【摘要】：施工階段是高速公路項(xiàng)目建設(shè)的關(guān)鍵環(huán)節(jié)。在高速公路施工階段,通過(guò)科學(xué)評(píng)估施工績(jī)效情況,及時(shí)發(fā)現(xiàn)施工薄弱環(huán)節(jié)并采取措施加以改善,對(duì)提高企業(yè)競(jìng)爭(zhēng)力、實(shí)現(xiàn)可持續(xù)發(fā)展具有重要的意義。首先,簡(jiǎn)述了研究的背景及項(xiàng)目績(jī)效及施工績(jī)效研究的現(xiàn)狀,提出了研究的目標(biāo)、路線、方法及內(nèi)容其次,概述了施工績(jī)效評(píng)估理論；闡明了施工績(jī)效的概念、內(nèi)涵及形成機(jī)制；描述了施工績(jī)效評(píng)估的原則及指標(biāo)的選��；明確了施工績(jī)效評(píng)估的目標(biāo)；提出了施工績(jī)效評(píng)估的管理及技術(shù)方法,給出了績(jī)效評(píng)估的流程。然后,分析了施工績(jī)效的影響因素、高速公路施工績(jī)效指標(biāo)體系的構(gòu)建原則。站在施工全過(guò)程績(jī)效評(píng)估的視角,以輸入、過(guò)程、輸出三個(gè)階段設(shè)計(jì)了施工績(jī)效評(píng)估體系,每一階段的績(jī)效指標(biāo)又從成本、質(zhì)量、進(jìn)度三大維度分解為若干細(xì)分指標(biāo)。經(jīng)文獻(xiàn)歸納、合同條款轉(zhuǎn)化、研討及問(wèn)卷調(diào)研得到初選的績(jī)效指標(biāo)。通過(guò)問(wèn)卷調(diào)查,剔除重要度不高的指標(biāo),得到高速公路施工績(jī)效關(guān)鍵指標(biāo)。應(yīng)用層次分析法研究了關(guān)鍵績(jī)效指標(biāo)的權(quán)重分配問(wèn)題,構(gòu)建了高速公路施工績(jī)效評(píng)估體系。最后,以邢汾高速公路XFLJ-13合同段為例,對(duì)構(gòu)建的高速公路施工績(jī)效評(píng)估體系進(jìn)行了應(yīng)用驗(yàn)證。
[Abstract]:The construction stage is the key link of highway project construction. In the stage of expressway construction, it is of great significance to evaluate the construction performance scientifically, find out the weak links in time and take measures to improve the competitiveness of enterprises and realize the sustainable development. Firstly, the background of the research and the present situation of the research on project performance and construction performance are briefly introduced, and the objectives, routes, methods and contents of the research are put forward. Secondly, the theory of construction performance evaluation is summarized, and the concept of construction performance is clarified. The connotation and forming mechanism; the selection of principles and indicators of construction performance evaluation; the clear objectives of construction performance evaluation; the management and technical methods of construction performance evaluation are put forward, and the process of performance evaluation is given. Then, the paper analyzes the influencing factors of construction performance and the construction principles of expressway construction performance index system. From the point of view of the whole construction process performance evaluation, the construction performance evaluation system is designed in three stages: input, process and output. The performance indicators of each stage are decomposed into several subdivision indicators from the three dimensions of cost, quality and progress. Through literature summary, contract terms transformation, discussion and questionnaire survey to obtain primary performance indicators. By questionnaire survey, the key index of expressway construction performance is obtained by eliminating the index of low importance degree. The weight distribution of key performance indexes is studied by AHP, and the evaluation system of expressway construction performance is constructed. Finally, taking the XFLJ-13 contract section of Xingfen Expressway as an example, the construction performance evaluation system of Xingfen Expressway is verified.
