【摘要】：農(nóng)村公路縮短了農(nóng)產(chǎn)品流通時(shí)間,加快了農(nóng)業(yè)信息交流,給我們的廣大農(nóng)村和鄉(xiāng)鎮(zhèn)創(chuàng)造了良好的道路交通環(huán)境。長(zhǎng)期穩(wěn)定的農(nóng)村公路養(yǎng)護(hù)管理系統(tǒng),對(duì)于農(nóng)村公路的作用發(fā)揮,對(duì)于城鄉(xiāng)群眾的生活便利,都具有重要意義。本文在查閱國(guó)內(nèi)外相關(guān)文獻(xiàn)的基礎(chǔ)上,首先對(duì)農(nóng)村公路、管理體制、公路養(yǎng)護(hù)的概念進(jìn)行了界定,然后集中介紹了國(guó)內(nèi)外有關(guān)公共管理的理論,并將之應(yīng)用于農(nóng)村公路的養(yǎng)護(hù)實(shí)踐中來(lái),從而為本文提供了扎實(shí)的理論基礎(chǔ),同時(shí)還介紹了美國(guó)和英國(guó)的農(nóng)村公路養(yǎng)護(hù)經(jīng)驗(yàn),從而為本文提供了豐富的實(shí)踐經(jīng)驗(yàn)。最后,本文通過(guò)以吳江市震澤鎮(zhèn)農(nóng)村公路的養(yǎng)護(hù)為例,分析了我國(guó)農(nóng)村公路養(yǎng)護(hù)的現(xiàn)狀以及存在的問(wèn)題,并提出了深化農(nóng)村公路養(yǎng)護(hù)管理體制的改革建議。經(jīng)過(guò)深入研究,本文得出的主要結(jié)論有:一、我國(guó)現(xiàn)有農(nóng)村公路管理體制的不健全是造成目前我國(guó)農(nóng)村公路發(fā)展水平不高的重要原因。二、在農(nóng)村公路管理養(yǎng)護(hù)體制建立上,政府機(jī)構(gòu)的職權(quán)劃分明確,確定管理養(yǎng)護(hù)主體。三、在深化資金配置改革方面,要穩(wěn)定地方財(cái)政,保證一般預(yù)算性資金到位;拓展籌資渠道;提高資金使用效率,探索建立專(zhuān)門(mén)的公路養(yǎng)護(hù)公積金制度;加強(qiáng)對(duì)農(nóng)村公路養(yǎng)護(hù)資金的管理和監(jiān)督。四、在深化管理規(guī)則和運(yùn)行機(jī)制改革方面,要深入推進(jìn)農(nóng)村公路管理養(yǎng)護(hù)的改革;靈活采取多種養(yǎng)護(hù)方式;建立健全監(jiān)督機(jī)制和考核機(jī)制。
[Abstract]:Rural roads shorten the time of agricultural products circulation, speed up the agricultural information exchange, and create a good road traffic environment for our vast rural areas and towns. The long-term and stable rural highway maintenance and management system is of great significance to the function of rural highway and the convenience of urban and rural people's life. On the basis of consulting relevant literature at home and abroad, this paper first defines the concepts of rural highway, management system and highway maintenance, and then introduces the theories of public management at home and abroad. It is applied to the practice of rural highway maintenance, which provides a solid theoretical basis for this paper, and also introduces the experience of rural road maintenance in the United States and England, thus providing rich practical experience for this paper. Finally, taking the rural highway maintenance in Zhenze Town of Wujiang City as an example, this paper analyzes the present situation and existing problems of rural highway maintenance in our country, and puts forward some suggestions for deepening the reform of rural highway maintenance management system. After in-depth study, the main conclusions of this paper are as follows: first, the unsound rural highway management system is an important reason for the low level of rural highway development. Second, on the establishment of rural highway management and maintenance system, the functions and powers of government agencies are clearly divided and the mainstay of management and maintenance is determined. Third, in deepening the reform of fund allocation, it is necessary to stabilize the local finance, ensure that the general budget funds are in place, expand the channels for raising funds, improve the efficiency of the use of funds, and explore the establishment of a special highway maintenance provident fund system. We will strengthen the management and supervision of rural highway maintenance funds. Fourth, in deepening the reform of management rules and operation mechanism, we should deeply promote the reform of rural highway management and maintenance, adopt flexible maintenance methods, and establish and improve the supervision mechanism and assessment mechanism.
