農(nóng)村客運(yùn)站場(chǎng)建設(shè)項(xiàng)目國(guó)民經(jīng)濟(jì)評(píng)價(jià)理論研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)的穩(wěn)步向上發(fā)展,人民生活水平逐步提高,城鄉(xiāng)差距漸漸縮小,廣大農(nóng)村群眾的出行需求越來(lái)越大。農(nóng)村客運(yùn)站場(chǎng)的設(shè)立能夠滿(mǎn)足農(nóng)村群眾“走出門(mén)看世界”的需要,也能夠促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展、加強(qiáng)城鄉(xiāng)間的交流。農(nóng)村客運(yùn)站場(chǎng)是指建立在農(nóng)村、鄉(xiāng)鎮(zhèn)等距離城市較遠(yuǎn)的交通條件不發(fā)達(dá)地區(qū)的客運(yùn)站場(chǎng),它的服務(wù)對(duì)象是廣大的農(nóng)村群眾,建設(shè)目的是統(tǒng)籌城鄉(xiāng)發(fā)展,使我國(guó)農(nóng)村客運(yùn)市場(chǎng)形成點(diǎn)、線、面的客運(yùn)網(wǎng)絡(luò),方便廣大群眾出行,輔助農(nóng)村經(jīng)濟(jì)發(fā)展,,優(yōu)化城鄉(xiāng)布局。 我國(guó)需要建立的農(nóng)村客運(yùn)站場(chǎng)數(shù)量較多,所需資金量大,但我國(guó)農(nóng)村客運(yùn)站場(chǎng)發(fā)展較為緩慢。而農(nóng)村客運(yùn)站場(chǎng)屬公益性交通基礎(chǔ)設(shè)施,直接效益低、投資回收期長(zhǎng),在進(jìn)行可行性研究時(shí)財(cái)務(wù)評(píng)價(jià)效果很難達(dá)到滿(mǎn)意。本文首先研究了建設(shè)農(nóng)村客運(yùn)站場(chǎng)的必要性、農(nóng)村客運(yùn)站場(chǎng)的國(guó)民經(jīng)濟(jì)評(píng)價(jià)原則,然后依據(jù)費(fèi)用效益理論對(duì)農(nóng)村客運(yùn)站場(chǎng)的直接效益、直接費(fèi)用,間接效益、間接費(fèi)用進(jìn)行了識(shí)別,對(duì)可以量化的指標(biāo)進(jìn)行了計(jì)算,對(duì)難以量化的指標(biāo)進(jìn)行了定性描述。之后研究了農(nóng)村客運(yùn)站場(chǎng)的國(guó)民經(jīng)濟(jì)評(píng)價(jià)參數(shù),并對(duì)其進(jìn)行了費(fèi)用的調(diào)整和國(guó)民經(jīng)濟(jì)評(píng)價(jià)指標(biāo)的研究,旨在正確的對(duì)農(nóng)村客運(yùn)站場(chǎng)進(jìn)行國(guó)民經(jīng)濟(jì)評(píng)價(jià),平衡以往財(cái)務(wù)評(píng)價(jià)中農(nóng)村客運(yùn)站場(chǎng)效益低的結(jié)論。最后,本文通過(guò)降帳汽車(chē)客運(yùn)站的實(shí)例來(lái)描述本文介紹方法的實(shí)用性。
[Abstract]:With the steady development of our country's economy, the people's standard of living has been gradually improved, the gap between urban and rural areas has gradually narrowed, and the travel needs of the broad masses of rural people are increasing. The establishment of rural passenger terminal can meet the needs of rural people to "go out of the door and see the world", promote the development of rural economy and strengthen the communication between urban and rural areas. The rural passenger terminal refers to the passenger terminal in the underdeveloped areas where the traffic conditions are far away from the rural areas and towns, etc. Its service target is the broad masses of rural people, and the purpose of the construction is to coordinate the development of urban and rural areas. In order to make the passenger transport network of rural passenger transport market in our country convenient for the masses to travel, to assist the development of rural economy, and to optimize the layout of urban and rural areas. The number of rural passenger transport stations needed to be established in our country is more and the amount of funds required is large, but the development of rural passenger transport stations in our country is relatively slow. The rural passenger terminal is a public welfare transportation infrastructure with low direct benefit and long payback period of investment. It is difficult to achieve satisfactory financial evaluation effect when carrying out feasibility study. This paper first studies the necessity of constructing rural passenger terminal, the national economic evaluation principle of rural passenger terminal, and then, according to the cost-benefit theory, the direct benefit, direct cost and indirect benefit of rural passenger terminal. The indirect costs are identified, the quantifiable indexes are calculated, and the difficult ones are described qualitatively. Then the national economic evaluation parameters of rural passenger terminal are studied, and the adjustment of cost and the study of national economic evaluation index are carried out in order to correctly evaluate the national economy of rural passenger terminal. Balance the previous financial evaluation of the rural passenger terminal low efficiency conclusion. Finally, this paper describes the practicability of this method by the example of the passenger station.
