摘 要:隨著國(guó)民經(jīng)濟(jì)的高速發(fā)展和城市化進(jìn)程的加快,城市基礎(chǔ)設(shè)施建設(shè)在快速發(fā)展,城市道路不斷加寬,交通供需也在發(fā)生著質(zhì)的變化,原有“車(chē)本主義”的做法不但未能緩解城市交通,反而導(dǎo)致城市越來(lái)越堵,也致使慢行交通環(huán)境不斷惡化,已經(jīng)不能滿足當(dāng)前創(chuàng)建可持續(xù)發(fā)展和和諧社會(huì)的要求。而倡導(dǎo)從“人本主義”出發(fā),提倡建設(shè)基于人本位的城市慢行交通系統(tǒng)是大勢(shì)所趨。本文分析了目前慢行交通規(guī)劃設(shè)計(jì)中存在的主要問(wèn)題,,并在借鑒國(guó)外實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,對(duì)慢行交通的細(xì)節(jié)設(shè)計(jì)進(jìn)行了詳細(xì)研究,并以哈爾濱市新陽(yáng)廣場(chǎng)改造規(guī)劃為實(shí)例分析,希望對(duì)目前城市慢行交通系統(tǒng)的改善規(guī)劃設(shè)計(jì)提供指導(dǎo)和借鑒作用。
Abstract:With the high-speed development of national economy and the acceleration of urbanization, urban infrastructure construction with higher speed development and urban road constantly widened, so traffic demand and supply also is in producing a qualitative change. The original practice of "car basis doctrine" not only failed to relieve urban traffic, traffic congestion is more and more serious, and environment of slow traffic is getting worse and worse. This kind of situation already cannot satisfy the current require that creating sustainable development and harmonious society. The current trend advocates “human basis doctrine” and the construction of urban slow transport systems based on humanism. The paper analysed main problems of slow traffic planning and design at present, studied the detail design of slow traffic carefully on the basis of overseas practice experience, and took the reconstruction planning of XinYang square in Harbin for example, hopping to provide guidance and reference for urban slow traffic system planning and design.

1 引言
近年來(lái),隨著國(guó)民經(jīng)濟(jì)的高速發(fā)展和城市化進(jìn)程的加快,城市基礎(chǔ)設(shè)施建設(shè)在快速發(fā)展,城市道路不斷加寬,高架橋、立交橋越來(lái)越多,試圖緩解城市交通擁堵,但是這種“車(chē)本主義”的做法,不但未能緩解城市交通,反而導(dǎo)致城市越來(lái)越堵,也致使慢行交通環(huán)境不斷惡化,不能滿足人們對(duì)出行質(zhì)量和生活質(zhì)量的不斷追求。特別是隨著未來(lái)生活品質(zhì)的不斷提升,綠色出行理念的普及和城市出行方式的改變,人們對(duì)慢行交通系統(tǒng)的要求將會(huì)越來(lái)越高,慢行交通系統(tǒng)在城市交通體系中也將變得越來(lái)越重要。因此,在當(dāng)今提倡創(chuàng)建和諧社會(huì),建設(shè)適宜人居環(huán)境的背景之下,從“人本主義”角度出發(fā),體現(xiàn)人文關(guān)懷,研究基于人本位的城市慢行交通規(guī)劃設(shè)計(jì)是必要而迫切的。
本文主要從“人性化、安全化、舒適化、便捷化”的設(shè)計(jì)思想出發(fā),對(duì)慢行交通系統(tǒng)的一些細(xì)節(jié)規(guī)劃設(shè)計(jì)進(jìn)行詳細(xì)研究,并以實(shí)例加以分析說(shuō)明,希望對(duì)目前慢行交通系統(tǒng)的改善建設(shè)、規(guī)劃設(shè)計(jì)提供一定的參考和借鑒作用。
