【摘要】：交通影響評(píng)價(jià)在我國(guó)開(kāi)展已有相當(dāng)長(zhǎng)的時(shí)間。我國(guó)一些城市經(jīng)過(guò)一定時(shí)間的實(shí)踐表明,建設(shè)項(xiàng)目進(jìn)行交通影響評(píng)價(jià)對(duì)城市土地利用和項(xiàng)目建設(shè)起到了合理配置和科學(xué)指導(dǎo)的作用,尤其是使得城市管理和交通管理者對(duì)于建設(shè)項(xiàng)目對(duì)城市交通預(yù)期的影響有充分的了解,為未來(lái)城市規(guī)劃與建設(shè)提供了經(jīng)驗(yàn)和基礎(chǔ)數(shù)據(jù)。但是,在實(shí)踐的過(guò)程中也發(fā)現(xiàn)了一些問(wèn)題,如缺乏成熟的適應(yīng)于我國(guó)國(guó)情的方法體系、缺乏合理的閾值、缺乏交通影響范圍的確定方法等,沒(méi)有完備的相關(guān)的規(guī)范標(biāo)準(zhǔn),缺少城市綜合交通基礎(chǔ)數(shù)據(jù)的積累和共享,管理不到位等。論文介紹了交通影響評(píng)價(jià)的基礎(chǔ)理論和交通影響評(píng)價(jià)的研究體系,在研究我國(guó)城市建設(shè)項(xiàng)目進(jìn)行交通影響評(píng)價(jià)的實(shí)踐基礎(chǔ)上,分析了我國(guó)目前開(kāi)展的交通影響評(píng)價(jià)存在的問(wèn)題,并針對(duì)問(wèn)題進(jìn)行了相應(yīng)研究,建議應(yīng)當(dāng)建立適合中國(guó)特點(diǎn)的交通影響評(píng)價(jià)的方法體系、規(guī)范編制、基礎(chǔ)數(shù)據(jù)的調(diào)查積累與共享,最后通過(guò)介紹本人所參與的一個(gè)具體的交通影響評(píng)價(jià)工作,進(jìn)一步完善論文中提出關(guān)于適合我國(guó)目前發(fā)展國(guó)情的交通影響評(píng)價(jià)的改進(jìn)措施與建議。
[Abstract]:Traffic impact assessment has been carried out in China for a long time. After a certain period of practice in some cities in China, traffic impact assessment of construction projects has played a role in rational allocation and scientific guidance of urban land use and project construction. Especially, it makes the city management and traffic manager have a full understanding of the impact of construction projects on urban traffic expectations, and provides experience and basic data for future urban planning and construction. However, in the process of practice, some problems have been found, such as the lack of a mature method system adapted to the national conditions of our country, the lack of a reasonable threshold, the lack of a method to determine the scope of traffic impact, and the lack of complete relevant standards. Lack of urban comprehensive traffic data accumulation and sharing, management is not in place. This paper introduces the basic theory of traffic impact assessment and the research system of traffic impact assessment. On the basis of studying the practice of traffic impact assessment of urban construction projects in China, the paper analyzes the existing problems of traffic impact assessment in China. It is suggested that a method system of traffic impact assessment suitable for the characteristics of China should be set up, standardized compilation, investigation, accumulation and sharing of basic data should be established. Finally, by introducing a specific traffic impact assessment work that I participated in, the paper puts forward some improvement measures and suggestions on the traffic impact assessment which is suitable for the current development of our country.
