【摘要】：高速公路的發(fā)展是衡量國(guó)家現(xiàn)代化的重要標(biāo)志,對(duì)國(guó)民經(jīng)濟(jì)持續(xù)、健康、穩(wěn)定的發(fā)展起著極其重要的作用。為了更好的促使高速公路的服務(wù)效率和緩解政府建設(shè)高速公路的財(cái)政壓力,BOT模式越來(lái)越多地被應(yīng)用于高速公路建設(shè)項(xiàng)目。然而我國(guó)高速公路應(yīng)用BOT模式還處于探索研究階段,還存在很多不合理的地方,尤其是在定價(jià)方面。定價(jià)問(wèn)題涉及到政府、投資方、道路使用者和社會(huì)等多方利益,合理地確定價(jià)格是項(xiàng)目成功的關(guān)鍵。因此,研究BOT模式下的高速公路特許定價(jià)問(wèn)題對(duì)指導(dǎo)我國(guó)高速公路建設(shè)與運(yùn)營(yíng)管理具有十分重要的理論和實(shí)際意義。本文以高速公路BOT項(xiàng)目為研究對(duì)象,首先介紹了BOT模式相關(guān)理論,并通過(guò)高速公路的經(jīng)濟(jì)屬性分析了高速公路項(xiàng)目應(yīng)用BOT融資模式的可行性。其次對(duì)比分析了國(guó)內(nèi)外有關(guān)公路定價(jià)方法的優(yōu)點(diǎn)與不足,再根據(jù)成本反算法中的凈現(xiàn)值確定了高速公路定價(jià)的主要影響因素,以此提出基于項(xiàng)目成本、投資收益率、交通量、特許期限、風(fēng)險(xiǎn)等因素的定價(jià)模型,并詳細(xì)分析了模型中的關(guān)鍵參數(shù),構(gòu)建了級(jí)差效益模型以此改進(jìn)定價(jià)。然后以PJ高速公路為案例對(duì)定價(jià)模型進(jìn)行算例分析,通過(guò)計(jì)算證實(shí)本文的特許定價(jià)模型符合實(shí)際的情況。最后從加強(qiáng)完善相關(guān)法律法規(guī)、加強(qiáng)政府監(jiān)管、完善信息公開制度和聽(tīng)證會(huì)制度、開展服務(wù)評(píng)價(jià)四個(gè)層面提出完善定價(jià)的措施。
[Abstract]:The development of expressway is an important symbol to measure the national modernization and plays an extremely important role in the sustained, healthy and stable development of the national economy. In order to promote the efficiency of expressway service and alleviate the financial pressure of government to build expressway, bot model is more and more used in expressway construction projects. However, the application of bot model in freeway in China is still in the stage of exploration and research, and there are still many unreasonable places, especially in the aspect of pricing. Pricing involves the interests of the government, investors, road users and the society, and reasonable pricing is the key to the success of the project. Therefore, it is of great theoretical and practical significance to study the expressway concession pricing in bot mode to guide the expressway construction and operation management in China. This paper takes the expressway bot project as the research object, first introduces the related theory of bot mode, and analyzes the feasibility of applying bot financing mode in expressway project through the economic attribute of expressway. Secondly, the advantages and disadvantages of highway pricing methods at home and abroad are compared and analyzed, and then the main influencing factors of highway pricing are determined according to the net present value in the cost inverse algorithm, and based on project cost, investment rate of return, traffic volume, etc. The pricing model of concession period, risk and other factors, and the key parameters of the model are analyzed in detail, and the differential benefit model is constructed to improve the pricing. Then take PJ highway as a case study to analyze the pricing model and verify that the franchise pricing model is in line with the actual situation. Finally, the paper puts forward some measures to improve pricing from four aspects: strengthening relevant laws and regulations, strengthening government supervision, perfecting information disclosure system and hearing system, and carrying out service evaluation.
