【摘要】：改革開放30多年以來，我國民經(jīng)濟(jì)和現(xiàn)代化建設(shè)取得了舉世矚目的成就，廣東省交通運(yùn)輸狀況發(fā)生了翻天覆地的變化。作為現(xiàn)代交通載體的重要標(biāo)志之一，廣東省高速公路建設(shè)和營運(yùn)取得了突飛猛進(jìn)的發(fā)展，如何經(jīng)營管理好高速公路，，已經(jīng)成為十分重要的現(xiàn)實問題，近年來國內(nèi)一些省市大的交通集團(tuán)或高速公路經(jīng)營單位都在積極探索高速公路經(jīng)營管理方式，出現(xiàn)了一些較好的做法與經(jīng)驗。站立于改革開放前沿陣地的廣東交通，既得“先行先試”與“試驗田”之天時，又取沿海發(fā)達(dá)地區(qū)之地利，在高速公路經(jīng)營管理探索與實踐方面做了很多嘗試。高速公路委托營運(yùn)管理的探索與創(chuàng)新，在廣東省交通集團(tuán)的重視、指導(dǎo)和支持下，經(jīng)過長達(dá)10多年的反復(fù)探索和不斷改進(jìn)，已經(jīng)形成了較為成熟和穩(wěn)定的委托營運(yùn)管理模式。 本文試圖將高速公路幾種模式進(jìn)行對比分析，探討優(yōu)劣。進(jìn)一步討論高速公路委托營運(yùn)管理模式的做法，以求為未來高速公路營運(yùn)管理更加科學(xué)化、規(guī)范化和專業(yè)化提供了一條新的理論與實踐路徑。
[Abstract]:Since the reform and opening up for more than 30 years, China's national economy and modernization have made remarkable achievements, and the transportation situation of Guangdong Province has undergone earth-shaking changes. As one of the important symbols of modern traffic carrier, Guangdong Province highway construction and operation has made rapid development, how to manage the highway, has become a very important practical problem. In recent years, some major transportation groups or highway management units in some provinces and cities in China have been actively exploring the way of expressway management, and some good practices and experiences have emerged. Guangdong traffic, which stands at the front of reform and opening up, has made a lot of attempts in the exploration and practice of highway management and management, not only in the days of "first trial" and "experimental field", but also in the favorable geographical position of the developed coastal areas. With the attention, guidance and support of Guangdong Traffic Group, the exploration and innovation of expressway entrusted operation management has formed a more mature and stable mode of entrusted operation management after more than 10 years of repeated exploration and continuous improvement. This paper attempts to compare and analyze several modes of freeway and discuss the advantages and disadvantages. In order to provide a new theoretical and practical way for the future expressway operation management to be more scientific, standardized and specialized, this paper further discusses the practice of the expressway commissioning management mode.
