代建制項(xiàng)目管理模式研究
[Abstract]:The problems in China's project management mode are manifested in two aspects: one is investment, construction, management, and use (that is, investment management, project construction implementation management, The supervision and management of the construction market and the management of the use of the project after the completion of the construction project are intertwined into one body, lacking the restriction mechanism between each other; Second, many projects are managed by non-specialized institutions and non-professionals, which makes it difficult to improve the management level of engineering construction. Therefore, in accordance with the principles of investment, construction, management, and separation of investment, construction, management and management in accordance with China's national conditions, first of all, it is the principle of construction, management separation and specialized management, to establish the main body of responsibility for engineering construction, to deepen the reform of project construction management methods, and to implement the agent system. That is, in the construction of government-invested projects, by means of bidding and other means, the specialized project management units are selected to be responsible for the implementation of the construction and strictly control the project investment, quality and duration of the project. In July 2004, the State Council issued the decision of the State Council on the Reform of the Investment system, which for the first time approved the project management model of the agent construction project with official documents. As a new management mode, the agent construction system is mainly managed by the agent construction unit to manage the whole or some of the processes of project research, initial design, construction drawing design, project construction implementation and completion acceptance, so as to ensure the investment of the project. A project management mode in which the quality and duration of the project are effectively controlled and delivered to the user after the completion of the project construction, in which the owner entrusts the specialized project management organization to organize the project construction. Adopting modern project technical management means to supervise and manage the whole project construction process, including drawing design, site construction production, material selection and purchase, thus speeding up the construction speed and ensuring the engineering quality. Increased return on investment. In recent years, all over the country began the "agent system" pilot. By comparing the experimental results, this method can be summarized into three modes: Shanghai model, Xiamen model and Shenzhen model. From the practical experience, the Shanghai model and the Xiamen model are relatively successful. Although the Shenzhen model has also achieved gratifying results, but in the process of implementation encountered some resistance and difficulties. You can learn and promote the Shanghai and Xiamen agent system model. On the basis of existing practice and research, this paper makes every effort to make up for the lack of theory of the relationship between agent system and general contracting of engineering, project management, and analyze the legal framework under the mode of agent system. It is of great theoretical value and practical significance to further understand the operation norms of agent system and agent system. At the same time, based on the construction project of crossing railway overpass on the 30-meter bridge in Zoucheng city, this paper explores the application of the management mode of the agent construction project, solves the problem of one-off owners, fully exerts the limited market function and allocates resources, and improves the investment efficiency and social benefit.
