【摘要】：本文的主要研究對(duì)象是改進(jìn)型的矩陣式管理在高速公路項(xiàng)目建設(shè)中的動(dòng)態(tài)應(yīng)用，主要通過(guò)對(duì)公司、項(xiàng)目、部門、個(gè)人崗位、辦事流程等進(jìn)行清晰的闡述與定位，對(duì)國(guó)內(nèi)外項(xiàng)目管理的發(fā)展歷程進(jìn)行歸納和分析，對(duì)不同階段公司組織機(jī)構(gòu)從直線式、職能式、事業(yè)部式、矩陣式進(jìn)行研究分析，對(duì)在高速公路建設(shè)發(fā)展過(guò)程中從工程可行性研究到初步設(shè)計(jì)、施工圖設(shè)計(jì)、招投標(biāo)工作、征地拆遷、工程實(shí)施、項(xiàng)目交工結(jié)算的一個(gè)完整的周期進(jìn)行研究，對(duì)參建各方的角色和職能進(jìn)行分析，探討矩陣式管理的特點(diǎn)和要求。通過(guò)追蹤作者本人公司的發(fā)展歷程，系統(tǒng)的描述了項(xiàng)目建設(shè)從原來(lái)單一化、快速化向綜合性、復(fù)雜多變方向發(fā)展的過(guò)程。為適應(yīng)時(shí)代發(fā)展，促進(jìn)企業(yè)發(fā)展，筆者公司從2011年開(kāi)始邀請(qǐng)國(guó)內(nèi)著名企業(yè)管理咨詢公司對(duì)行業(yè)發(fā)展趨勢(shì)、同行公司發(fā)展模式、單位內(nèi)部員工咨詢、企業(yè)發(fā)展遠(yuǎn)景進(jìn)行了系統(tǒng)梳理和分析，與企業(yè)內(nèi)部管理人員一道提出了采用改進(jìn)型矩陣式項(xiàng)目管理模式進(jìn)行高速公路項(xiàng)目建設(shè)，對(duì)公司架構(gòu)進(jìn)行了重組，重新明確了各部門崗位職責(zé)。自2012年實(shí)施以來(lái)，，通過(guò)縱向與原項(xiàng)目進(jìn)行比對(duì)，橫向看各個(gè)在建項(xiàng)目的落實(shí)執(zhí)行情況，綜合分析，一致認(rèn)為在復(fù)雜多變的形勢(shì)下，高速公路企業(yè)必須采用靈活多變的改進(jìn)型矩陣式項(xiàng)目管理，一個(gè)可以借助各方力量，加快項(xiàng)目建設(shè)；另一個(gè)是對(duì)人員及公司而言，靈活的管理模式，也有助于個(gè)人職業(yè)發(fā)展，公司良性循環(huán)，在執(zhí)行過(guò)程中動(dòng)態(tài)應(yīng)用，不斷調(diào)整改進(jìn)。
[Abstract]:The main research object of this paper is the dynamic application of improved matrix management in expressway project construction, mainly through the clear elaboration and positioning of company, project, department, personal post, work flow, etc. The development course of project management at home and abroad is summarized and analyzed. In the process of expressway construction and development, from engineering feasibility study to preliminary design, construction drawing design, bidding work, land requisition and demolition, project implementation, project settlement, a complete cycle is studied. The roles and functions of all parties involved in the construction are analyzed, and the characteristics and requirements of matrix management are discussed. Through tracing the development course of the author's own company, this paper describes the process of the project construction from single, fast to comprehensive, complex and changeable. In order to adapt to the development of the times and promote the development of enterprises, the author of the company began to invite domestic famous enterprise management consulting companies to the industry development trend, peer company development model, internal staff consultation, The future of enterprise development is systematically combed and analyzed, and an improved matrix project management model is proposed to carry out highway project construction, and the company structure is reorganized. Responsibilities of various departments have been redefined. Since its implementation in 2012, through the comparison of vertical and original projects, the implementation of various projects under construction has been viewed horizontally. Through comprehensive analysis, it has been agreed that in a complex and changeable situation, Expressway enterprises must adopt flexible and changeable modified matrix project management. One can speed up the construction of the project with the help of various forces. The other is that for personnel and companies, a flexible management model is also conducive to personal professional development. The company virtuous circle, in the execution process dynamic application, unceasingly adjusts the improvement.
