【摘要】:高速公路與國(guó)民經(jīng)濟(jì)的發(fā)展息息相關(guān),是我國(guó)經(jīng)濟(jì)發(fā)展的重要基礎(chǔ)。高速公路具有周期長(zhǎng)、工程量大、技術(shù)要求高、涉及的參與方眾多、投資額大等特點(diǎn);而且在施工過(guò)程中,不確定因素多,并不斷變化,產(chǎn)生的風(fēng)險(xiǎn)因素影響工程項(xiàng)目的順利實(shí)施。為了確定高速公路建設(shè)項(xiàng)目的可行性,以獲取預(yù)期的經(jīng)濟(jì)、社會(huì)效益,需要對(duì)高速公路建設(shè)進(jìn)行風(fēng)險(xiǎn)管理研究。本文首先從項(xiàng)目管理理論出發(fā),介紹常用的管理模式即BOT模式和EPC模式,主要分析它們?cè)陧?xiàng)目上的工作特征和工作流程。在這兩種模式的基礎(chǔ)上,結(jié)合實(shí)際工程資料以及BOT-EPC模式在高速公路的運(yùn)用情況,歸納該模式的運(yùn)作過(guò)程,總結(jié)其相對(duì)其他模式的優(yōu)勢(shì)和適用范圍。通過(guò)查閱國(guó)內(nèi)外風(fēng)險(xiǎn)管理資料,對(duì)BOT-EPC模式項(xiàng)目的風(fēng)險(xiǎn)管理進(jìn)行系統(tǒng)的分析和研究。以BOT-EPC模式下高速公路風(fēng)險(xiǎn)管理為研究對(duì)象,詳細(xì)分析高速公路項(xiàng)目的風(fēng)險(xiǎn)管理全過(guò)程。從風(fēng)險(xiǎn)的基本理論出發(fā),運(yùn)用定性方法和定量方法描述風(fēng)險(xiǎn)和劃分風(fēng)險(xiǎn)等級(jí),按風(fēng)險(xiǎn)三維分解圖將項(xiàng)目風(fēng)險(xiǎn)分類。然后研究工程項(xiàng)目常用的風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)價(jià)方法。在高速公路BOT-EPC模式風(fēng)險(xiǎn)評(píng)價(jià)中,分析總結(jié)了該模式所面臨的主要風(fēng)險(xiǎn)因素,詳細(xì)闡述了其風(fēng)險(xiǎn)的來(lái)源。運(yùn)用灰色系統(tǒng)理論、基于群體決策支持的風(fēng)險(xiǎn)評(píng)價(jià)系統(tǒng),對(duì)其風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)評(píng)價(jià)進(jìn)行了研究?紤]到高速公路工程項(xiàng)目風(fēng)險(xiǎn)的模糊性和信息的不確定性,建立BOT-EPC項(xiàng)目模糊綜合評(píng)判的風(fēng)險(xiǎn)評(píng)價(jià)模型。本文以GF高速公路建設(shè)項(xiàng)目為實(shí)例,根據(jù)項(xiàng)目實(shí)際情況得出二級(jí)風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系。運(yùn)用專家調(diào)查法將抽象的風(fēng)險(xiǎn)因素量化來(lái)評(píng)定風(fēng)險(xiǎn)等級(jí),通過(guò)建立模糊評(píng)價(jià)模型,進(jìn)行項(xiàng)目綜合評(píng)價(jià),判斷此項(xiàng)目的可行性,分析各個(gè)風(fēng)險(xiǎn)因素對(duì)項(xiàng)目影響程度,從而提前采取相應(yīng)風(fēng)險(xiǎn)應(yīng)對(duì)策略和工程項(xiàng)目風(fēng)險(xiǎn)控制措施。
[Abstract]:Expressway and the development of national economy are closely linked, is the important foundation of economic development of our country. Expressway has the characteristics of long period, large amount of engineering, high technical requirements, large number of participants involved, large investment and so on, and in the process of construction, there are many uncertain factors, which are constantly changing. The risk factors will affect the smooth implementation of the project. In order to determine the feasibility of expressway construction project and obtain the expected economic and social benefits, it is necessary to study the risk management of expressway construction. Based on the theory of project management, this paper first introduces the commonly used management modes, namely, BOT mode and EPC mode, and mainly analyzes their working characteristics and workflow on the project. On the basis of the two models, combined with the actual engineering data and the application of the BOT-EPC model in the expressway, the operating process of the model is summarized, and the advantages and applicable scope of the model compared with other models are summarized. Through consulting the domestic and foreign risk management data, this paper makes a systematic analysis and research on the risk management of BOT-EPC project. Taking expressway risk management under BOT-EPC mode as the research object, the whole process of expressway project risk management is analyzed in detail. Based on the basic theory of risk, the qualitative method and quantitative method are used to describe the risk and classify the risk grade, and the project risk is classified according to the risk three-dimensional decomposition graph. Then study the common risk identification and risk evaluation methods of engineering projects. In the risk assessment of expressway BOT-EPC model, the main risk factors facing the model are analyzed and summarized, and the origin of the risk is expounded in detail. Based on the grey system theory, the risk identification and risk evaluation are studied based on the group decision support risk evaluation system. Considering the fuzziness of highway project risk and the uncertainty of information, the risk evaluation model of BOT-EPC project fuzzy comprehensive evaluation is established. This paper takes GF expressway construction project as an example, according to the actual situation of the project, obtains the secondary risk evaluation index system. The abstract risk factors are quantified by the expert investigation method to evaluate the risk grade. Through the establishment of fuzzy evaluation model and the comprehensive evaluation of the project, the feasibility of the project is judged, and the influence of each risk factor on the project is analyzed. In order to take the corresponding risk response strategy and project risk control measures ahead of time.
