農(nóng)村客運(yùn)站場(chǎng)建設(shè)項(xiàng)目國(guó)民經(jīng)濟(jì)評(píng)價(jià)理論研究
[Abstract]:With the steady development of our country's economy, the people's standard of living has been gradually improved, the gap between urban and rural areas has gradually narrowed, and the travel needs of the broad masses of rural people are increasing. The establishment of rural passenger terminal can meet the needs of rural people to "go out of the door and see the world", promote the development of rural economy and strengthen the communication between urban and rural areas. The rural passenger terminal refers to the passenger terminal in the underdeveloped areas where the traffic conditions are far away from the rural areas and towns, etc. Its service target is the broad masses of rural people, and the purpose of the construction is to coordinate the development of urban and rural areas. In order to make the passenger transport network of rural passenger transport market in our country convenient for the masses to travel, to assist the development of rural economy, and to optimize the layout of urban and rural areas. The number of rural passenger transport stations needed to be established in our country is more and the amount of funds required is large, but the development of rural passenger transport stations in our country is relatively slow. The rural passenger terminal is a public welfare transportation infrastructure with low direct benefit and long payback period of investment. It is difficult to achieve satisfactory financial evaluation effect when carrying out feasibility study. This paper first studies the necessity of constructing rural passenger terminal, the national economic evaluation principle of rural passenger terminal, and then, according to the cost-benefit theory, the direct benefit, direct cost and indirect benefit of rural passenger terminal. The indirect costs are identified, the quantifiable indexes are calculated, and the difficult ones are described qualitatively. Then the national economic evaluation parameters of rural passenger terminal are studied, and the adjustment of cost and the study of national economic evaluation index are carried out in order to correctly evaluate the national economy of rural passenger terminal. Balance the previous financial evaluation of the rural passenger terminal low efficiency conclusion. Finally, this paper describes the practicability of this method by the example of the passenger station.
